Pourquoi je ne dis pas
pourquoi ai-je tu pendant trop longtemps
ce qui est pourtant évident
et a fait l’objet de tant de simulations
dans lesquelles nous, les survivants,
sommes au mieux des notes de bas de page.

On évoque le droit à une frappe préventive,
l’éradication du peuple iranien soumis,
tenu à une liesse sans joie par un fort en gueule,
sous prétexte que ce potentat construirait une bombe atomique.

Mais alors, pourquoi m’interdis-je
de nommer cet autre pays
qui dispose depuis des années,
certes dans le plus grand secret,
d’un potentiel nucléaire croissant
et échappant à tout contrôle,
puisque aucun contrôle n’est permis ?

Le silence général autour de ce fait établi,
ce silence auquel j’ai moi-même souscrit,
je le ressens comme un mensonge pesant,
une règle que l’on ne peut rompre
qu’au risque d’une peine lourde et infâmante :
le verdict d’antisémitisme est assez courant.

Mais aujourd’hui, alors que mon pays
coupable de crimes sans commune mesure,
pour lesquels il doit rendre des comptes encore et encore,
mon pays donc, dans un geste purement commercial,
certains parlent un peu vite de réparation,
s’en va livrer un nouveau sous-marin à Israël,
un engin dont la spécialité est d’envoyer
des ogives capables de détruire toute vie
là où l’existence de ne serait-ce qu’une seule
bombe nucléaire n’est pas prouvée,
mais où le soupçon tient lieu de preuve,
je dis ce qui doit être dit.

Pourquoi me suis-je tu aussi longtemps ?
Parce que je croyais que mes origines,
entachées par des crimes à jamais impardonnables,
m’interdisaient d’exprimer cette vérité,
d’oser reprocher ce fait à Israël,
un pays dont je suis et veux rester l’ami.

Pourquoi ne dis-je que maintenant,
vieux, dans un ultime soupir de mon stylo,
que la puissance nucléaire d’Israël
menace la paix mondiale déjà fragile ?
Parce qu’il faut dire maintenant
ce qui pourrait être trop tard demain,
et parce que nous, Allemands, avec le poids de notre passé,
pourrions devenir les complices d’une crime,
prévisible et donc impossible
à justifier avec les excuses habituelles.

Over all, there are now more people under ‘correctional supervision’ in America—more than six million—than were in the Gulag Archipelago under Stalin at its height.”—Adam Gopnik, “The Caging of America”In an age when freedom is fast becoming the exception rather than the rule, imprisoning Americans in private prisons run by mega-corporations has turned into a cash cow for big business. At one time, the American penal system operated under the idea that dangerous criminals needed to be put under lock and key in order to protect society. Today, as states attempt to save money by outsourcing prisons to private corporations, the flawed yet retributive American “system of justice” is being replaced by an even more flawed and insidious form of mass punishment based upon profit and expediency.

As author Adam Gopnik reports for the New Yorker:

[A] growing number of American prisons are now contracted out as for-profit businesses to for-profit companies. The companies are paid by the state, and their profit depends on spending as little as possible on the prisoners and the prisons. It’s hard to imagine any greater disconnect between public good and private profit: the interest of private prisons lies not in the obvious social good of having the minimum necessary number of inmates but in having as many as possible, housed as cheaply as possible.

Consider this: despite the fact that violent crime in America has been on the decline, the nation’s incarceration rate has tripled since 1980. Approximately 13 million people are introduced to American jails in any given year. Incredibly, more than six million people are under “correctional supervision” in America, meaning that one in fifty Americans are working their way through the prison system, either as inmates, or while on parole or probation. According to the Federal Bureau of Prisons, the majority of those being held in federal prisons are convicted of drug offenses—namely, marijuana. Presently, one out of every 100 Americans is serving time behind bars.

Little wonder, then, that public prisons are overcrowded. Yet while providing security, housing, food, medical care, etc., for six million Americans is a hardship for cash-strapped states, to profit-hungry corporations such as Corrections Corp of America (CCA) and GEO Group, the leaders in the partnership corrections industry, it’s a $70 billion gold mine. Thus, with an eye toward increasing its bottom line, CCA has floated a proposal to prison officials in 48 states offering to buy and manage public prisons at a substantial cost savings to the states. In exchange, and here’s the kicker, the prisons would have to contain at least 1,000 beds and states would have agree to maintain a 90% occupancy rate in the privately run prisons for at least 20 years.

The problem with this scenario, as Roger Werholtz, former Kansas secretary of corrections, recognizes is that while states may be tempted by the quick infusion of cash, they “would be obligated to maintain these (occupancy) rates and subtle pressure would be applied to make sentencing laws more severe with a clear intent to drive up the population.” Unfortunately, that’s exactly what has happened. Among the laws aimed at increasing the prison population and growing the profit margins of special interest corporations like CCA are three-strike laws (mandating sentences of 25 years to life for multiple felony convictions) and “truth-in-sentencing” legislation (mandating that those sentenced to prison serve most or all of their time).

And yes, in case you were wondering, part of the investment pitch for CCA and its cohort GEO Group include the profits to be made in building “kindler, gentler” minimum-security facilities designed for detaining illegal immigrants, especially low-risk detainees like women and children. With immigration a persistent problem in the southwestern states, especially, and more than 250 such detention centers going up across the country, there is indeed money to be made. For example, GEO’s new facility in Karnes County, Texas, boasts a “608-bed facility still smelling of fresh paint and new carpet stretch[ing] across a 29-acre swath of farmland in rural South Texas. Rather than prison cells, jumpsuits, and barbed wire fencing, detainees here will sleep in eight-bed dormitory-style quarters, wearing more cozy attire like jeans and T-shirts. The facility's high walls enclose lush green courtyards with volleyball courts, an AstroTurfed soccer field, and basketball hoops, where detainees are free to roam throughout the day.” All of this, of course, comes at taxpayer expense.

“And this is where it gets creepy,” observes reporter Joe Weisenthal for Business Insider, “because as an investor you’re pulling for scenarios where more people are put in jail.” In making its pitch to potential investors, CCA points out that private prisons comprise a unique, recession-resistant investment opportunity, with more than 90% of the market up for grabs, little competition, high recidivism among prisoners, and the potential for “accelerated growth in inmate populations following the recession.” In other words, caging humans for profit is a sure bet, because the U.S. population is growing dramatically and the prison population will grow proportionally as well, and more prisoners equal more profits.

In this way, under the pretext of being tough on crime, state governments can fatten their coffers and fill the jail cells of their corporate benefactors. However, while a flourishing privatized prison system is a financial windfall for corporate investors, it bodes ill for any measures aimed at reforming prisoners and reducing crime. CCA understands this. As it has warned investors, efforts to decriminalize certain activities, such as drug use (principally possession of marijuana), could cut into their profits. So too would measures aimed at reducing the prison system’s disproportionately racist impact on minorities, given that the incarceration rate for blacks is seven times that of whites. Immigrants are also heavily impacted, with roughly 2.5 million people having been through the immigration detention system since 2003. As private prisons begin to dominate, the many troubling characteristics of our so-called criminal justice system today—racism, economic inequality, inadequate access to legal representation, lack of due process, etc.—will only become more acute.

Doubtless, a system already riddled by corruption will inevitably become more corrupt, as well. For example, consider the “kids for cash” scandal which rocked Luzerne County, Penn., in 2009. For ten years, the Mid Atlantic Youth Service Corporation, which specializes in private prisons for juvenile offenders, paid two judges to jail youths and send them to private prison facilities. The judges, who made over $2.6 million in the scam, had more than 5,000 kids come through their courtrooms and sent many of them to prison for petty crimes such as stealing DVDs from Wal-Mart and trespassing in vacant buildings. When the scheme finally came to light, one judge was sentenced to 17.5 years in prison and the other received 28 years, but not before thousands of young lives had been ruined.

In this way, minor criminals, from drug users to petty thieves, are being handed over to corporations for lengthy prison sentences which do nothing to protect society or prevent recidivism. This is the culmination of an inverted justice system which has come to characterize the United States, a justice system based upon increasing the power and wealth of the corporate-state.

No matter what the politicians or corporate heads might say, prison privatization is neither fiscally responsible nor in keeping with principles of justice. It simply encourages incarceration for the sake of profits, while causing millions of Americans, most of them minor, nonviolent criminals, to be handed over to corporations for lengthy prison sentences which do nothing to protect society or prevent recidivism. This perverse notion of how prisons should be run, that they should be full at all times, and full of minor criminals, is evil.

HAMAS: THE SEARCH FOR AN ALTERNATIVE.
 “Despite the signing of an agreement in Doha (...), the last round of negotiations between Fatah and Hamas have completely failed to bridge the gap between the political rivals. Of course, this is not the first time this process has encount...ered such difficulties. Yet, today there are many reasons to rethink these complexities as they come in the prevailing uncertainty of the Middle East following the ‘Arab Spring’. For Hamas, the consequences of the ‘Arab Spring’ are still ambiguous (...). Over the last year, Hamas has become susceptible to 2 contradictory developments, chiefly stemming from the changes in Egypt and Syria.
In Egypt, (…) Mubarak was overthrown (…). From the perspective of Hamas, the deposition of Mubarak was a significant watershed since it has been considered as a security threat in the eyes of Mubarak and his regime. (…) Mubarak’s ouster resulted in holding parliamentary elections in which the Muslim Brotherhood (MB) achieved a remarkable triumph. As a Palestinian branch of the original Egyptian MB group founded in 1928, Hamas is content with this electoral victory and hopes that it can gain from the MB victory. Not surprisingly some of Hamas’ leaders and their families moved to settle in Cairo in light of these developments.
However, in Syria, where the figures of Hamas have been living and leading the political activities of the movement over 2 decades, president Bashar Assad, the chief ally to Hamas, is facing the most dangerous threat to his governance since he ascended to power in 2000. In response to the situation in Syria, Hamas initially released a measured diplomatic press statement in which it confirmed that it is standing with both the Syrian leadership and people. Over the year since the beginning of the Syrian uprising, Hamas has been forced to deny (...) that most of the leaders of the movement have pulled out of Syria. Moussa Abu Marzook, Hamas’s second in command, revealed that the movement still has offices in Syria but that most leaders are not living in the country. Although Ismail Haniyeh, the prime minister of Hamas’s government in Gaza, (…) expressed solidarity with the Syrian people struggling for democracy, the majority of Hamas leaders are trying to toe the line of not intervening in the Syrian internal affairs.
Sooner or later, Hamas should answer the challenging questions raised by the inevitable transformations which profoundly changed the political environment in the Middle East. The remarkable electoral triumph of the MB in Egypt does not mean that a new track is opened for Hamas. (…) The political heir of Mubarak’s regime will not change the foreign policy of Egypt which is based mainly on solid ties with Israel and the US. (...)
After Hamas’ takeover of Gaza in 2007, the movement controlled an extended bureaucratic apparatus including about 45,000 officers whose salaries come mainly from Iran.The numerous internal problems which the MB experienced are enough to make it entirely preoccupied with the complicated details of the Egyptian political landscape. The MB in Egypt shows pragmatic positions regarding the external policy of Egypt, especially related to the treaty with Israel. As a result, Hamas should not expect a lot from its brothers in Egypt.
(...) It is reasonable to assume that Hamas’ ambiguous positions regarding the Syrian regime have caused a disagreement with Iran. (...) The Iranians are not happy with Hamas’ positions on Syria. Such disagreement, consequently, could affect the Iranian financial support for Hamas. Some observers argue that Hamas could secure a new source of funding – Qatar for example – but this would require the movement to make drastic political changes which might be too dangerous an adventure for Hamas right now.
Then there is the ‘internal dilemma’. (…) After signing the reconciliation agreement in Doha, some of Hamas’ leaders in Gaza publicly criticized the accord (…). It is not common for a movement like Hamas which has been characterized by consistent positions among its leaders to witness such disagreements. This could paint a picture of what to be expected of the internal state of Hamas if it faces a debate over its political program in future.”

KOFI ANNAN - VREDESGEZANT?
UNO-Arabische Liga gezant Kofi Annan beweert de laatste weken de ‘vredesinspanningen’ in Syrië te steunen om een einde te maken aan het conflict dat nu al meer dan een jaar aanhoudt. In werkelijkheid is zijn functie alleen maar om tijd te k...open voor een instortend militair front en toe te laten dat NATO-bezette ‘veilige havens’ ingestalleerd worden van waaruit verder destabiliserende actie tegen de Syrische regering kan gevoerd worden en de druk opgevoerd.
In het laatste rapport ‘Assessing Options for Regime Change’ van het ‘Brookings Institution’, de denktank die de blueprint heeft ontworpen voor ‘regime-change’ in Lybië, Syrië en Iran, staat: ‘Een alternatief is een diplomatieke inspanning om eerst te focussen op hoe het geweld te stoppen en humanitaire toegang te krijgen zoals ondernomen onder Annan’s leiding. Dit kan leiden tot het creëren van ‘veilige havens’ en hummanitaire corridors die zouden moeten onder controle staan van een beperkte militaire macht. Dit doet natuurlijk afbreuk aan de VS-doelstellingen voor Syrië en zou Assad aan de macht kunnen houden. Het kan voor velen een verrassing lijken dat ‘vredesgezant’ Kofi Annan liegt, zowel tegenover Syrië als tegenover de wereld met medeplichtigheid van de UNO en de Arabische Liga. Annan is een vertrouweling van de Wall Street-speculant George Soros en manipulator Zbigniev Brzezinski’s ‘International Crisis Group’(http://www.crisisgroup.org/en/about/board.aspx), samen met neocon Kenneth Adelman en MEK-lobbyist Generaal Wesley Clark. De ‘International Crisis Group’ mag dan al proberen haar missie-statement van ‘het voorkomen en oplossen van dodelijke conflicten’ hard te maken, de realiteit is dat de conflicten die ze probeert op te lossen in de eerste plaats door haarzelf en haar agenten gecreëerd werden om een reeks op voorhand bepaalde ‘oplossingen’ te rechtvaardigen. (...)
Annan is in feite een directe vertegenwoordiger van de Westerse geopolitieke ambities, meer specifiek deze van Wall Street en de City of London. De International Crisis Group, waarvan Annan lid is, wordt gefinancierd door Carnegie Corporation of New York, Humanity United, Hunt Alternatives Fund, Jewish World Watch, Open Society Institute, Rockefeller Brothers Fund, Sigrid Rausing Trust, British Petroleum (BP), Chevron, Shell, Statoil, Kimberly- Clark Corporation, Morgan Stanley, NPI Capital, Deutsche Bank Group.
Wanneer de Brookings Institution-verklaringen dat Annan’s rol slechts een onderdeel is van de strategie voor regimeverandering in Syrië en de indrukwekkende waaier van multinationals, banken en stichtingen die Brookings vertegenwoordigt, is het duidelijk dat het de financiële belangen zijn die achter de UNO-acties zitten en niet een ‘internationale consensus’. De UNO is slechts een front om legitimiteit te verlenen voor wat anders naakte agressie van militaire verovering zou zijn.
Het moet de Syrische bevolking een riem onder het hart zijn om zich te realiseren dat Annan, met rechtstreekse banden met het neocon-establishment dat reeds lang de destabilisatie van Syrië op het oog heeft, ‘bezorgd’ is om vrede te brengen in een conflict waar Syrische rebellen en buitenlandse milities opduiken met VS- en EU- wapens in hun hand, en te zien dat Annans missie er alleen maar is om tijd te kopen voor de wankelende, door het buitenland-gesponsorde rebellie zodat die zich op volle sterkte kan herstellen in ‘veilige zones’ onder de schijn van een ‘vredesdeal’.

TIJD VOOR BEZINNING OMTRENT SYRIË.
"Eerst was er in Bagdad de Arabische top, die sinds het begin van de omwentelingen in de regio niet meer bijeen was geweest. De top sprak zich uit voor een nationale dialoog en eiste niet langer dat Assad de handdoek in de ring gooide. (......)
Daarna verwierpen de Vrienden van Syrië op hun vergadering in Istanbul bijna eensgezind een militaire interventie onder welke vorm ook. Dat was de tweede nederlaag op rij voor Saoedi-Arabië en Qatar, die willen dat de rebellen worden bewapend en een beschermde zone krijgen op Syrisch grondgebied. Als troostprijs mogen beide voortvarende golfstaten de soldij betalen van het Vrij Syrisch Leger en zodoende proberen de grootschalige desertie van regeringstroepen uit te lokken die al een jaar op zich laat wachten.
Intussen zetten de Saoedi's Jordanië onder druk om zijn 350 kilometer lange grens met Syrië open te stellen voor wapensmokkel ten gunste van de opstand. Saoedi-Arabië is geen buurland van Syrië en Qatar evenmin. Beide monarchieën predikten in de woestijn toen ze de Vrienden in Istanbul vroegen om de rebellen te bewapenen. Hillary Clinton had er geen oren naar. Van gastheer Erdogan, net terug van een bezoek aan Teheran, wist ze dat Iran vierkant achter Damascus blijft staan. De Iraanse geestelijke leider Khamenei dreigde er zelfs mee de hervatting af te blazen van de P5+1-onderhandelingen (met de vijf vaste leden van de VN-Veiligheidsraad plus Duitsland) over het nucleaire dossier mocht het tot een militaire interventie komen in Syrië. Dat wil het Witte Huis liever niet, zoals het ook geen nieuwe militaire avonturen wil in dit verkiezingsjaar.
Washington ziet bovendien geen tekenen van een ineenstorting van het Syrische regime, ergert zich blauw aan de verdeeldheid van de oppositie en is bang dat eventuele wapens in foute handen terechtkomen. Waar de nieuwe, behoedzame benadering van de Syrische kwestie op neerkomt, is samengevat door secretaris-generaal Rasmussen van de NAVO. Het bondgenootschap is tegen wapenleveringen, zei hij, en we zijn hoegenaamd niet van plan om tussenbeide te komen. (...)
Het Vrij Syrisch Leger, waarvan de leiders zich veilig in het buitenland bevinden, is een zootje ongeregeld waarbij nogal wat onfrisse figuren rondlopen. Tijdens een bezoek aan Azerbeidzjan zei minister Lavrov van Buitenlandse Zaken woensdag dat de Syrische oppositie, 'al werd ze tot de tanden bewapend', nooit het leger van Assad zou kunnen verslaan. (...) Moskou, beschermer van Assad en dus geen lid van de Vrienden, werpt zich voorzichtig op als bemiddelaar en zoekt daarmee zijn oude belangen in Syrië veilig te stellen. Ultimatums zijn volgens Lavrov van weinig nut en hij wijst terloops op de tegenspraak tussen steun aan het plan-Annan en deelneming aan de Vrienden van Syrië, een groep die de oppositie aanmoedigt elke dialoog te weigeren. (...) Dinsdag waarschuwde onderminister Ryabkov dat de krachtmeting in het Midden-Oosten 'elk ogenblik kan overkoken in militaire actie'. De Perzische Golf wemelt van de oorlogsbodems. Volgens Ryabkov kan 'die pot ontploffen als het diplomatieke ventiel niet wordt geopend'.
Achter de Syrische krachtmeting schuilt immers een breder regionaal conflict tussen sjiieten, onder aanvoering van Iran, en soennieten, onder leiding van Saoedi-Arabië en Qatar. Of, zoals Teheran het formuleert: de Vrienden van Syrië rijden voor de zionisten en willen het verzet tegen Israël breken. (...)
Niet alleen de Golf ligt vol oorlogsbodems. In de oostelijke Middellandse Zee houden de luchtmacht en de marine van Israël, Griekenland en de VS manoeuvres onder de codenaam Noble Dina. In hetzelfde gebied zijn ook de Russen militaire oefeningen begonnen vanuit hun basis in de Syrische haven Tartoes. (...)
Voor het publiek is de Syrische windstilte een kans om de vreemde vruchten van de revoluties te proeven in Jemen of Libië, waar de chaos hand over hand groeit, in Egypte, waar de Moslimbroeders lonken naar de absolute macht, of in het onzekere Azawad, waar de jihadi's onder de zwarte vlag van Ansar Dine en Al Qaida in de Maghreb met de wapens uit de geplunderde arsenalen van Kadhafi hun godstaat stichten."

SOUTH SUDAN: REALITIES AND FICTIONS.
"The case of South Sudan is an exemplary illustration of the success of Israeli strategy in Africa. Relying on the armed forces of the United States, as in Iraq and Libya, the Hebrew state and its ally have been able to divide the country and thereby eject their most important commercial rival, China, from the part of Sudan richest in resources. (...)
For decades the United States and Israel supported secessionist forces in (...) southern Sudan until 2005, when North and South signed an agreement considered by the Bush Administration to be a significant triumph in its foreign policy. The Obama Administration has since reaped the fruits. On July 9, 2011, South Sudan proclaimed its independence. (...) South Sudan acquired 75% of Sudanese oil reserves.
But it is the North that possesses the oil pipeline through which Southern petroleum passes to the Red Sea for export. This is the source of contention between the 2 governments concerning the sharing of oil revenues, enflamed as well by the issue of control over border zones that are nearly 1000 miles long, a confrontation that is carried on, as well, by armed local groups.
In all of this, the United States continues to play the key role. South Sudan is increasingly embedded in INMET, the International Military and Education Program administered by Africom with funds from the U.S. Department of State which trains 10,000 African 'military and civilian leaders' in 150 military schools each year.
Simultaneously, and also under Washington’s sponsorship, the project for a new energy corridor is about to be completed. The project, consisting of a pipeline, a highway and a rail line, will allow the transport of oil from South Sudan to the Kenyan port of Lamu. The advantages of this to Washington are manifold. On the one hand, in bypassing the North Sudan pipeline, it strikes a grave blow to a country already weakened by the loss of 2/3rds of its oil reserves (...). On the other hand, it also marginalizes Chinese companies which along with several Indian and Malaysian firms, were extracting Sudanese oil. In this way, the bulk of the reserves can be controlled by American and British companies. (...)
A significant fact: South Sudan will open its embassy in Jerusalem, thereby acknowledging it as the capital and Israel will 'train' thousands of South Sudanese refugees before repatriating them. Meanwhile, the government of Juba, among its first acts, chose English and not Arabic as the official language and is demanding entrance into the British Commonwealth. A neo-colonial entity has thus been added to the old ex-colonies of the African continent."

IJSLAND SCHELDT HYPOTHEEKSCHULDEN VAN ZIJN BURGERS KWIJT.
De regering heeft aangekondigd grote delen van de hypotheekschulden van zijn burgers te zullen kwijtschelden. (...) In februari al (...) had het land hypotheekleningen ter waarde van 13% van het BBP kwijtgescholden, een maatregel waarvan meer dan een kwart van de IJslandse gezinnen heeft kunnen profiteren. (...) Lars Christensen van de Danske Bank A/S in Kopenhagen: ‘IJsland is een voorbeeld van wat in een crisis moet worden gedaan. Elke econoom zal dat bevestigen.’
De IJslandse gezinnen konden profiteren van een overeenkomst tussen de regering en de banken, waarvan nog grote delen in overheidshanden zijn, om alle schuld boven de 110% van de waarde van hun huis kwijt te schelden. Na het instorten van het bankensysteem waren vele IJslanders in de problemen geraakt. In juni 2010 had het IJslandse Hooggerechtshof al beslist dat leningen die in vreemde valuta waren geïndexeerd onwettig waren en dat gezinnen dus niet langer de daaraan gekoppelde verliezen moesten terugbetalen. (...) IJsland weigerde na het instorten van zijn financiële systeem zijn bankschulden af te betalen en liet zijn zwakste banken failliet gaan, dat alles ook nog eens goedgekeurd via een referendum."
