Kagan + Nuland: Liberal Interventionists

Why is Victoria Nuland reliably confrontational and antagonistic toward Russia? Why does she push power, force, and military might to the forefront in Ukraine? Why does she risk war with Russia? Why does she even care about Russia’s relations with Ukraine enough to inject the U.S. government into their affairs and conflicts?

Her philosophy is the same as her husband’s, Robert Kagan. One article calls them “THE ULTIMATE AMERICAN POWER COUPLE“. It says “Victoria Nuland and Robert Kagan fell in love ‘talking about democracy and the role of America in the world’ on one of their first dates. It’s a shared passion that hasn’t faded over time.” Presumably that inner quote is from one or both of them.

For a brief profile of Robert Kagan’s ideas, shared by Victoria Nuland, see here. That article contains some criticism of their positions coming from the academic side. It is enough to know that Kagan supports Hillary Clinton in foreign policy and that she appointed Nuland to see that in foreign policy Americans at the moment have no major party presidential choice except more of the same.

Kagan and Nuland advocate U.S. activism and intervention throughout the world. Kagan has always endorsed more and more and more U.S. commitments worldwide. In September, 2003, he endorsed “a ‘generational commitment’ to bringing political and economic reform to the long-neglected Middle East–a commitment not unlike that which we made to rebuild Europe after the Second World War.” (The phrase “generational commitment’ is Condoleezza Rice’s.) The article’s title is “Do what it takes in Iraq”, which is never enough to suit Kagan. This is one of his excuses for why the policies of war and might that he advocates have failed. The U.S. doesn’t try hard enough to suit him. The U.S. tried very, very hard in Vietnam, Iraq and Afghanistan, however. It still did not produce what Kagan and Kristol glowingly wanted in any of these countries and in Libya: “American ideals and American interests converge in such a project, that a more democratic Middle East will both improve the lives of long-suffering peoples and enhance America’s national security.” The very opposite has resulted!

The projection of American power and might into these lands has not produced what Kagan and Kristol forecasted would be the result.

The ideas and policies of Kagan and Nuland are influential in Washington and on Obama. They are always the most hawkish. In a Sept. 5, 2014 essay, Kagan wrote “The most hawkish members of Congress don’t think it safe to argue for a ground attack on the Islamic State or for a NATO troop presence in Ukraine.”

hqdefault.jpgKagan wants both an American ground attack on IS, which would mean attacks in three or more countries, and NATO in Ukraine. Nuland has constantly made provocative statements about Russia and she supports every move by Washington deeper and deeper into Ukraine’s politics and military campaigns. If Poroshenko is removed from office by another coup, Nuland will be there to influence and control the new leaders. She will anoint and bless them, even if they are neo-nazis.

The same article contains Kagan’s distorted interpretation of history. Kagan stands for the liberal values that came out of the Enlightenment and characterize the Western states. But he also believes that these states are pansies who need to be muscular in defense of these values. “Muscular” means interventionist and ever-willing to insert force and arms in foreign lands; not in classic self-defense but on a pro-active, preemptive basis. In other words, to maintain liberal values and promote liberalism worldwide, the liberal states have to behave illiberally. They have to attack other countries that they deem threatening. They have to be provocative toward any country that doesn’t meet their standards of liberality.

Kagan prefers the title “liberal interventionist” (Nuland presumably is the same.) This policy position is self-contradictory. A liberal position allows for self-defense, but it does not allow for remaking the world and attacking other countries. It is not necessarily the case that when the U.S. government provokes and confronts, or even invades, other nations that have different political setups, this benefits Americans.

Kagan’s idea is that there are military solutions to what he assumes are American problems in Syria and Ukraine. He bemoans “‘There is no military solution’ is the constant refrain of Western statesmen regarding conflicts from Syria to Ukraine…”, implying that there are such solutions. But are these lands actually problems for Americans in the first place? It’s hardly obvious that they are. They become problems only when the U.S. government follows the Kagan-Nuland philosophy of liberal interventionism and inserts itself into these conflicted lands. Kagan wants military solutions for problems that he has helped to create by his constant support and promotion of interventions.

Kagan’s justification of pro-active and preemptive military interventions and military solutions goes back to his interpretation of 20th century history, in particular, the role of Germany and Japan versus the western powers. He sees appeasement as a basic component of World War II. And he argues that Germany and Japan had grievances and resentments that could not be assuaged by concessions or accommodations from the West. He transfers this argument to the present and sees new enemies and threats in Russia, China and the Middle East.

Kagan’s ideas about Japan are oversimplified. The history of Japanese-American relations has to go back to armed U.S. naval expeditions in 1846, 1848 and 1852. It has to go back to friction over the Open Door Policy and U.S. immigration policy. China became an important bone of contention. Appeasement is hardly a consideration in any of this. Just the opposite. It is American resistance to Japan’s policies in China that is a nexus of frictions.

To engage in appeasement is to make a concession over what one owns or has a legitimate interest or obligation in. What concessions or legitimate interests did the U.S. sacrifice in order to avoid war with Japan and Germany? The U.S. did not have a treaty obligation to Czechoslovakia. The U.S. didn’t sign the Munich Agreement. The U.S. didn’t undertake to enforce Wilson’s idea of self-determination of nations when they came under threat from larger powers. It cannot be said that the U.S. appeased Germany. Furthermore, the U.S. participation in World War I, which would have been approved of by the Kagan-Nuland philosophy, had results that led to World War II. It cannot be argued that the U.S. appeased Germany in and before World War I.

With respect to the U.S. and NATO, it cannot be argued today that Ukraine is another Sudetenland or Czechoslovakia. The U.S. has no treaties with Ukraine to protect the territorial integrity of Ukraine or prevent it from breaking apart in a civil war. If it did have such a treaty, as it does with a good many other countries, it would only be asking for trouble.

Kagan’s understanding of the 19th century and appeasement is subject to serious questions. And when one considers how different the situations are today with respect to those states or countries that he seeks to replace Germany and Japan with, such as Iraq, Libya, Afghanistan, Islamic State, Russia and China, the Kagan-Nuland philosophy of American force projection is far more simply needless provocation and war-making than the non-appeasement that Kagan and Nuland envision it to be. Furthermore, the military intrusions of the U.S. can hardly be said to have appeased anyone; and they have done nothing to promote those liberal interventionist aims that Kagan and Nuland fell in love over.

De temps en temps, il est bon d’en faire une “sociologie”, pour aussitôt préciser, même si cela va de soi, qu’il s’agit aussi bien d’une pathologie. Par “pouvoir”, certes, nous entendons l’influence dominante, qui n’a besoin ni d’arguments ni de raison, ni vraiment d’une puissance extraordinaire, parce qu’elle ne fait que transmuter en pseudo-concepts, en simulacre d’idées, la poussée évidente et constante du Système pour opérationnaliser la politique-Système et sa “feuille de route” dite-dd&e. Aujourd’hui triomphe à Washington une alliance qui est un mariage de passion bien plus que de raison, sinon un mariage d’hystéries (au pluriel), entre neocons (les néo-conservateurs qui nous bien familiers) et R2P. (“R2P” est un acronyme arrangé en phonétique SMS renvoyant à l’expression bureaucratique “Responsability To Protect”, ou “responsabilité de protéger” qui a pris le pas dans l’arsenal des valeurs postmodernistes sur le “droit d’ingérence” pour désigner la feuille de vigne de service de l’acte permanent d’interventionnisme déstructurant et dissolvant des pays du bloc BAO, – avec exemples pratiques en Libye, en Syrie, en Centrafrique, en Ukraine, etc. On observera que le passage de la notion de “droit” à la notion de “responsabilité” est une évolution sémantique intéressante : la “responsabilité” implique le “droit de protéger” [notion de droit,présente dans le pseudo-“droit d’ingérence”, qui implique une notion de possibilité d’action] mais aussi le “devoir de protéger” [notion morale, engageant pour celui qui en est investi une nécessité d’action], ce qui fait de l’interventionnisme une obligation morale soutenue par une notion pseudo-légale autorisant cet acte.) Ces deux “centres d’influence” renvoient à des étiquettes de complaisance, sans aucune signification politique réelle, de la droite conservatrice interventionniste (neocons) et du centre-gauche libéral et également interventionniste.

Dans ConsortiumNews, Robert Parry consacre le 18 avril 2014 un article à ces épousailles dont les effets s’expriment notamment au sein du gouvernement US par Victoria Nuland (dite “Nuland-Fuck”), assistante du secrétaire d’Etat pour les affaires européennes et asiatiques, et Samantha Power, ambassadrice des USA aux Nations-Unies. (Parry laisse de côté Susan Rice, directrice du NSC, qui avait précédé Power à l’ONU. Rice est effectivement complètement dans la ligne R2P.) On ne s’étonnera pas de voir le sénateur McCain cité par Parry comme courroie de transmission avec le Congrès ; également John Kerry, sorte d’ectoplasme qui semble absolument converti à la pseudo-“doctrine”, qui pimente ses conférences de presse après des négociations avec les Russes d’éructations antirusses, qui ne cesse de stupéfier son “partenaire” Sergei Lavrov cultivant l’idée qu’on devait parler diplomatie...

Parry constate d’abord l’extraordinaire facilité, l’enthousiasme même, avec lesquels la presse-Système a assimilé la version officielle de la crise ukrainienne, qui représente d’ailleurs une sorte de quintessence en “génération spontanée” de toutes les tendances, obsessions et réflexes de la dialectique-Système. Il poursuit donc sur les hystéries régnantes, qui facilitent la coordination et la mise en scène de la narrative en cours ... «But another reason for the biased coverage from the U.S. press corps is the recent fusion of the still-influential neoconservatives with more liberal “responsibility to protect” (R2P) activists who believe in “humanitarian” military interventions. The modern mainstream U.S. news media is dominated by these two groups: neocons on the right and R2Pers on the center-left. As one longtime Washington observer told me recently the neocons are motivated by two things, love of Israel and hatred of Russia. Meanwhile, the R2Pers are easily enamored of idealistic young people in street protests.

»The two elements of this alliance – the neocons and the R2Pers – also now represent the dominant foreign policy establishment in Official Washington, with the few remaining “realists” largely shoved to the side, including to some degree President Barack Obama who has “realist” tendencies in seeking to limit use of U.S. military power but continues to cede control over his administration’s actions abroad to aggressive neocon-R2P operatives.

»During Obama’s first term, he made the fateful decision to create a “team of rivals” of powerful political and bureaucratic figures – the likes of Defense Secretary Robert Gates, Secretary of State Hillary Clinton and General David Petraeus. They skillfully funneled the President into hawkish decisions that they wanted, such as a “surge” of 30,000 troops into Afghanistan and a major confrontation with Iran over its nuclear program. (Both positions were pushed by the neocons.)

»In 2011, the neocons and the R2Pers teamed up for the war against Libya, which was sold to the United Nations Security Council as simply a limited intervention to protect civilians in the east whom Muammar Gaddafi had labeled “terrorists.” However, once the U.S.-orchestrated military operation got going, it quickly turned into a “regime change” war, eliminating longtime neocon nemesis, Gaddafi, to Hillary Clinton’s hawkish delight.

»In Obama’s second term, the original “team of rivals” is gone, but foreign policy is being defined by the likes of Assistant Secretary of State for European Affairs Victoria Nuland, a neocon, and Ambassador to the United Nations Samantha Power, a leading R2Per, with a substantial supporting role by neocon Sen. John McCain, R-Arizona. Obama defeated McCain in 2008, but McCain now is pulling the strings of Secretary of State John Kerry, who also appears enamored of the hawkish stances demanded by Nuland and Power.»

Le cas de John Kerry a déjà attiré l’attention de Parry, dans un article précédent, du 14 avril 2014. Il s’agit d’un cas assez classique désormais, mais qui ne perd pas son attrait d’événement extraordinaire par l’implication qu’on y trouve d’une non moins extraordinaire faiblesse psychologique d’un homme politique accompli se laissant complètement “encoconné” par l’environnement neocon-R2P qu’il a lui-même laissé s’installer, ou simplement se renforcer après Hillary Clinton qui avait bien préparé le terrain, au département d’État devenu citadelle et inspirateur de l’influence extrémiste à Washington. (La modification est remarquable avec l’administration GW Bush lors de son premier mandat, le plus “activiste” certes : le centre extrémiste du gouvernement était alors le Pentagone, le département d’État étant contrôlé par Colin Powell, de tendance plus modérée.)

Le Russe Lavrov a raconté comment, lors d’une de ses premières rencontres avec le nouveau secrétaire d’État au printemps 2013, il avait félicité Kerry pour avoir “liquidé” Victoria Nuland de sa position de porte-parole du département où l’avait installée Clinton ; Kerry lui avait répondu qu’il l’avait au contraire promue (comme adjointe au secrétaire d’État pour les affaires européennes et asiatiques), ajoutant qu’il aurait ainsi, à ses côtés, une diplomate expérimentée pour conduire une politique d’entente, notamment et précisément avec la Russie. Lavrov avait considéré Kerry pour tenter de distinguer dans ses paroles quelque ironie ou sarcasme, pour n’y trouver qu’un sérieux ingénu et désespérément naïf, – et peut-être, même, volontairement naïf. La question se pose en effet, dans ce cas de Kerry comme dans tant d’autres, et dans le cas d’Obama comme dans celui de Kerry, s’il existe une conscience réelle de la signification des actes ainsi posés, par rapport à ce que tout homme normalement informé doit en savoir, à la lumière de la personnalité et de l’activisme bien connues d’une Nuland. Lavrov rapporte que Kerry ne semblait pas vraiment comprendre ce que signifiait, en termes de perspectives politiques, la nomination de Nuland à un tel poste, – non plus que, dans un autre contexte, celle de Power à la tête de la délégation diplomatique US aux Nations-Unies.

Dans le contexte de son étude sur l’influence des neocons-R2P, Parry qualifie Obama de “timid ‘realist’”, terme qu’il dénierait éventuellement à Kerry mais qui pourrait néanmoins être approprié au vu de certaines circonstances (voir le comportement d’un “timide réalisme” de Kerry vis-à-vis des Russes dans les crises syrienne et iranienne). Parry écrit, à propos d’Obama, face à l’influence neocons-R2P :

«Obama’s role in his administration’s foreign policy fiascos has mostly been to be caught off guard by mischief that his independent-minded underlings have stirred up. Then, once a crisis is touched off – and the propaganda machinery starts churning out hyperbolic alarms – Obama joins in the rhetorical exaggerations before he tries, quietly, to work out some compromise. In other words, rather than driving the agenda, Obama goes with the neocon-R2P flow before searching for a last-second off-ramp to avert catastrophe. That creates what looks like a disorganized foreign policy consisting of much tough talk but little actual hard power. The cumulative effect has been to make Obama appear weak and indecisive.

»One example was Syria, where Obama drew a “red line” suggesting a U.S. military strike if Assad’s regime used chemical weapons. When sarin was used on Aug. 21 resulting in hundreds of deaths, Official Washington’s neocons and R2Pers quickly fingered Assad, firmed up that “group think,” and ridiculed anyone who doubted this conventional wisdom.

»With Kerry running near the front of the stampede, Obama tagged along repeating what all the important people thought they knew – that Assad was guilty– but Obama steered away from the war cliff at the last minute. He referred the issue to Congress and then accepted a compromise devised by Putin to have Assad surrender all his chemical weapons, even as Assad continued denying a role in the Aug. 21 attack. After that Syrian deal was struck, the neocons and R2Pers pummeled Obama for weakness in deciding not to launch major military strikes against Syrian targets. Obama managed to avert another Mideast war but he faced accusations of vacillation.

»The Ukraine crisis is following a similar pattern. The neocons and R2Pers immediately took the side of the western Ukrainian protesters in the Maidan as they challenged elected President Yanukovych who hails from eastern Ukraine...»

Le rappel du comportement d’Obama face aux pressions neocons-R2P, ainsi que ce qui est dit de Kerry, nous incite à développer beaucoup plus une hypothèse de type psychologique qu’une analyse de type idéologique ou politique ; c’est-à-dire de privilégier l’“explication inconsciente” pour le premier effet de ces pressions, l’élaboration consciente ne venant qu’après pour tenter de modifier, ou pour endosser la nouvelle situation politique. Cela signifie qu’à notre sens, un Obama comme un Kerry manifestent des psychologies épuisées, c’est-à-dire des psychologies faibles et vulnérables, à cause d’attitudes politiques passives marquées par le manque de conviction, et d’une extrême vulnérabilité à l’activité surpuissante du système de la communication toujours dans le sens de la politique-Système. Les neocons-R2P renvoient moins à des positions politiques substantivées qu’à des psychologies exacerbées, proches de l’hystérie et dans tous les cas se manifestant dans l’hypomanie, endossant des positions politiques extrémistes qui correspondent comme naturellement à la politique-Système elle-même productrice des manifestations déstructurantes et dissolvantes propres à ces pathologies de la psychologie. Comme nous pourrions le juger d’un point de vue rationnel, le Système représente lui-même, objectivement, une pathologie de la psychologie, mais il l’utilise dans un sens qui lui correspond, pour un but précis (la “feuille de route” dd&e) qui correspond effectivement à sa destinée naturelle dans la logique du déchaînement de la Matière.

La puissance d’influence des neocons-R2P tient ainsi essentiellement à la force que leurs psychologies trouvent dans le soutien du Système et la conviction faussaire que leur donne ce soutien, et nullement certes dans quelque farce d’idéologie grotesque comme on ne cesse de les exposer dans les talk-shows qui vont bien. Face à cela, les psychologies faibles parce qu’épuisées (Obama, Kerry) sont sans cesse prises de court, et sans cesse conduites à des réactions retardataires en position de faiblesse, soit en combattant cette influence “avec les moyens du bord”, parfois avec un certain succès (Syrie et Iran dans les phases de l’automne 2013), soit en l’assumant et en la prenant à son compte pour en faire une politique, ou un simulacre de politique (Ukraine). Avec les exemples donnés, nous suggérons bien entendu une chronologie ; avec l’Ukraine, il semble que la capacité de résistance des psychologies épuisées soit à son terme et il nous semble complètement improbable qu’une réaction comme dans le cas de la Syrie et de l’Iran puisse renverser l’actuel flux politique de type hystérique. C’est pour cette raison, notamment, que nous sommes inclinés à voir dans cette crise un prolongement décisif.

Neocons’ Ukraine-Syria-Iran Gambit

You might think that policymakers with so many bloody fiascos on their résumés as the U.S. neocons, including the catastrophic Iraq War, would admit their incompetence and return home to sell insurance or maybe work in a fast-food restaurant. Anything but directing the geopolitical decisions of the world’s leading superpower.

But Official Washington’s neocons are nothing if not relentless and resilient. They are also well-funded and well-connected. So they won’t do the honorable thing and disappear. They keep hatching new schemes and strategies to keep the world stirred up and to keep their vision of world domination – and particularly “regime change” in the Middle East – alive.

Now, the neocons have stoked a confrontation over Ukraine, involving two nuclear-armed states, the United States and Russia. But – even if nuclear weapons don’t come into play – the neocons have succeeded in estranging U.S. President Barack Obama from Russian President Vladimir Putin and sabotaging the pair’s crucial cooperation on Iran and Syria, which may have been the point all along.

Though the Ukraine crisis has roots going back decades, the chronology of the recent uprising — and the neocon interest in it – meshes neatly with neocon fury over Obama and Putin working together to avert a U.S. military strike against Syria last summer and then brokering an interim nuclear agreement with Iran last fall that effectively took a U.S. bombing campaign against Iran off the table.

With those two top Israeli priorities – U.S. military attacks on Syria and Iran – sidetracked, the American neocons began activating their influential media and political networks to counteract the Obama-Putin teamwork. The neocon wedge to splinter Obama away from Putin was driven into Ukraine.

Operating out of neocon enclaves in the U.S. State Department and at U.S.-funded non-governmental organizations, led by the National Endowment for Democracy, neocon operatives targeted Ukraine even before the recent political unrest began shaking apart the country’s fragile ethnic and ideological cohesion.

Last September, as the prospects for a U.S. military strike against Syria were fading thanks to Putin, NED president Carl Gershman, who is something of a neocon paymaster controlling more than $100 million in congressionally approved funding each year, took to the pages of the neocon-flagship Washington Post and wrote that Ukraine was now “the biggest prize.”

But Gershman added that Ukraine was really only an interim step to an even bigger prize, the removal of the strong-willed and independent-minded Putin, who, Gershman added, “may find himself on the losing end not just in the near abroad [i.e. Ukraine] but within Russia itself.” In other words, the new hope was for “regime change” in Kiev and Moscow.

Putin had made himself a major annoyance in Neocon World, particularly with his diplomacy on Syria that defused a crisis over a Sarin attack outside Damascus on Aug. 21, 2013. Despite the attack’s mysterious origins – and the absence of any clear evidence proving the Syrian government’s guilt – the U.S. State Department and the U.S. news media rushed to the judgment that Syrian President Bashar al-Assad did it.

Politicians and pundits baited Obama with claims that Assad had brazenly crossed Obama’s “red line” by using chemical weapons and that U.S. “credibility” now demanded military retaliation. A longtime Israeli/neocon goal, “regime change” in Syria, seemed within reach.

But Putin brokered a deal in which Assad agreed to surrender Syria’s chemical weapons arsenal (even as he continued to deny any role in the Sarin attack). The arrangement was a huge letdown for the neocons and Israeli officials who had been drooling over the prospect that a U.S. bombing campaign would bring Assad to his knees and deliver a strategic blow against Iran, Israel’s current chief enemy.

Putin then further offended the neocons and the Israeli government by helping to facilitate an interim nuclear deal with Iran, making another neocon/Israeli priority, a U.S. war against Iran, less likely.

Putting Putin in Play

So, the troublesome Putin had to be put in play. And, NED’s Gershman was quick to note a key Russian vulnerability, neighboring Ukraine, where a democratically elected but corrupt president, Viktor Yanukovych, was struggling with a terrible economy and weighing whether to accept a European aid offer, which came with many austerity strings attached, or work out a more generous deal with Russia.

There was already a strong U.S.-organized political/media apparatus in place for destabilizing Ukraine’s government. Gershman’s NED had 65 projects operating in the country – training “activists,” supporting “journalists” and organizing business groups, according to its latest report. (NED was created in 1983 to do in relative openness what the CIA had long done in secret, nurture pro-U.S. operatives under the umbrella of “promoting democracy.”)

So, when Yanukovych opted for Russia’s more generous $15 billion aid package, the roof fell in on him. In a speech to Ukrainian business leaders last December, Assistant Secretary of State for European Affairs, Victoria Nuland, a neocon holdover and the wife of prominent neocon Robert Kagan, reminded the group that the U.S. had invested $5 billion in Ukraine’s “European aspirations.”

Then, urged on by Nuland and neocon Sen. John McCain, protests in the capital of Kiev turned increasingly violent with neo-Nazi militias moving to the fore. Unidentified snipers opened fire on protesters and police, touching off fiery clashes that killed some 80 people (including about a dozen police officers).

On Feb. 21, in a desperate attempt to tamp down the violence, Yanukovych signed an agreement brokered by European countries. He agreed to surrender many of his powers, to hold early elections (so he could be voted out of office), and pull back the police. That last step, however, opened the way for the neo-Nazi militias to overrun government buildings and force Yanukovych to flee for his life.

With these modern-day storm troopers controlling key buildings – and brutalizing Yanukovych supporters – a  rump Ukrainian parliament voted, in an extra-constitutional fashion, to remove Yanukovych from office. This coup-installed regime, with far-right parties controlling four ministries including defense, received immediate U.S. and European Union recognition as Ukraine’s “legitimate” government.

As remarkable – and newsworthy – as it was that a government on the European continent included Nazis in the executive branch for the first time since World War II, the U.S. news media performed as it did before the Iraq War and during various other international crises. It essentially presented the neocon-preferred narrative and treated the presence of the neo-Nazis as some kind of urban legend.

Virtually across the board, from Fox News to MSNBC, from the Washington Post to the New York Times, the U.S. press corps fell in line, painting Yanukovych and Putin as the “black-hat” villains and the coup regime as the “white-hat” good guys, which required, of course, whiting out the neo-Nazi “brown shirts.”

Neocon Expediency

Some neocon defenders have challenged my reporting that U.S. neocons played a significant role in the Ukrainian putsch. One argument is that the neocons, who regard the U.S.-Israeli bond as inviolable, would not knowingly collaborate with neo-Nazis given the history of the Holocaust (and indeed the role of Ukrainian Nazi collaborators in extermination campaigns against Poles and Jews).

But the neocons have frequently struck alliances of convenience with some of the most unsavory – and indeed anti-Semitic – forces on earth, dating back to the Reagan administration and its collaboration with Latin American “death squad” regimes, including work with the World Anti-Communist League that included not only neo-Nazis but aging real Nazis.

More recently in Syria, U.S. neocons (and Israeli leaders) are so focused on ousting Assad, an ally of hated Iran, that they have cooperated with Saudi Arabia’s Sunni monarchy (known for its gross anti-Semitism). Israeli officials have even expressed a preference for Saudi-backed Sunni extremists winning in Syria if that is the only way to get rid of Assad and hurt his allies in Iran and Lebanon’s Hezbollah.

Last September, Israel’s Ambassador to the United States Michael Oren told the Jerusalem Post that Israel so wanted Assad out and his Iranian backers weakened, that Israel would accept al-Qaeda operatives taking power in Syria.

“The greatest danger to Israel is by the strategic arc that extends from Tehran, to Damascus to Beirut. And we saw the Assad regime as the keystone in that arc,” Oren said in the interview. “We always wanted Bashar Assad to go, we always preferred the bad guys who weren’t backed by Iran to the bad guys who were backed by Iran.”

Oren said that was Israel’s view even if the other “bad guys” were affiliated with al-Qaeda.

Oren, who was Israel’s point man in dealing with Official Washington’s neocons, is considered very close to Israeli Prime Minister Benjamin Netanyahu and reflects his views. For decades, U.S. neocons have supported Netanyahu and his hardline Likud Party, including as strategists on his 1996 campaign for prime minister when neocons such as Richard Perle and Douglas Feith developed the original “regime change” strategy. [For details, see Consortiumnews.com’s “The Mysterious Why of the Iraq War.”]

In other words, Israel and its U.S. neocon supporters have been willing to collaborate with extreme right-wing and even anti-Semitic forces if that advances their key geopolitical goals, such as maneuvering the U.S. government into military confrontations with Syria and Iran.

So, while it may be fair to assume that neocons like Nuland and McCain would have preferred that the Ukraine coup had been spearheaded by militants who weren’t neo-Nazis – or, for that matter, that the Syrian rebels were not so dominated by al-Qaeda-affiliated extremists – the neocons (and their Israeli allies) see these tactical collaborations as sometimes necessary to achieve overarching strategic priorities.

And, since their current strategic necessity is to scuttle the fragile negotiations over Syria and Iran, which otherwise might negate the possibility of U.S. military strikes against those two countries, the Putin-Obama collaboration had to go.

By spurring on the violent overthrow of Ukraine’s elected president, the neocons helped touch off a cascade of events – now including Crimea’s secession from Ukraine and its annexation by Russia – that have raised tensions and provoked Western retaliation against Russia. The crisis also has made the continued Obama-Putin teamwork on Syria and Iran extremely difficult, if not impossible.

Like other neocon-engineered schemes, there will surely be much collateral damage in this latest one. For instance, if the tit-for-tat economic retaliations escalate – and Russian gas supplies are disrupted – Europe’s fragile recovery could be tipped back into recession, with harmful consequences for the U.S. economy, too.

There’s also the certainty that congressional war hawks and neocon pundits will press for increased U.S. military spending and aggressive tactics elsewhere in the world to punish Putin, meaning even less money and attention for domestic programs or deficit reduction. Obama’s “nation-building at home” will be forgotten.

But the neocons have long made it clear that their vision for the world – one of America’s “full-spectrum dominance” and “regime change” in Middle Eastern countries opposed to Israel – overrides all other national priorities. And as long as the neocons face no accountability for the havoc that they wreak, they will continue working Washington’s corridors of power, not selling insurance or flipping hamburgers.

Neocons Push Israeli-Saudi Alliance

Exclusive: Early U.S. presidents warned against the dangers of “entangling alliances,” prescient advice that the neocons want President Obama to ignore amid demands from Israel and Saudi Arabia that America tie itself up in the endless and bloody sectarian conflicts of the Middle East, reports Robert Parry.

American neocons are rallying to the new Israeli-Saudi alliance by demanding that President Barack Obama engage more aggressively against the two countries’ foes in the Middle East, thus “bolstering Israeli and Saudi confidence,” as the Washington Post’s deputy editorial-page editor Jackson Diehl declared.

For years, the Washington Post has served as Official Washington’s neocon flagship, bristling in support of every hawkish demand for U.S. intervention in the Mideast, most notably assembling a flotilla of misguided consensus in support of President George W. Bush’s 2003 invasion of Iraq and then pounding any American skeptics who dared emerge over the horizon.

Diehl’s column on Monday [10/28/13] represented an extension of the neocons’ knee-jerk support of Israeli interests to those of the Saudi monarchy, Israel’s new secret friend. Diehl hoisted the banner of this odd-couple alliance in excoriating President Obama for letting down these two “allies” as they maneuver to crush what’s known as the Shiite crescent extending from Iran through Iraq and Syria to the Hezbollah strongholds in Lebanon.

In sync with the regional interests of Saudi Arabia and Israel, Diehl argued that the United States should toughen up its military posture in the Middle East with the goal of “reshaping conditions on the ground,” specifically going after Bashar al-Assad’s regime in Syria and damaging the new Iranian government of President Hassan Rouhani, or in Diehl’s words, “weakening Assad [and] degrading Iranian strength.”

Diehl added, “That work could be done without deploying U.S. troops, but it would be hard, expensive and require a lot of presidential attention.” Presumably, Diehl wants the U.S. military to launch those cruise missiles that were poised to “degrade” Assad’s regime in late August, and he hopes the U.S. diplomatic corps will rebuff Iran’s overtures for a diplomatic settlement over its nuclear program.

Like other neocons, Diehl takes Obama to task for giving peace a chance – by accepting Assad’s surrender of Syria’s chemical weapons, by seeking a negotiated settlement to the Syrian civil war (with Assad agreeing to send representatives to Geneva although the fractious Saudi-backed Syrian rebels and their jihadist allies still balk), by working with Iran on a deal that would swap tighter international controls over Iran’s nuclear program for sanctions relief, and by pressing for meaningful talks between Israel and Palestine toward a two-state solution.

Diehl deems this diplomatic offensive a series of “foreign policy fantasies,” the title of his Washington Post op-ed. By pushing diplomacy over confrontation, Obama has, in Diehl’s view, “driven a wedge between the United States and some of its closest allies [leaving] U.S. allies in the region – Israel, Saudi Arabia, Jordan and Turkey – marooned in a scary new world where their vital interests are no longer under U.S. protection.

“Israel and Saudi Arabia worry that Obama will strike a deal with Iran that frees it from sanctions without entirely extirpating its capacity to enrich uranium — leaving it with the potential to produce nuclear weapons. But more fundamentally, they and their neighbors are dismayed that the United States appears to have opted out of the regional power struggle between Iran and its proxies and Israel and the Arab states aligned with the United States.

“It is the prospect of waging this regional version of the Cold War without significant U.S. support that has prompted Saudi leaders to hint at a rupture with Washington — and Israeli Prime Minister Benjamin Netanyahu to talk more publicly than ever about Israel’s willingness to act alone.”

Fighting for Others

Diehl — like virtually all his compatriots in the mainstream U.S. news media — leaves out the detail that Israeli already possesses one of the most sophisticated though undeclared nuclear arsenals in the world, while U.S. intelligence agencies still conclude that Iran is not working on even a single nuclear bomb.

Diehl also doesn’t bother to explain exactly why the American people should continue to expend vast amounts of money, prestige and blood to take sides in these interminable and often incomprehensible conflicts in the Middle East. The neocons simply behave as if every American should understand why a Shiite-dominated regime is so much more objectionable than a Sunni one; why an absolute monarchy like Saudi Arabia is preferable to a limited democracy like Iran; and why Israel has some fundamental right to possess East Jerusalem and other Palestinian lands.

For many Americans, it’s perhaps even harder to understand why the likes of Jackson Diehl and his boss, editorial-page editor Fred Hiatt, continue to reign over the Washington Post’s editorial section more than a decade after they helped guide the American people into the disastrous war in Iraq.

Not only has there been no accountability for their journalistic errors, including reporting Saddam Hussein’s alleged possession of WMDs as “flat fact” when it was no fact at all, but also none for the ugly character assassination against war critics, such as former U.S. Ambassador Joseph Wilson whose wife, CIA officer Valerie Plame, saw her career destroyed when the Bush administration exposed her identity on the Post’s op-ed pages and Hiatt then kept up a years-long campaign to destroy Wilson’s reputation. Beyond no accountability at the Post, there appear to have been no lessons learned. Hiatt, Diehl and the other neocons simply continue to place the policy desires of Israel, in particular, and now its new buddy, Saudi Arabia, above the foreign policy of the U.S. government and above the interests of the American people.

In the early years of the Republic, Presidents George Washington and John Adams warned against the dangers of “entangling alliances” that could draw the United States into faraway and expensive conflicts that would drain the Treasury and create unnecessary enemies. In his Farewell Address, Washington saw the risk of foreign influence coming not only from adversaries but from allies who would seek to twist American domestic opinion in their favor.

Washington warned: “The great rule of conduct for us, in regard to foreign nations, is in extending our commercial relations, to have with them as little political connection as possible. Europe has a set of primary interests, which to us have none, or a very remote relation. Hence she must be engaged in frequent controversies the causes of which are essentially foreign to our concerns. Hence, therefore, it must be unwise in us to implicate ourselves, by artificial ties, in the ordinary vicissitudes of her politics, or the ordinary combinations and collisions of her friendships or enmities.”

Those early warnings seem particularly prescient today regarding the Middle East, given the extensive and expensive efforts by Israel and Saudi Arabia to win favor in Official Washington through lobbying, propaganda and financial favors doled out to many influential Americans.

While Israel’s skills at lobbying and propaganda are renowned, Saudi Arabia also can throw its weight around through its ownership of American debt, its ability to manipulate oil prices and its stakes in major U.S. corporations, including in the powerful Wall Street financial sector.

Now that these two longtime rivals, Israel and Saudi Arabia, have formed a behind-the-scenes alliance – joining together on key regional issues such as countering Iranian influence, subverting the Assad regime in Syria, and backing the military coup in Egypt – the Obama administration finds itself confronting an imposing phalanx of political and economic clout.

The ease with which neocons like Jackson Diehl lift up the banner of this new combination of Israeli-Saudi interests is a telling sign of the two countries’ impressive geopolitical muscle. [For more on this topic, see Consortiumnews.com’s “Israeli-Saudi Alliance Slips into View.”]

On sait que Le Grand Journal de Canal Plus (LGJ pour les initiés) est notre meilleure référence pour mesurer la bassesse en cours de cette époque ; car il n’y a “nulle part ailleurs” où les choses sont plus basses qu’en France, à Paris plus précisément, par rapport à ce qu’est la France et ce que devrait être la France.

(En général, le LGJ est intéressant seulement d’une façon indirecte, par antithèse et selon le principe de l’inversion, en montrant avec une sorte de jubilation presque indécente ce qui est détestable et bas dans la France d’aujourd’hui, c’est-à-dire la futilité de l’esprit qui pose au sérieux, le refus d’affronter les vrais symptômes de la Grande Crise d’effondrement du Système, le parisianisme, le côté bouffon qu’a introduit le nouveau présentateur Antoine de Caunes qui est talentueux dans ce domaine, le côté si l’on veut Bouffes parisiennes que nous signalions le 7 novembre 2011 pour le cas US, – mais la chose vaut pour tout le bloc BAO : «[U]ne sorte d’esprit d’autodérision, d’irresponsabilité, de ridicule affiché presque comme une vertu qui serait celle de la dissolution des mœurs civiques et de la psychologie. Jacques Bainville saisit bien cela lorsqu’il décrit la France de l’immédiat avant-1870, plongée dans les “folies Offenbach”, elle-même (la France) symbolisée par le succès qu’on fit à La Grande Duchesse de Gerolstein. [...] L’analogie est dans l’esprit de la situation, certes, et nullement dans la description de la situation elle-même, qui est secondaire dans ce cas...»)

Eh bien, tout pouvant arriver, il se trouve que, jeudi soir, dans l’émission du 5 décembre 2013, une partie était directement intéressante, sans nécessité d’antithèse et d’inversion. Il s’agissait de deux invités, l’ancien ministre des affaires étrangères Bernard Kouchner dans un gouvernement Sarkozy et le député UMP et ancien secrétaire d’État (sous les ordres de Kouchner), Pierre Lellouche. Au menu : l’intervention française, immédiate suivant le vote de l’ONU, en Centrafrique. Les deux invités sont intervenus, eux, à leur façon ; Lellouche pour faire un cours d’expert presque professoral expliquant la situation, assez argumenté et professionnel, et très difficile à interrompre ; Kouchner tenta bien d’intervenir, sans vraiment beaucoup de succès, lorsque Lellouche semblait devoir reprendre son souffle. (Kouchner, rigolard et réussissant enfin à en placer une, s’adressant à ses interlocuteurs de LGJ devant un Lellouche un peu pincé  : «Vous comprenez pourquoi il était difficile de travailler avec lui...»)

Que dirent nos “experts” sur l’essentiel ? “Messieurs, fallait-il intervenir” ? «Il n’y a pas d’alternative» (Lellouche), «Qu’est-ce qu’on peut faire d’autre ? [...] Qu’est-ce qu’on pouvait faire d’autre ?» (Kouchner). D’une certaine façon, personne (nous y compris, certes) ne pourrait vraiment développer une remarque dans un sens contraire, compte tenu des dynamiques en cours, des précédents, des engagements déjà réalisés et toujours en cours, et ainsi de suite selon la logique impérative des choses. Le consensus est l’enfant d’une situation forcée, dont les prémisses remontent à l’intervention française en Libye, où les événements dictent désormais les décisions-sapiens. Cela s’appelle “être piégé”.

Il ressort de tout cela une “posture à-la-française”, absolument paradoxale dans le chef du notaire-chef-de-guerre, le général-Poire, qui devient le seul dirigeant purement neocon du bloc BAO, sous les regards ébahis des derniers neocons survivants de Washington, devenus pro-français à l’insu de leur plein gré. Le nommé Karim, intervenant soi-disant polémique habituel du LGJ, est venu en effet présenter une séquence où l’on voit le sénateur Lindsey Graham faire l’apologie du French leadership au Moyen-Orient et le sénateur McCain “tweeter” “Vive la France” : belle brochette Graham-McCain, il ne manquerait plus qu’un Cheney ou un GW... Lellouche confirme, qui vient juste de rencontrer McCain. (Il n’est pas un débat, Lellouche présent, où l’on annonce quelque prise de position d’un sénateur ou l’autre à Washington, qui ne soit aussitôt renforcée du témoignage péremptoire du même Lellouche qui, justement, revient de Washington...). La France belliciste, la France neocon, la France enchaînant intervention sur intervention, – tout le beau monde réuni au LGJ opine, de Lellouche à Kouchner, et tous plutôt d’un air sinistre. Nous ne sommes plus aux temps heureux et fantasques d’un BHL-dégrafé haranguant les foules libyennes et chacun comprend plus ou moins précisément dans quel piège se trouve enfermée la France.

Lellouche, péremptoire : «Le premier problème, c’est que nous ne nous donnons pas les moyens qu’il faut ... Le deuxième problème, c’est que nous sommes tout seuls.» Il n’a tort en rien, tant il est facile aujourd’hui, par temps de grande crise, d’avoir raison en tout pour le constat du désastre. Il est vrai qu’il y a une contradiction très tendance entre cette France interventionniste tous-azimuts (doctrine gaulliste, sort of, avec inversion et caricature garanties), et cette France qui ne cesse de rogner son budget de la défense et de réduire ses bataillons parce qu'elle est absolument exsangue.

Il est vrai également que la France est toute seule. «L’Amérique devient néo-isolationniste, elle en a marre de faire la guerre, elle se retire ... La France est toute seule pour faire le boulot sérieux» (Lellouche again et toujours). Ce “La France est toute seule” désigne sans aucun doute l’Europe comme coupable de la chose, ce jugement avec l’approbation contrainte de Kouchner. Il est vrai que l’aspect européen de cette intervention française reste à marquer d’une pierre blanche, – ou, disons, plutôt noire, cela pour ceux qui cultivent encore quelque espoir dans la chose. Il y a eu des manœuvres brutales de Lady Ashton, qui cultive un port de tête beaucoup plus volumineux depuis l’accord P5+1-Iran et les articles élogieux écrits à son crédit, et qui a tout fait pour empêcher tout débat sérieux entre les pays-membres, qui aurait mis en évidence que le Royaume-Uni s’opposait à une participation européenne à l’intervention en Centrafrique. (Il est possible que cette intervention de Ashton et l’opposition britannique, qui sont d’une impudence extraordinaire, laissent des traces dans une tension extrême, sinon n’alimentent quelque incident sérieux, entre d'une part les Français, décrits comme absolument furieux, et Lady Ashton et les Britanniques d’autre part.)

Pourquoi cette attitude britannique, – puisque, à cet égard, Ashton s’en est faite la zélée et nationale messagère ? Il s’agit là d’une opposition pure et viscérale, et purement britannique, et également électorale (pour plaire aux “eurosceptiques” du cru) à tout ce qui peut prendre une “allure européenne” organisée. Dans cette opposition, qui confine ici à la gratuité et au vide tant aucune alternative n’est possible et tant l’idée d’une défense intégrée européenne est devenue un objet de musée qui ne fait de mal à personne, on distingue, presque à nu, une certaine perversité intrinsèque britannique, le besoin éventuellement assaisonné de jouissance de s’opposer, de détruire et de déstructurer. Si l’on insiste sur ce point, c’est parce qu’il participe à la mise en évidence d’une façon évidente, sinon aveuglante, de l’élargissement du désordre et du chaos, y compris et même de plus en plus au sein du bloc BAO. Bien que plongés dans une bassesse générale et quasiment coordonnée qui forme l’essentiel de l’activité du bloc, les acteurs n’en conservent pas moins leurs spécificités et leurs antagonismes, et ceux-ci apparaissent d’une façon de plus en plus visible à mesure que progressent désordre et chaos.

En d’autres termes, oui, Lellouche (et Kouchner lorsqu’il peut parler) a (ont) raison : la France est seule, et cette situation n’est pas précisément réjouissante. (Par exemple, Lellouche dit son incertitude sur la situation au Mali, où la France a une responsabilité majeure, tandis que les perspectives pour la Centrafique, selon nos deux experts, comporte des risques évidents d’enlisement.) Ainsi apparaît le paradoxe général et à plusieurs tableaux de la situation actuelle, de la France, du bloc BAO, des entreprises de stabilisation ou d’intervention dite humanitaire où l’on sent à plein nez les effluves irrésistibles des conceptions neocon...

Bernard-Kouchner.jpg• En un peu moins de quatre ans, depuis la Libye-2010, la France a effectué un virage à 180° par rapport à la tradition principielle de sa politique. Elle a ainsi largement contribué à la déstabilisation, désordre et chaos sans véritable sens, d’une bonne partie du continent africain ; on sait qu’il s’agit de la conséquence inéluctable et diabolique de cette sorte d’interventions qui sont bien de type neocon. Il est intéressant d’entendre Lellouche se référer, à propos de l’affaire centrafricaine, à la nécessité du rétablissement de la stabilité pour la sécurité générale à cause des effets de cette affaire sur la situation de l’immense “bande sahélienne” allant de l’Océan Atlantique à la Corne de l’Afrique, qui s’est créée dans sa nuisance actuelle à partir de l’affaire libyenne et donc de l’intervention française, et qui constitue selon ses propres mots un «réservoir de crise de déstabilisation, constitué de réseaux criminels, de drogue, d’enlèvements, et aussi de réseaux salafistes fondamentalistes» ; il est intéressant, disons-nous, de voir mentionner prioritairement l’existence des “réseaux criminels” (le crime organisé sur place), c’est-à-dire le pur désordre et l’illégalité totale et sans but idéologique, alors même que toutes ces entreprises du bloc BAO ont été lancées dans leur esprit affiché du point de vue de la communication, selon le faux-nez humanitaire et droitdel’hommiste transformé pour la cause en stratégie générale contre “la menace terroriste et idéologique” évidemment universelle. L’effet principal de nos interventions n’est même plus en priorité “la menace terroriste”, c’est d’abord le désordre et le chaos purs du banditisme et du crime organisés ; la barbarie déstructurante de l’expert postmoderne accouchant de la barbarie nihiliste du bandit.

• Au moment où la France s’installe avec ce qui paraîtrait être, ou qui paraissait être dans tous les cas, une réelle satisfaction dans son nouveau rôle, aspirant on s’en doute à être premier de classe, les inspirateurs et les maîtres en narrative de l’aventure se retirent au nom d’une fatigue et d’un découragement, pour ne pas dire un désenchantement qui actent les échecs successifs, extraordinairement marquants, opérationnalisant cette politique depuis 2002. Cet abandon par les “amis anglo-saxons” se marque évidemment par l’indifférence américaniste et, encore plus, par la félonie britannique. A cet égard, la France récolte ce qu’elle a semé, jusqu’à la pirouette ultime de retrouver par en-dessous, très en-dessous, son destin qui est d’être seule et, sans doute, pense-t-elle, exceptionnelle, – bref, l’“exception française” récitée à la sauce la plus paradoxale du monde.

• Le paradoxe se poursuit, sans surprise bien entendu, en constatant que toutes ces entreprises de remises en ordre dont la France prétendrait assurer aujourd’hui seule la gestion courante, débouchent sur une multiplication des désordres. Ce phénomène se fait notamment sur les terres extérieures, mais aussi et désormais de plus à plus à l’intérieur du bloc BAO lui-même, et notamment au sein de la Sainte-Europe qui parvient même à être désunie jusqu’à la trahison au bord de l’affrontement bureaucratique interne (France-UK) à propos d’une affaire qui semblerait aussi simple que celle de la Centrafrique dans son orientation et dans sa gestion. (On voit le même phénomène dans la question iranienne [le 5 décembre 2013].)

Cette brève intervention de soirée du couple Lellouche-Kouchner qui représenta sans aucun doute, et assez bien, le courant néo-neocon réinventé par la France, ou disons la caricature de la France, avait une forte dimension symbolique. Finalement et sur le fond, malgré l’ambiance clownesque qui marque la nouvelle formule du LGJ, malgré sa brièveté, la susdite “soirée” parut sinistre. L’amertume et le désenchantement des deux intervenants étaient palpables, chacun pour leur compte. On n’y trouvait plus la moindre trace de l’euphorie, de l’enthousiasme, du simulacre de grandeur si l’on veut, qui marquèrent les commentaires autour des interventions libyenne et malienne. C’était une intervention de fin d’époque, cette brève ivresse qui saisit cette France étonnante par sa capacité d’inversion d’elle-même, entre la Libye-2010 et le Mali-2013. C’était une soirée funèbre, dont on retiendra l’aspect symbolique. Here we go again. As Americans prepare to march on Washington, Washington is preparing to march on Damascus. As part of the buildup to war, a chorus of liberal hawks and neoconservatives has issued a new manifesto in—where else?—the Weekly Standard calling upon President Obama to engage in regime change in Syria. Just as they demanded military action to topple Saddam Hussein, so they now are insisting upon the removal of Bashar al-Assad.

Yet if anything might be calculated to give Obama pause before he embarks upon a bombing campaign, it should be this truculent letter, whose signatories include Fouad Ajami, Elliott Abrams, Paul Berman, Eliot A. Cohen, Robert Kagan, William Kristol, Bernard-Henri Levy, Tim Palwenty, James Traub, Eric Edelman, Karl Rove, Dan Senor, Martin Peretz and Leon Wieseltier. (At Politico, Dylan Byers astutely notes that the presence of Wieseltier and Peretz should come as no surprise because, “Wieseltier et al. aren’t emissaries from the ‘new’ New Republic, they’re stalwarts of the Old Republic. Wieseltier served on the Committee for the Liberation of Iraq and Peretz led the magazine’s call for military intervention there (he still thinks it was a good idea).” So there you go. The very same crew, by and large, that declared that Iraq could be transformed into a blossoming democracy in 2003. Now it wants to duplicate its roaring success.

 

Well, not exactly. For one thing, the letter never mentions the term “democracy.” So it isn’t fair to say that the signatories have remained totally immune to the cataclysmic events they triggered in 2003. Instead, their missive suggests that the “world—including Iran, North Korea, and other potential aggressors who seek or possess weapons of mass destruction—is now watching to see how you respond.” It further suggests “direct military strikes against the pillars of the Assad regime.” And it minutes that America should “train, and arm moderate elements of Syria’s armed opposition, with the goal of empowering them to prevail against both the Assad regime and the growing presence of Al Qaeda-affiliated and other extremist rebel factions in the country.”

 

These are lofty goals. Obama, for a variety of reasons, including his notorious “red line” statement, is in something of a pickle of his own making, and probably has little choice but respond to Assad’s defiance. But given the tangled nature of the ethnic and religious conflicts in Syria, the confidence of what the Weekly Standard deems “experts”—the same kind of experts who got America into Vietnam, incidentally, and whom Daniel Patrick Moynihan more colorfully and accurately dubbed “warrior intellectuals”—exude in this letter may perhaps stir some lingering doubts about the efficacy of their prescriptions, particularly when considering that the last ministrations they offered essentially left their most recent patient—Iraq—in a state of prostration and life support for almost a decade. But the anfractuosities of Islam and nationalism have never particularly seemed to worry these experts whose faith in their expertise, you could say, remains pretty unruffled, at least if this letter is anything to go by.

 

If democracy is no longer their lodestar—or if they are too cautious to proclaim it openly—then what is left? The remnants of their doctrine reside in the raw exercise of American power. Both the Wall Street Journal editorial page and the paper’s columnist Bret Stephens make it crystal clear that the chemical weapons attacks perpetrated by Assad and his goons simply form a convenient casus belli for a wider engagement. The Journal says, “The real problem isn’t the chemical weapons. It is the leader who has used them, Bashar Assad.” Scarcely to be outdone, Stephens writes, “What’s at stake now is the future of civilization, and whether the word still has any meaning.” The Assads, he says, should be polished off, the consequences for their behavior “inescapably fatal.” Condign punishment, in other words, is in order.

 

Well. It is certainly true that the Middle East would be a better place without the Assads. Or would it? The old order represented by the wily Hafez al-Assad, who would have been mortified by the bungling of his children, is crumbling. But the vexed problem in Syria is that no one—not the Obama administration, not the neocon and liberal-hawk “experts”—really knows what would ensue were America successfully to overthrow the regime. The bellicose rantings of Stephens are redolent of Orwell’s remark that intellectuals like to fancy themselves with the “whip-hand” on history, meting out punishment to the guilty and setting wrong aright. The road to Damascus could indeed prove a revelation to America’s foreign-policy intellectuals, but not necessarily one that would prove a very pleasant experience.

De trotskistische wortels van het neoconservatisme

De neoconservatieve ideologie kreeg vanaf het begin der jaren 1980 een toenemende invloed in de internationale politiek. Ondanks de misleidende naam is het neoconservatisme echter helemaal niet conservatief, maar wel een linkse ideologie die het Amerikaanse conservatisme kaapte. Hoewel het neoconservatisme niet tot één bepaalde denker te herleiden valt, worden de politieke filosoof Leo Strauss (1899-1973) en de socioloog Irving Kristol (1920-2009) algemeen als grondleggers beschouwd.

1. De stichters van het neoconservatisme

Leo Strauss werd in een joods gezin in de Duitse provincie Nassau geboren. Hij was een actieve zionist tijdens zijn studentenjaren in het Duitsland van na de Eerste Wereldoorlog. In 1934 emigreerde Strauss naar Groot-Brittannië en in 1937 naar de VS, waar hij aanvankelijk aangesteld werd aan de Colombia University in New York. In 1938-1948 was hij hoogleraar politieke filosofie aan de New School for Social Research in New York en in 1949-1968 aan de University of Chicago.

legacy leo strauss.jpgAan de University of Chicago leerde Strauss zijn studenten dat het Amerikaanse secularisme zijn eigen vernietiging inhield: het individualisme, egoïsme en materialisme ondermijnden immers alle waarden en moraal en leidden in de jaren 1960 tot enorme chaos en rellen in de VS. De creatie en cultivering van religieuze en vaderlandslievende mythes zag hij als oplossing. Strauss stelde dat leugens om bestwil geoorloofd zijn om de maatschappij samen te houden en te sturen. Bijgevolg waren volgens hem door politici geponeerde en niet te bewijzen mythes noodzakelijk om de massa een doel te geven, wat tot een stabiele maatschappij zou leiden. Staatslieden moesten dus sterke inspirerende mythes creëren, die niet noodzakelijk met de waarheid moesten overeenstemmen. Strauss was hiermee één der inspirators achter het neoconservatisme dat in de jaren 1970 opkwam in de Amerikaanse politiek, hoewel hij zelf nooit aan actieve politiek deed en altijd een academicus bleef.

Irving Kristol was de zoon van Oost-Europese joden die in de jaren 1890 emigreerden naar Brooklyn, New York. In de eerste helft der jaren 1940 was hij lid van de Vierde Internationale van Leon Trotski (1879-1940), de door Stalin uit de USSR verbannen bolsjewistische leider die met deze rivaliserende communistische beweging Stalin bestreed. Vele vooraanstaande Amerikaans-joodse intellectuelen traden toe tot de Vierde Internationale.

Kristol was tevens lid van de invloedrijke New York Intellectuals, een eveneens anti-stalinistisch en anti-USSR collectief van trotskistische joodse schrijvers en literaire critici uit New York. Naast Kristol behoorden hier ook Hannah Arendt, Daniel Bell, Saul Bellow, Marshall Berman, Nathan Glazer, Clement Greenberg, Richard Hofstadter, Sidney Hook, Irving Howe, Alfred Kazin, Mary McCarthy, Dwight MacDonald, William Phillips, Norman Podhoretz, Philip Rahy, Harold Rosenberg, Isaac Rosenfeld, Delmore Schwartz, Susan Sontag, Harvey Swados, Diana Trilling, Lionel Trilling, Michael Walzer, Albert Wohlstetter en Robert Warshow toe. Velen van hen hadden gestudeerd aan het City College of New York, de New York University en de Colombia University in de jaren 1930 en 1940. Ze woonden tevens voornamelijk in de New Yorkse stadsdelen Brooklyn en de Bronx. Tijdens de Tweede Wereldoorlog groeide bij deze trotskisten het besef dat de VS nuttig kon zijn om de door hen gehate USSR te bestrijden. Sommigen van hen, zoals Glazer, Hook, Kristol en Podhoretz, ontwikkelden later het neoconservatisme, dat het trotskistische universalisme en zionisme behield.

Kristol begon als een overtuigd marxist bij de Democratische Partij. Hij was in de jaren 1960 een leerling van Strauss. Hun neoconservatisme bleef geloven in de marxistische maakbaarheid van de wereld: de VS moest internationaal actief optreden om de parlementaire democratie en het kapitalisme te verspreiden. Daarom was Kristol een fel voorstander van de Amerikaanse oorlog in Vietnam. Strauss en Kristol verwierpen bovendien de liberale scheiding van Kerk en Staat, daar de seculiere maatschappij tot individualisme leidde. Zij maakten religie weer bruikbaar voor de Staat.

Kristol verspreidde zijn gedachtegoed als hoogleraar sociologie aan de New York University, via een column in de Wall Street Journal, via de door hem gestichte tijdschriften The Public Interest en The National Interest en via het door zijn zoon William Kristol gestichte invloedrijke neocon-weekblad The Weekly Standard (dat gefinancierd wordt door mediamagnaat Rupert Murdoch).

Kristol was tevens betrokken bij het in 1950 door de CIA opgerichte en gefinancierde Congress for Cultural Freedom. Deze in ca. 35 landen actieve anti-USSR organisatie gaf het Britse blad Encounter uit, dat Kristol samen met de Britse ex-marxistische dichter en schrijver Stephen Spender (1909-1995) oprichtte. Spender voelde zich door zijn gedeeltelijke joodse afkomst erg aangetrokken tot het jodendom en was ook gehuwd met de joodse concertpianiste Natasha Litvin. Toen in 1967 de betrokkenheid van de CIA bij het Congress for Cultural Freedom uitlekte in de pers, trok Kristol zich er uit terug en engageerde zich in de neocon-denktank American Enterprise Institute.

Kristol redigeerde tevens samen met Norman Podhoretz (°1930) het maandblad Commentary in 1947-1952. Podhoretz was de zoon van joodse marxisten uit Galicië, die zich in Brooklyn vestigden. Hij studeerde aan de Columbia University, het Jewish Theological Seminary en de University of Cambridge. In 1960-1995 was Podhoretz hoofdredacteur van Commentary. Zijn invloedrijke essay ‘My Negro Problem – And Ours’ uit 1963 bepleitte een volledige raciale vermenging van het blanke en zwarte ras daar voor hem “the wholesale merging of the 2 races the most desirable alternative” was.

Podhoretz was in 1981-1987 adviseur van de US Information Agency, een Amerikaanse propagandadienst die tot doel had om buitenlandse publieke opinies en staatsinstellingen op te volgen en te beïnvloeden. In 2007 kreeg Podhoretz de Guardian of Zion Award, een jaarlijkse prijs die de Israëlische Bar-Ilan Universiteit schenkt aan een belangrijke steunpilaar van de staat Israël.

Andere leidende namen in deze nieuwe ideologie waren Allan Bloom, Podhoretz’ vrouw Midge Decter en Kristols vrouw Gertrude Himmelfarb. Bloom (1930-1992) werd geboren in een joods gezin in Indiana. Aan de University of Chicago werd hij sterk beïnvloed door Leo Strauss. Later werd Bloom hoogleraar filosofie aan diverse universiteiten. De latere hoogleraar Francis Fukuyama (°1952) was een van zijn studenten. De joodse feministische journaliste en schrijfster Midge Decter (°1927) was een der stichters van de neocon-denktank Project for the New American Century en zetelt tevens in de raad van bestuur van de neocon-denktank Heritage Foundation. De joodse historica Gertrude Himmelfarb werd in 1922 geboren in Brooklyn. Tijdens haar studies aan de University of Chicago, het Jewish Theological Seminary en de University of Cambridge was ze een actieve trotskiste. Later was Himmelfarb actief in de neocon-denktank American Enterprise Institute.

2. De trotskistische wortels van het neoconservatisme

Het neoconservatisme wordt onterecht als ‘rechts’ beschouwd vanwege het voorvoegsel ‘neo’, dat verkeerdelijk een nieuw conservatief denken suggereert. Vele neocons hebben echter integendeel een extreem-links verleden, namelijk in het trotskisme. De meeste neocons stammen immers af van trotskistische joodse intellectuelen uit Oost-Europa (voornamelijk Polen, Litouwen en Oekraïne). Daar de USSR in de jaren 1920 het trotskisme verbande, is het begrijpelijk dat zij in de VS actief werden als anti-USSR lobby binnen de links-liberale Democratische Partij en in andere linkse organisaties.

Irving Kristol definieerde een neocon als “een progressief die getroffen werd door de realiteit”. Dit wijst er op dat een neocon iemand is die wisselde van politieke strategie om zo beter zijn doelen te kunnen bereiken. In de jaren 1970 ruilden de neocons immers het trotskisme in voor het liberalisme en verlieten de Democratische Partij. Vanwege hun sterke aversie tegen de USSR en tegen de verzorgingsstaat sloten zij om strategische redenen aan bij het anticommunisme der Republikeinen.

Als voormalige trotskist bleef de neocon Kristol marxistische ideeën promoten, zoals reformistisch socialisme en internationale revolutie via natievorming en militair opgelegde democratische regimes. Daarnaast verdedigen de neocons progressieve eisen als abortus, euthanasie, massa-immigratie, mondialisering, multiculturalisme en vrijhandelskapitalisme. Ook de verzorgingsstaten worden gezien als overbodig, hoewel de bevolking liefst haar moeizaam opgebouwde sociale zekerheid ziet blijven bestaan. De neocons zwaaien daarom met zwaar overdreven doemscenario’s – zoals vergrijzing en mondialisering – om de bevolking rijp te maken voor een slachtpartij in de overheidssector en in de sociale voorzieningen. Ze zoeken daarvoor steun bij de liberaal-kapitalistische politieke krachten. Ook de term ‘armoedeval’ (poverty trap), die slaat op werklozen die niet gaan werken omdat de daardoor veroorzaakte kosten hun iets hogere inkomen uit arbeid afzwakken, werd uitgevonden door neocons.

Stuk voor stuk zijn dit kernconcepten van de neocon-filosofie. In 1979 noemde het tijdschrift Esquire Irving Kristol “the godfather of the most powerful new political force in America: neoconservatism”. Dat jaar verscheen ook Peter Seinfels’ boek ‘The Neoconservatives: The Men Who Are Changing America’s Politics’, dat wees op de toenemende politieke en intellectuele invloed der neocons.

Het maandblad Commentary was de opvolger van het in 1944 stopgezette blad Contemporary Jewish Record en werd in 1945 gesticht door het American Jewish Committee. Onder hoofdredacteur Elliot Cohen (1899-1959) richtte Commentary zich op de traditioneel zeer linkse joodse gemeenschap, terwijl het tegelijk de ideeën van jonge joodse intellectuelen bij een breder publiek wou bekendmaken. Norman Podhoretz, die in 1960 hoofdredacteur werd, stelde dan ook terecht dat Commentary de radicaal-trotskistische joodse intellectuelen verzoende met het liberaal-kapitalistische Amerika. Commentary vaarde een anti-USSR koers en ondersteunde volop de 3 pilaren van de Koude Oorlog: de Truman-doctrine, het Marshallplan en de NAVO.

Dit tijdschrift over politiek, maatschappij, jodendom en sociaal-culturele onderwerpen speelt sinds de jaren 1970 een leidinggevende rol in het neoconservatisme. Commentary vormde het joodse trotskisme om tot het neoconservatisme en is het invloedrijkste Amerikaanse blad van de voorbije halve eeuw omdat het het Amerikaanse politieke en intellectuele leven grondig veranderde. Immers, het verzet tegen de Vietnamoorlog, tegen het aan die oorlog ten grondslag liggende kapitalisme en vooral de vijandigheid tegen Israël in de Zesdaagse Oorlog van 1967 wekten de woede van hoofdredacteur Podhoretz. Commentary schilderde deze oppositie daarom af als anti-amerikaans, antiliberaal en antisemitisch. Dit leidde tot het ontstaan van het neoconservatisme, dat hevig de liberale democratie verdedigde en zich afzette tegen de USSR en tegen Derde Wereldlanden die het neokolonialisme bestreden. Strauss’ studenten – onder meer Paul Wolfowitz (°1943) en Allan Bloom – stelden dat de VS een strijd tegen ‘het Kwade’ moest voeren en de als ‘Goed’ beschouwde parlementaire democratie en kapitalisme in de wereld verspreiden.

Daarnaast praatten zij de Amerikaanse bevolking een – fictief – islamgevaar aan, op basis waarvan ze Amerikaanse interventie in het Nabije Oosten voorstaan. Maar bovenal pleiten neocons voor enorme en onvoorwaardelijke steun van de VS aan Israël, zelfs in die mate dat de traditionele conservatief Russel Kirk (1918-1994) ooit stelde dat neocons de Amerikaanse hoofdstad verwarden met Tel-Aviv. Volgens Kirk was dit zelfs het hoofdonderscheid tussen neocons en de oorspronkelijke Amerikaanse conservatieven. Hij waarschuwde reeds in 1988 dat het neoconservatisme zeer gevaarlijk en oorlogszuchtig was. De door de VS gevoerde Golfoorlog van 1990-1991 gaf hem meteen gelijk.

Neocons streven nadrukkelijk naar macht om hun hervormingen te kunnen doordrukken in de verwachting dat de kwaliteit der samenleving daardoor zal verbeteren. Daarbij zijn ze zozeer overtuigd van hun eigen gelijk dat ze niet wachten tot er brede steun is voor hun ingrepen, ook niet bij ingrijpende hervormingen. Daardoor is neoconservatisme een marxistische maakbaarheidsutopie.

3. De neocons in het verzet tegen president Richard Nixon

In de jaren 1970 kwam het neoconservatisme op als verzetsbeweging tegen president Nixons beleid. De Republikein Richard Nixon (1913-1994) voerde samen met Henry Kissinger (°1923) – nationaal veiligheidsadviseur in 1969-1975 en minister van Buitenlandse Zaken in 1973-1977 – immers een volkomen ander buitenlands beleid door relaties aan te knopen met maoïstisch China en een détente te starten met de USSR. Daarnaast voerde Nixon ook een sociaal beleid en schafte hij de goudstandaard af, waardoor dollars niet langer inwisselbaar waren in goud.

Nixon en Kissinger maakten gebruik van de hoogoplopende spanningen en grensconflicten tussen de USSR en China om in 1971 in het diepste geheim relaties aan te knopen met China, waarna Nixon in februari 1972 als eerste Amerikaanse president maoïstisch China bezocht. Mao Zedong bleek enorm onder de indruk van Nixon. Uit vrees voor een Chinees-Amerikaanse alliantie zwichtte de USSR nu voor het Amerikaanse streven naar détente, waardoor Nixon en Kissinger de bipolaire wereld – het Westen vs. het communistische blok – omvormden in een multipolair machtsevenwicht. Nixon bezocht in mei 1972 Moskou en onderhandelde er met Sovjetleider Brezjnev handelsakkoorden en 2 baanbrekende wapenbeperkingsverdragen (SALT I en het ABM-verdrag). De vijandigheid van de Koude Oorlog werd nu vervangen door de détente, die de spanningen deed luwen. De relaties tussen USSR en VS verbeterden vanaf 1972 dan ook sterk. Eind mei 1972 kwam al een vijfjarig samenwerkings-programma inzake ruimtevaart tot stand. Dit leidde tot het Apollo-Sojoez-testproject in 1975, waarbij een Amerikaanse Apollo en een Sovjet-Sojoez een gezamenlijke ruimtevaartmissie uitvoerden.

China en de USSR bouwden nu hun steun af voor Noord-Vietnam, dat geadviseerd werd om vredesbesprekingen te starten met de VS. Hoewel Nixon aanvankelijk de oorlog in Zuid-Vietnam nog ernstig had doen escaleren door ook de buurlanden Laos, Cambodja en Noord-Vietnam aan te vallen, trok hij geleidelijk zijn troepen terug en kon Kissinger in 1973 een vredesakkoord sluiten. Nixon begreep immers dat voor een succesvolle vrede de USSR en China er bij betrokken moesten worden.

Nixon was voorts de overtuiging toegedaan dat een verstandig regeringsbeleid de gehele bevolking kon ten goede komen. Hij hevelde federale bevoegdheden over naar de deelstaten, zorgde voor meer voedselhulp en sociale hulp en stabiliseerde de lonen en prijzen. De defensieuitgaven daalden van 9,1% tot 5,8% van het BNP en het gemiddelde gezinsinkomen steeg. In 1972 werd de sociale zekerheid sterk uitgebreid door een minimuminkomen te garanderen. Nixon werd vanwege zijn succesvolle sociaal-economische beleid zeer populair. Hij werd dan ook in november 1972 herkozen met een van de allergrootste verkiezingsoverwinningen uit de Amerikaanse geschiedenis.

De neocons vormden toen nog binnen de Democratische Partij een oppositiebeweging, die hevig anti-USSR was en de détente van Nixon en Kissinger met de USSR afwees. Neocon-zakenlui stelden enorme geldsommen beschikbaar voor neocon-denktanks en -tijdschriften. In 1973 vroegen de Straussianen dat de VS druk zou uitoefenen op de USSR om Sovjetjoden te laten emigreren. Minister van Buitenlandse Zaken Kissinger – nochtans zelf een jood – vond echter dat de situatie der Sovjetjoden niets met Amerika’s belangen van doen had en weigerde dan ook de USSR hierop aan te spreken. De Democratische senator Henry Jackson (1912-1983) ondergroef de détente door het Jackson-Vanik-amendement van 1974, dat détente afhankelijk maakte van de bereidheid der USSR om Sovjetjoden te laten emigreren. Jackson werd in de Democratische Partij bekritiseerd vanwege zijn nauwe banden met de wapenindustrie en zijn steun voor de Vietnamoorlog en voor Israël. Voor dit laatste kreeg hij tevens aanzienlijke financiële steun van Amerikaanse joden. Diverse medewerkers van Jackson, zoals Elliot Abrams, Richard Perle (°1941), Benjamin Wattenberg (°1933) en Wolfowitz, zouden later leidinggevende neocons worden.

Kissinger was ook niet opgezet met de aanhoudende Israëlische verzoeken voor Amerikaanse steun en noemde de Israëlische regering “a sick bunch”: “We have vetoed 8 resolutions for the past years, given them 4 billion dollar in aid (…) and we still are treated as if we have done nothing for them”. Uit diverse bandopnames van het Witte Huis uit 1971 blijkt dat ook president Nixon ernstige twijfels had over de Israëllobby in Washington en over Israël.

Kissinger weerhield er Israël tijdens de Yom Kippoeroorlog van 1973 van om het omsingelde Egyptische 3de Leger in de Sinaï te vernietigen. Toen ook de USSR zijn pro-Arabische retoriek niet durfde hardmaken, kon hij Egypte uit het Sovjetkamp losweken en omvormen tot een bondgenoot der VS, wat een ernstige verzwakking van de Sovjetinvloed in het Nabije Oosten betekende.

Nixon zette ondertussen zijn sociale hervormingen voort. Zo voerde hij in februari 1974 een ziekteverzekering in op basis van werkgevers- en werknemersbijdragen. Hij diende echter in augustus 1974 af te treden vanwege het Watergate-schandaal, dat begon in juni 1972 en bestond uit een meer dan 2 jaar aanhoudende reeks sensationele media-‘onthullingen’ die diverse Republikeinse regeringsfunctionarissen en uiteindelijk president Nixon zelf in zeer ernstige moeilijkheden brachten.

In het bijzonder de krant Washington Post bevuilde het blazoen van de regering-Nixon aanzienlijk: de redacteuren Howard Simons (1929-1989) en Harry Rosenfeld (°1929) organiseerden al in een heel vroeg stadium de buitengewone berichtgeving over wat het Watergate-schandaal zou worden en zetten de journalisten Bob Woodward (°1943) en Carl Bernstein (°1944) op de zaak. Onder het goedkeurend oog van hoofdredacteur Benjamin Bradlee (°1921) suggereerden Woodward en Bernstein op basis van anonieme bronnen talloze verdachtmakingen tegen de regering-Nixon. Rosenfeld kwam uit een familie van Duitse joden die zich in 1939 in de Bronx, New York vestigden. Bernsteins joodse ouders waren lid van de Communist Party of America en werden gedurende 30 jaar geschaduwd door het FBI wegens subversieve activiteiten, waardoor zij een FBI-dossier van meer dan 2.500 bladzijden hadden. Woodward wordt al decennia beschuldigd van overdrijvingen en verzinsels in zijn verslaggeving, vooral inzake zijn anonieme bronnen over het Watergate-schandaal. 

Door dit media-offensief tegen de regering-Nixon werd een intensief gerechtelijk onderzoek gevoerd en richtte de Senaat zelfs een onderzoekscommissie op die overheidsmedewerkers begon te dagvaarden. Nixon diende bijgevolg in 1973 diverse topmedewerkers te ontslaan en kwam uiteindelijk zelf onder vuur te liggen, hoewel hij niets te maken had met de inbraak en de smeergeldaffaire die aan de basis van het Watergate-schandaal lagen. Vanaf april 1974 werd openlijk gespeculeerd over de afzetting van Nixon en toen dit in de zomer van 1974 effectief dreigde te gebeuren, nam hij op 9 augustus zelf ontslag. Minister van Buitenlandse Zaken Kissinger voorspelde tijdens deze laatste dagen dat de geschiedschrijving Nixon zou herinneren als een groot president en dat het Watergate-schandaal slechts een voetnoot zou blijken te zijn.

nix254361.jpgNixon werd opgevolgd door vicepresident Gerald Ford (1913-2006). De neocons oefenden aanzienlijke druk uit op Ford om George Bush sr. (°1924) als nieuwe vicepresident aan te stellen, doch Ford ontstemde hen door voor de gematigder Nelson Rockefeller (1908-1979), ex-gouverneur van de staat New York, te kiezen. Daar ondanks Nixons aftreden het parlement en de media er bleven naar streven om hem voor het gerecht te brengen, verleende Ford in september 1974 een presidentieel pardon aan Nixon voor diens vermeende rol in het Watergate-schandaal. Ondanks de enorme impact van dit schandaal werden de wortels ervan nooit blootgelegd. Nixon bleef tot zijn dood in 1994 zijn onschuld volhouden, hoewel hij wel beoordelingsfouten in de aanpak van het schandaal toegaf. De resterende 20 jaar van zijn leven zou hij besteden aan het herstel van zijn zwaar gehavende imago.

In oktober 1974 werd Nixon getroffen door een levensbedreigende vorm van flebitis, waarvoor hij geopereerd diende te worden. President Ford kwam hem bezoeken in het ziekenhuis, maar de Washington Post – opnieuw – vond het nodig om de zwaar zieke Nixon te bespotten. In het voorjaar van 1975 verbeterde Nixons gezondheid en begon hij aan zijn memoires te werken, hoewel zijn bezittingen opgevreten werden door onder meer hoge advocatenkosten. Op een bepaald moment had ex-president Nixon nog amper 500 dollar op zijn bankrekening staan. Vanaf augustus 1975 verbeterde zijn financiële toestand door een reeks interviews voor een Brits televisieprogramma en door de verkoop van zijn buitenverblijf. Zijn in 1978 verschenen autobiografie ‘RN: The Memoirs of Richard Nixon’ werd een bestseller.

Chinese staatsleiders als Mao Zedong en Deng Xiaoping bleven Nixon nog jarenlang dankbaar voor de verbeterde relaties met de VS en nodigden hem herhaaldelijk uit naar China. Nixon slaagde er pas halfweg de jaren 1980 in om zijn geschonden reputatie enigszins te herstellen na druk in de media becommentarieerde reizen naar het Nabije Oosten en de USSR.

President Ford en Kissinger zetten Nixons détente voort door onder meer de Helsinki-Akkoorden te sluiten met de USSR. En toen Israël bleef weigeren om vrede te sluiten met Egypte, schortte Ford in 1975 onder hevig protest der neocons gedurende 6 maanden alle Amerikaanse militaire en economische steun aan Israël op. Dit was een waar dieptepunt in de Israëlisch-Amerikaanse relaties.

4. De opmars van het neoconservatisme

Neocons als stafchef van het Witte Huis Donald Rumsfeld (°1932), presidentieel adviseur Dick Cheney (°1941), senator Jackson en diens medewerker Paul Wolfowitz duidden tijdens de regering-Ford (1974-1977) de USSR aan als ‘het Kwade’, ook al stelde de CIA dat er géén bedreiging uitging van de USSR en er geen enkel bewijs voor te vinden was. De CIA werd dan ook verweten – onder meer door de Straussiaanse neocon-hoogleraar Albert Wohlstetter (1913-1997) – dat het eventuele bedreigende intenties van de USSR onderschatte.

De Republikeinse Partij verloor door het Watergate-schandaal zwaar bij de parlementsverkiezingen van november 1974, waardoor de neocons de kans kregen om meer invloed te verwerven in de regering. Toen William Colby (1920-1996), hoofd van de CIA, bleef weigeren om een ad hoc studiegroep van externe experten het werk van zijn analisten te laten overdoen, ijverde Rumsfeld in 1975 met succes bij president Ford voor een grondige herschikking van de regering. Op 4 november 1975 werden in dit ‘Halloween Massacre’ diverse gematigde ministers en topambtenaren vervangen door neocons. Onder meer Colby werd vervangen door Bush sr. als hoofd van de CIA, Kissinger bleef minister van Buitenlandse Zaken maar verloor zijn functie van nationaal veiligheidsadviseur aan generaal Brent Scowcroft (°1925), James Schlesinger werd opgevolgd door Rumsfeld als minister van Defensie, Cheney kreeg Rumsfelds vrijgekomen plaats van stafchef van het Witte Huis en John Scali stond zijn plaats als ambassadeur bij de VN af aan Daniel Moynihan (1927-2003). Vicepresident Rockefeller kondigde tevens onder druk der neocons aan dat hij niet zou opkomen als running mate van Ford bij de presidentsverkiezingen van 1976.

Het nieuwe CIA-hoofd Bush sr. vormde de anti-USSR studiegroep Team B onder leiding van de joodse hoogleraar Russische geschiedenis Richard Pipes (°1923) om de intenties der USSR te ‘herbestuderen’. Alle leden van Team B waren a priori al anti-USSR gezind. Pipes nam op aanraden van Richard Perle Wolfowitz op in Team B. Het zwaar omstreden rapport uit 1976 van deze studiegroep beweerde “een ononderbroken streven van de USSR naar wereldhegemonie” en “een falen der inlichtingendiensten” vastgesteld te hebben.

Achteraf bleek Team B op alle vlakken volkomen fout geweest te zijn. De USSR had immers helemaal geen “toenemend BNP waarmee het zich steeds meer wapens aanschafte”, maar verzonk langzaam in economische chaos. Ook een vermeende vloot niet door radar detecteerbare kernonderzeeërs heeft nooit bestaan. Door deze pure verzinsels praatten de Straussianen de VS bijgevolg een fictieve bedreiging door ‘het Kwade’ aan. Team B’s rapport werd gebruikt om de massale (en onnodige) investeringen in bewapening te rechtvaardigen, die begonnen op het einde der regering-Carter (1977-1981) en explodeerden tijdens de regering-Reagan (1981-1989).

In de aanloop naar de presidentsverkiezingen van 1976 schoven de neocons ex-gouverneur van Californië én ex-Democraat (!) Ronald Reagan (1911-2004) naar voor als alternatief voor Ford, die onder meer zijn détente tegenover de USSR en het opschorten van de steun aan Israël werd verweten. Desondanks slaagde Ford er toch in om zich tot Republikeins presidentskandidaat te laten aanduiden. In de eigenlijke presidentsverkiezing verloor hij echter tegen de Democraat Jimmy Carter (°1924).

nathan-glazer-paperback-cover-art.jpgBinnen de door neocons geïnfiltreerde Republikeinse Partij kwam in de jaren 1970 de denktank American Enterprise Institute op. Deze telde invloedrijke neocon-intellectuelen als Nathan Glazer (°1924), Irving Kristol, Michael Novak (°1933), Benjamin Wattenberg en James Wilson (°1931). Zij beïnvloedden de traditioneel-conservatieve achterban der Republikeinen, waardoor het groeiende protestantse fundamentalisme aansloot bij het neoconservatisme. De protestant Reagan werd hierdoor in 1981 president en benoemde direct een reeks neocons (zoals John Bolton, Rumsfeld, Wolfowitz, Doug Feith, William Kristol, Lewis Libby en Elliot Abrams). Bush sr. werd vicepresident.

In plaats van détente kwam er nu een agressief buitenlands en fel anti-USSR beleid, dat sterk steunde op de Kirkpatrick-doctrine die de ex-marxiste en ex-Democrate (!) Jeane Kirkpatrick (1926-2006) in 1979 in haar spraakmakende artikel ‘Dictatorships and Double Standards’ in Commentary beschreef. Dit behelsde dat hoewel de meeste regeringen in de wereld autocratieën zijn én dat ook altijd waren, het mogelijk zou zijn om die op lange termijn te democratiseren. Deze Kirkpatrick-doctrine moest vooral dienen om de steun aan pro-Amerikaanse dictaturen in de Derde Wereld te rechtvaardigen.

Veel immigranten uit het Oostblok werden actief in de neocon-beweging. Zij waren eveneens hevige tegenstanders van détente met de USSR en beschouwden het progressisme als superieur. Podhoretz bekritiseerde bovendien in het begin der jaren 1980 de voorstanders van détente zeer scherp.

De Amerikaanse bevolking werd nu een nog grotere Sovjetbedreiging aangepraat: de USSR zou een internationaal terreurnetwerk sturen en dus achter de terreuraanslagen in de hele wereld zitten. Opnieuw deed de CIA dit af als onzin, maar verspreidde toch de propaganda van het “internationale Sovjet-terreurnetwerk”. Bijgevolg moest de VS reageren. De neocons werden nu democratische revolutionairen: de VS zou internationaal krachten steunen om de wereld te veranderen. Zo werden in de jaren 1980 de Afghaanse mudjaheddin zwaar gesteund in hun strijd tegen de USSR en de Nicaraguaanse Contra’s tegen de sandinistische regering-Ortega. Daarnaast startte de VS een wapenwedloop met de USSR, die echter tot grote begrotingstekorten en een stijgende overheidsschuld leidde: Reagans defensiebeleid deed immers de defensie-uitgaven met 40% stijgen in 1981-1985 en verdriedubbelde het begrotingstekort.

De opkomst der neocons leidde tot een jarenlange Kulturkampf in de VS. Zij verwierpen immers het schuldgevoel over de nederlaag in Vietnam, evenals Nixons buitenlandse beleid. Daarnaast ontstond er verzet tegen een actief internationaal optreden der VS en tegen de vereenzelviging van de USSR met ‘het Kwade’. Reagans buitenlands beleid werd bekritiseerd als agressief, imperialistisch en oorlogszuchtig. Bovendien werd de VS in 1986 door het Internationaal Gerechtshof veroordeeld voor oorlogsmisdaden tegen Nicaragua. Ook veel Centraal-Amerikanen veroordeelden Reagans steun aan de Contra’s en noemden hem een overdreven fanaticus die bloedbaden, martelingen en andere gruwelen over het hoofd zag. De Nicaraguaanse president Ortega gaf ooit aan te hopen dat God Reagan zou vergeven voor zijn “vuile oorlog tegen Nicaragua”.

Ook in de regering-Bush sr. (1989-1993) beïnvloedden neocons het buitenlands beleid. Bijvoorbeeld Dan Quayle (°1947) was toen vicepresident en Cheney minister van Defensie met Wolfowitz als medewerker. Wolfowitz verzette zich in 1991-1992 tegen Bush’ beslissing om het Iraakse regime niet af te zetten na de Golfoorlog van 1990-1991. Hij en Lewis Libby (°1950) stelden in 1992 in een rapport aan de regering ‘preventieve’ aanvallen om “de aanmaak van massavernietigingswapens te voorkomen” – tóen reeds! – en hogere defensie-uitgaven voor. De VS kampte door Reagans bewapeningswedloop echter met een enorm begrotingstekort.

Tijdens de regering-Clinton (1993-2001) werden de neocons verdreven naar de denktanks, waar een twintigtal neocons regelmatig samenkwam, onder meer om over het Nabije Oosten te praten. Een door Richard Perle geleidde neocon-studiegroep met onder meer Doug Feith en David Wurmser stelde in 1996 het betwiste rapport ‘A Clean Break: A New Strategy for Securing the Realm’ op. Dit adviseerde de net aangestelde Israëlische premier Benjamin Netanyahu een agressief beleid tegenover zijn buren: stopzetting van de vredesonderhandelingen met de Palestijnen, afzetting van Saddam Hoessein in Irak en ‘preventieve’ aanvallen tegen de Libanese Hezbollah, Syrië en Iran. Israël moest dus volgens dit rapport streven naar een grondige destabilisering van het Nabije Oosten om zijn strategische problemen op te lossen, doch Israël kon zo’n enorme ondernemingen niet aan.

In 1998 schreef de neocon-denktank Project for the New American Century een brief aan president Clinton om Irak binnen te vallen. Deze brief was ondertekend door een reeks vooraanstaande neocons: Elliott Abrams, Richard Armitage, John Bolton, Zalmay Khalilzad, William Kristol, Richard Perle, Donald Rumsfeld, Paul Wolfowitz en Robert Zoellick. Dit toont nogmaals aan dat deze ideeën bij het aantreden van de regering-Bush jr. zeker niet uit het niets kwamen.

De obsessie der neocons voor het Nabije Oosten is te herleiden tot hun liefde voor Israël. Veel neocons zijn immers van joodse afkomst en voelen zich verbonden met Israël en met de partij Likoed. De neocons menen verder dat in de unipolaire wereld van na de Koude Oorlog de VS zijn militaire macht moet gebruiken om zelf niet bedreigd te worden en om de parlementaire democratie en het kapitalisme te verspreiden. Ook het begrip ‘regime change’ komt van hen.

Hoewel de presidenten Reagan en Bush sr. al neocon-ideeën overnamen, triomfeerde het neoconservatisme pas echt onder president George Bush jr. (°1946), wiens buitenlands en militair beleid volledig gedomineerd werd door neocons. Tijdens de zomer van 1998 ontmoette Bush jr. op voorspraak van Bush sr. diens voormalige adviseur voor Sovjet- en Oost-Europese Zaken Condoleeza Rice op het landgoed van de familie Bush in Maine. Dit leidde er toe dat Rice Bush jr. zou adviseren inzake buitenlands beleid tijdens zijn verkiezingscampagne. Hetzelfde jaar werd ook Wolfowitz aangetrokken. Begin 1999 vormde zich een volwaardige adviesgroep voor buitenlands beleid, die grotendeels afkomstig was uit de regeringen-Reagan en -Bush sr. De door Rice geleide groep omvatte verder Richard Armitage (ex-ambassadeur en ex-geheim agent), Robert Blackwill (ex-adviseur voor Europese en Sovjetzaken), Stephen Hadley (ex-adviseur voor defensie), Lewis Libby (ex-medewerker van de ministeries van Buitenlandse Zaken en Defensie), Richard Perle (adviseur voor defensie), George Schultz (ex-adviseur van president Eisenhower, ex-minister van Arbeid, Financiën en Buitenlandse Zaken, hoogleraar en zakenman), Paul Wolfowitz (ex-medewerker van de ministeries van Buitenlandse Zaken en Defensie), Dov Zakheim (ex-adviseur voor defensie), Robert Zoellick (ex-adviseur voor en ex-viceminister van Buitenlandse Zaken). Bush jr. wou op deze manier zijn gebrek aan buitenlandse ervaring ondervangen. Deze adviesgroep voor buitenlands beleid kreeg tijdens de verkiezingscampagne in 2000 de naam ‘Vulcans’ toebedeeld.

Na Bush’ verkiezingsoverwinning kregen bijna alle Vulcans belangrijke functies in zijn regering: Condoleeza Rice (nationaal veiligheidsadviseur en later Minister van Buitenlandse Zaken), Richard Armitage (viceminister van Buitenlandse Zaken), Robert Blackwill (ambassadeur en later veiligheidsadviseur), Stephen Hadley (veiligheidsadviseur), Lewis Libby (stafchef van vicepresident Cheney), Richard Perle (bleef adviseur voor defensie), Paul Wolfowitz (viceminister van Defensie en later voorzitter van de Wereldbank), Dov Zakheim (opnieuw adviseur voor defensie), Robert Zoellick (presidentieel vertegenwoordiger voor Handelsbeleid en later viceminister van Buitenlandse Zaken).

Ook andere neocons kregen hoge functies: Cheney werd vicepresident, terwijl Rumsfeld opnieuw minister van Defensie, John Bolton (°1948) viceminister van Buitenlandse Zaken, Elliot Abrams lid van de National Security Council en Doug Feith (°1953) presidentieel defensie-adviseur werden. Hierdoor was het Amerikaanse buitenlandse en militaire beleid volledig afgestemd op de geopolitieke belangen van Israël. Wolfowitz, Cheney en Rumsfeld waren de drijvende krachten achter de zogenaamde ‘Oorlog tegen het terrorisme’, die leidde tot de invasies van Afghanistan en van Irak.

Met het ‘Clean Break’-rapport uit 1996 (cfr. supra) was reeds 5 jaar vóór het aantreden van de regering-Bush jr. de blauwdruk van diens buitenlands beleid al ontworpen. Bovendien waren de 3 voornaamste auteurs van dit rapport – Perle, Feith en Wurmser – actief binnen deze regering als adviseur. Een herstructurering van het Nabije Oosten leek nu een stuk realistischer. De neocons stelden het voor alsof de belangen van Israël en de VS samenvielen. Het belangrijkste onderdeel van het rapport was de verwijdering van Saddam Hoessein als de eerste stap in de omvorming van het Israël-vijandige Nabije Oosten in een meer pro-Israëlische regio.

Diverse politieke analisten, waaronder de paleoconservatief Patrick Buchanan, wezen op de sterke overeenkomsten tussen het ‘Clean Break’-rapport en de 21ste eeuwse feiten: in 2000 blies de Israëlische leider Sharon de Oslo-akkoorden met de Palestijnen op door zijn provocatieve bezoek aan de Tempelberg, in 2003 bezette de VS Irak, in 2006 voerde Israël een (mislukte) oorlog tegen de Hezbollah en in 2011 werd Syrië ernstig bedreigd door Westerse sancties en door de VS gesteunde terreurgroepen. En daarnaast is er de aanhoudende oorlogsdreiging tegen Iran.

neocwar23102_1107639552_8926_n.jpgVanaf 2002 beweerde president Bush jr. dat een uit Irak, Iran en Noord-Korea bestaande ‘As van het Kwade’ een gevaar voor de VS betekende. Dit moest bestreden worden door ‘preventieve’ oorlogen. De Straussianen waren van plan om in een eerste fase (hervorming van het Nabije Oosten) Afghanistan, Irak en Iran aan te vallen, in een tweede fase (hervorming van de Levant en Noord-Afrika) Libië, Syrië en Libanon en in een derde fase (hervorming van Oost-Afrika) Somalië en Soedan. Ook Podhoretz somde in Commentary deze reeks aan te vallen landen op. Het principe van een gelijktijdige aanval op Libië en Syrië werd reeds geconcipieerd in de week na de gebeurtenissen van 11 september 2001. Het werd voor het eerst publiekelijk vertolkt door viceminister van Buitenlandse Zaken John Bolton op 6 mei 2002 in zijn toespraak ‘Voorbij de As van het Kwade’. Voormalig NAVO-opperbevelhebber generaal Wesley Clark bevestigde dit nog eens op 2 maart 2007 in een televisie-interview, waarin hij tevens de lijst toonde van landen die achtereenvolgens zouden worden aangevallen door de VS in de volgende jaren.

Bush jr. slaagde er door hevige tegenstand van diverse landen niet in om een resolutie van de VN-Veiligheidsraad tot stand te brengen voor een invasie van Irak. Dit leidde eind 2002 en begin 2003 zelfs tot een diplomatieke crisis. De neocons zagen de Irakoorlog als proeftuin: de VS zou proberen een parlementaire democratie te installeren in Irak om de Arabische vijandschap tegenover Israël te doen afnemen. Podhoretz pleitte in Commentary hevig voor het omverwerpen van Saddam Hoessein en prees president Bush jr., die ook het ABM-wapenbeperkingsverdrag met Rusland opzegde. Door het Amerikaanse fiasco in Irak verloor het neoconservatisme echter zijn invloed, waardoor het de tweede regering-Bush jr. veel minder domineerde.

Het buitenlands beleid van Bush jr. werd internationaal zeer zwaar bekritiseerd, vooral door Frankrijk, Oeganda, Spanje en Venezuela. Het anti-amerikanisme nam tijdens zijn presidentschap dan ook sterk toe. Ook de Democratische ex-president Jimmy Carter bekritiseerde Bush jarenlang voor een onnodige oorlog “gebaseerd op leugens en verkeerde interpretaties”.

In 2007 drong Podhoretz er op aan dat de VS Iran zou aanvallen, hoewel hij goed besefte dat dit het anti-amerikanisme in de hele wereld exponentieel zou doen toenemen.

5. Enkele neocon-denktanks

Neocons willen de parlementaire democratie en het kapitalisme internationaal verspreiden, óók in onstabiele regio’s en óók door middel van oorlog. Het American Enterprise Institute (AEI), de Heritage Foundation (HF) en het Project for the New American Century (PNAC) zijn hierbij de voornaamste denktanks.

5.1. American Enterprise Institute (AEI)

Het in 1943 opgerichte AEI streeft naar inkrimping van overheidsdiensten, een vrije markt, liberale democratie en een actief buitenlands beleid. Deze denktank werd gesticht door toplui van grote ondernemingen (onder meer Chemical Bank, Chrysler en Paine Webber) en wordt gefinancierd door bedrijven, stichtingen en particulieren. Tot op heden bestaat de raad van bestuur van het AEI uit toplui van multinationals en financiële ondernemingen, onder meer AllianceBernstein, American Express Company, Carlyle Group, Crow Holdings en Motorola.

Tot de jaren 1970 had het AEI weinig invloed in de Amerikaanse politiek. In 1972 startte het AEI echter met een onderzoeksafdeling en in 1977 deed de toetreding van ex-president Gerald Ford diverse toplui uit zijn regering in het AEI belanden. Ford bezorgde het AEI ook internationale invloed. Tevens begonnen diverse prominente neocons, zoals Irving Kristol, Gertrude Himmelfarb, Michael Novak, Benjamin Wattenberg en James Wilson, toen voor het AEI te werken. Tegelijk namen de financiële middelen en het personeelsbestand van het AEI exponentieel toe.

In de jaren 1980 traden diverse AEI-medewerkers in dienst van de regering-Reagan, waar zij een hard anti-USSR standpunt bepleitten. In de periode 1988-2000 versterkte het AEI zich met onder meer John Bolton, Lynne Cheney (echtgenote van Dick Cheney), Newt Gingrich, Frederick Kagan (zoon van PNAC-medestichter Donald Kagan) en Richard Perle, terwijl de financiële middelen verder toenamen.

Het AEI werd vooral sinds het aantreden van de regering-Bush jr. belangrijk. Diverse AEI-medewerkers maakten immers deel uit van of werkten achter de schermen voor deze regering. Ook andere regeringsmedewerkers onderhielden goede contacten met het AEI. Deze denktank besteedde steeds veel aandacht aan het Nabije Oosten en was dan ook nauw betrokken bij de voorbereiding van de invasie van Irak en de daaropvolgende burgeroorlog. Daarnaast viseerde het AEI ook Iran, Noord-Korea, Rusland, Syrië, Venezuela en bevrijdingsbewegingen als Hezbollah. Tegelijk werd gepleit voor nauwere banden met landen met gelijkaardige belangen, zoals Australië, Colombia, Georgië, Groot-Brittannië, Israël, Japan, Mexico en Polen.

5.2. Heritage Foundation (HF)

De HF werd in 1973 opgericht door Joseph Coors (1917-2003), Edwin Feulner (°1941) en Paul Weyrich (1942-2008) uit ontevredenheid over Nixons beleid. Zij wilden hiermee nadrukkelijk het overheidsbeleid in een andere richting sturen. De ondernemer Coors was geldschieter van de Californische gouverneur en latere Amerikaanse president Reagan. Hij voorzag met 250.000 dollar tevens het eerste jaarbudget van de nieuwe denktank. De liberaal-katholieken Feulner en Weyrich waren adviseurs van Republikeinse parlementsleden. In 1977 werd de invloedrijke Feulner hoofd van de HF. Door het uitbrengen van beleidsadviezen – toen een volkomen nieuwe tactiek in het wereldje van Washingtons denktanks – wekte hij nationale interesse voor de HF.

De HF was een belangrijke motor achter de opkomst van het neoconservatisme en focust vooral op economisch liberalisme. Met ‘erfgoed’ (heritage) wordt het joods-protestantse gedachtegoed en het liberalisme bedoeld. Deze denktank promoot dan ook de vrije markt, inkrimping van overheidsdiensten, individualisme en een sterke defensie. De HF wordt gefinancierd door bedrijven, stichtingen en particulieren.

De regering-Reagan werd sterk beïnvloed door ‘Mandate for Leadership’, een boek van de HF uit 1981 over inkrimping van overheidsdiensten. Ook ging de VS onder invloed van de HF actief anti-USSR verzetsgroeperingen in de hele wereld en Oostblokdissidenten ondersteunen. Het begrip ‘Rijk van het Kwade’ waarmee de USSR in deze periode omschreven werd, komt eveneens van de HF.

De HF ondersteunde tevens krachtig het buitenlands beleid van president Bush jr. en diens invasie van Irak. Diverse HF-medewerkers oefenden voorts functies uit in zijn regering, zoals Paul Bremer (°1941) die gouverneur van het bezette Irak werd. Eind 2001 richtte de HF de Homeland Security Task Force op, die de contouren uittekende voor het nieuwe ministerie van Binnenlandse Veiligheid.

Ook heden blijft de HF nog steeds één der invloedrijkste Amerikaanse denktanks. Zo keurde de HF in 2010 de hernieuwing van het START-wapenbeperkingsverdrag tussen de VS en Rusland af.

5.3. Project for the New American Century (PNAC)

Het PNAC werd in 1997 opgericht door het New Citizenship Project en heeft de internationale hegemonie der VS tot doel. Het wil dit bereiken door militaire kracht, diplomatie en morele principes. Het 90 bladzijden tellende PNAC-rapport ‘Rebuilding America’s Defenses’ uit september 2000 stelde de afwezigheid vast van een “catastrophic and catalyzing event like a new Pearl Harbor” en noemde tevens 4 militaire doeleinden: het beschermen van de VS, het overtuigend winnen van meerdere oorlogen, optreden als internationale politieagent en hervorming van het leger. Het PNAC lobbyde voor deze doelstellingen zeer intensief bij Amerikaanse en Europese politici.

Onder de 25 oprichters van het PNAC bevonden zich onder meer John Bolton (topambtenaar onder Reagan en Bush sr.), Jeb Bush (gouverneur van Florida en broer van president Bush jr.), Dick Cheney (stafchef van het Witte Huis onder Ford en minister van Defensie onder Bush sr.), Elliot Cohen (hoogleraar politicologie), Midge Decter (journaliste, schrijfster en echtgenote van Podhoretz), Steve Forbes (hoofd van Forbes Magazine), Aaron Friedberg (hoogleraar internationale politiek), Francis Fukuyama (hoogleraar filosofie, politicologie en sociologie), Donald Kagan (hoogleraar geschiedenis), Zalmay Khalilzad (medewerker van de ministeries van Buitenlandse Zaken onder Reagan en van Defensie onder Bush sr.), William Kristol (hoofdredacteur van het neocon-blad The Weekly Standard), John Lehman (staatssecretaris voor de Marine onder Reagan en zakenman), Lewis Libby (medewerker van de ministeries van Buitenlandse Zaken onder Reagan en van Defensie onder Bush sr.), Norman Podhoretz (hoofdredacteur van het neocon-blad Commentary), Dan Quayle (vicepresident onder Bush sr.), Donald Rumsfeld (stafchef van het Witte Huis en minister van Defensie onder Ford, presidentieel adviseur onder Reagan en adviseur bij het ministerie van Defensie onder Bush sr.) en Paul Wolfowitz (medewerker van het ministerie van Defensie onder Ford en adviseur voor de ministeries van Buitenlandse Zaken onder Reagan en van Defensie onder Bush sr.). Later traden ook Richard Perle (adviseur bij het ministerie van Defensie) en George Weigel (bekende progressief-katholieke publicist en politiek commentator) toe.

Het PNAC is een zeer omstreden organisatie omdat het dominantie van de wereld, de ruimte en het internet door de VS in de 21ste eeuw voorstaat. Tegenreactie kwam er met het BRussels Tribunal en From the Wilderness. Het burgerinitiatief BRussels Tribunal werd in 2004 opgericht door onder meer cultuurfilosoof Lieven De Cauter (KULeuven) en verzet zich tegen het buitenlands beleid van de VS. Het weest dan ook het PNAC en de Amerikaanse bezetting van Irak af. BRussels Tribunal klaagde tevens de moordcampagne tegen Iraakse academici en de vernietiging van Iraks culturele identiteit door het Amerikaanse leger aan. From the Wilderness meent dat het PNAC de wereld wil veroveren en dat de aanslagen van 11 september 2011 opzettelijk werden toegelaten door leden der Amerikaanse regering met het oog op de verovering van Afghanistan en Irak en het inperken der vrijheden in de VS.

In zijn bekende boek ‘The End of History and the Last Man’ uit 1992 poneerde hoogleraar en PNAC-medestichter Francis Fukuyama dat na de teloorgang der USSR de geschiedenis geëindigd was en voortaan het kapitalisme en parlementaire democratieën zouden triomferen. Dit boek was voor de regering-Bush jr. een rechtvaardiging voor de invasie van Irak en tevens een der voornaamste inspiratiebronnen van het PNAC. Fukuyama klaagde echter in zijn boek ‘America at the Crossroads: Democracy, Power and the Neoconservative Legacy’ uit 2006 de machthebbers in het Witte Huis aan. Hij stelde dat de VS door de Irakoorlog internationaal aan geloofwaardigheid en autoriteit inboette. Wereldwijd en vooral in het Nabije Oosten werd het anti-amerikanisme er sterk door aangewakkerd. Bovendien had de VS geen stabiliseringsplan voor het bezette Irak. Fukuyama stelt tevens dat de retoriek van de regering-Bush jr. over de “internationale oorlog tegen het terrorisme” en over de “islamitische bedreiging” zwaar overdreven is. Toch blijft Fukuyama een overtuigde neocon die wereldwijde democratisering onder leiding van de VS nastreeft. Wel verweet hij de regering-Bush jr. haar unilaterale werkwijze en haar ‘preventieve’ oorlogsvoering om de liberale democratie te verspreiden. De voordien door de VS toegepaste regimewissels werden daardoor veronachtzaamd. Fukuyama wil daarom het neocon-buitenlandbeleid voortzetten op een bedachtzame wijze die geen vrees of anti-amerikanisme opwekt bij andere landen.

6. Een aantal neocon-topfiguren

Elliot Abrams werd in 1948 geboren in een joods gezin in New York en is de schoonzoon van Norman Podhoretz. Abrams werkte als adviseur inzake buitenlands beleid voor de Republikeinse presidenten Reagan en Bush jr. Tijdens de regering-Reagan raakte hij in opspraak door het verborgen houden van de wreedheden van pro-Amerikaanse regimes in Centraal-Amerika en van de Contra’s in Nicaragua. Abrams werd uiteindelijk veroordeeld voor het achterhouden van informatie en het afleggen van valse verklaringen aan het Amerikaanse parlement. Tijdens de regering-Bush jr. was hij presidentieel adviseur voor het Nabije Oosten en Noord-Afrika en inzake de wereldwijde verspreiding van democratie. Volgens de Britse krant The Observer was Abrams ook betrokken bij de mislukte couppoging tegen de Venezolaanse president Hugo Chavez in 2002.

De in 1953 geboren Jeb Bush stamt uit de rijke protestantse ondernemersfamilie Bush, die ook de presidenten Bush sr. (zijn vader) en Bush jr. (zijn broer) voortbracht. Jeb Bush was in 1997 medestichter van het Project for the New American Century. In 1999-2007 was hij gouverneur van Florida met de steun van zowel de Cubaanse als de niet-Cubaanse Latino’s, evenals van de joodse gemeenschap in Florida.

De protestantse zionist Dick Cheney werd in 1941 geboren in Nebraska. Na studies aan de Yale University en de University of Wisconsin begon hij in 1969 te werken onder presidentieel medewerker Donald Rumsfeld. In de volgende jaren bekleedde Cheney diverse andere functies in het Witte Huis om in 1974 adviseur van president Ford te worden. In 1975 werd hij stafchef van het Witte Huis.

Als minister van Defensie in de regering-Bush sr. (1989-1993) leidde Cheney de Golfoorlog van 1990-1991 tegen Irak en installeerde daarbij militaire bases in Saoedi-Arabië. Na 1993 engageerde hij zich in het American Enterprise Institute en in het Jewish Institute for National Security Affairs. In 1995-2000 stond Cheney aan het hoofd van de energiereus Halliburton.

Onder Bush jr. was Cheney in 2000-2008 vicepresident en kon tevens Rumsfeld tot minister van Defensie laten benoemen. Hij slaagde er echter niet in om Wolfowitz de leiding van de CIA te bezorgen (cfr. infra). Om de oorlogen in Afghanistan en Irak te rechtvaardigen droeg Cheney aanzienlijk bij aan de ontwikkeling van het concept ‘Oorlog tegen het Terrorisme’ en aan de valse beschuldigingen van massavernietigingswapens. Cheney was de machtigste en invloedrijkste vicepresident ooit in de Amerikaanse geschiedenis. Hij en Rumsfeld ontwikkelden tevens een martelprogramma voor krijgsgevangenen. Cheney beïnvloedde ook de belastingheffing en de begroting enorm. Na zijn aftreden bekritiseerde hij het veiligheidsbeleid van de regering-Obama sterk.

Doug Feith werd in 1953 geboren in Philadelphia als zoon van de zionistische joodse zakenman Dalck Feith, die in 1942 van Polen naar de VS emigreerde. Feith werd na studies aan de Harvard University en de Georgetown University hoogleraar veiligheidsbeleid aan deze laatste universiteit. Daarnaast schreef hij zeer pro-Israëlische bijdragen voor onder meer Commentary en de Wall Street Journal. Feith kantte zich hevig tegen de détente met de USSR, het ABM-wapenbeperkingsverdrag en het Camp David-vredesakkoord tussen Egypte en Israël. Hij verdedigt voorts intensief de Amerikaanse steun aan Israël.

Feith behoorde in 1996 tot de opstellers van het omstreden rapport ‘A Clean Break: A New Strategy for Securing the Realm’, dat agressieve beleidsaanbevelingen formuleerde voor toenmalig Israëlisch premier Netanyahu. In 2001 werd Feith benoemd tot defensie-adviseur van president Bush jr. In 2004 werd hij door het FBI ondervraagd op verdenking van het doorspelen van geheime informatie aan de zionistische lobbygroep AIPAC. Heden is Feith medewerker van de denktank Jewish Institute for National Security Affairs, die een hecht bondgenootschap tussen de VS en Israël bepleit.

De in 1947 in New Jersey geboren Steve Forbes werd in 1985 door president Reagan benoemd tot hoofd van de CIA-radiozenders Radio Free Europe en Radio Liberty, die tijdens de Koude Oorlog Amerikaanse propaganda uitzonden in diverse talen in het Oostblok. Reagan vergrootte het budget van deze anti-USSR radiozenders en deed hen meer kritiek uiten op de USSR en zijn satellietstaten.

De pro-Israëlische Forbes was in 1997 medestichter van het Project for the New American Century en zetelt tevens in de raad van bestuur van de Heritage Foundation. Hij bepleit vrijhandel, inkrimping van overheidsdiensten, strenge criminaliteitswetgeving, legalisering van drugs, homohuwelijk en inperking van de sociale zekerheid. Heden is hij hoofd van zijn eigen blad Forbes Magazine.

De joodse hoogleraar internationale politiek Aaron Friedberg (°1956) was in 1997 medestichter van het Project for the New American Century. In 2003-2005 was hij adviseur veiligheidszaken en directeur beleidsplanning van vicepresident Cheney.

Nathan Glazer werd in 1924 geboren als zoon van joodse immigranten uit Polen. Hij studeerde in het begin der jaren 1940 aan het City College of New York, dat toen een marxistisch anti-USSR broeinest was. Glazer leerde er diverse uit Oost-Europa afkomstige joodse trotskisten kennen, zoals Daniel Bell (1919-2011), Irving Howe (1920-1993) en Irving Kristol.

Glazer was topambtenaar in de regeringen-Kennedy en –Johnson. In 1964 werd hij hoogleraar sociologie aan de University of California en in 1969 aan de Harvard University. Samen met zijn collega-hoogleraar sociologie Daniel Bell (een der belangrijkste naoorlogse joodse intellectuelen in de VS) en Irving Kristol stichtte Glazer in 1965 het invloedrijke tijdschrift The Public Interest. Glazer was tevens een sterk promotor van het multiculturalisme.

Donald Kagan werd in 1932 geboren in een joods gezin in Litouwen, maar groeide op in Brooklyn, New York. De trotskist Kagan werd in de jaren 1970 een neocon en was in 1997 een der stichters van het Project for the New American Century. Hij was eerst hoogleraar geschiedenis aan de Cornell University en vervolgens aan de Yale University.

De Afghaan Zalmay Khalilzad (° 1951) studeerde aan de American University of Beyrut en aan de University of Chicago. Aan deze laatste universiteit leerde hij de prominente nucleaire strateeg, presidentieel adviseur en hoogleraar Albert Wohlstetter kennen, die hem introduceerde in regeringskringen. Khalilzad is gehuwd met de joodse feministe en politieke analiste Cheryl Benard (°1953). Hij stichtte in Washington DC het internationale zakenadvieskantoor Khalilzad Associates, dat werkt voor bouw- en energiebedrijven.

In 1979-1989 was Khalilzad hoogleraar politieke wetenschappen aan de Columbia University. In 1984 werkte hij voor Wolfowitz op het ministerie van Buitenlandse Zaken en in 1985-1989 was hij regeringsadviseur inzake de Sovjetoorlog in Afghanistan en de Iran-Irakoorlog. In die periode werkte Khalilzad nauw samen met de strateeg Zbigniew Brzezinski, die de Amerikaanse steun aan de Afghaanse mudjaheddin uitgewerkt had. In 1990-1992 werkte hij bij het ministerie van Defensie.

Khalilzad was in 1997 medestichter van het Project for the New American Century. In 2001 was hij adviseur van president Bush jr. en lid van de National Security Council. Khalilzad was ambassadeur in Afghanistan in 2002-2005, in Irak in 2005-2007 en bij de VN in 2007-2009.

De in Oklahoma geboren Jeane Kirkpatrick (1926-2006) studeerde politieke wetenschappen aan de Columbia University en aan het Franse Institut des Sciences Politiques. Onder invloed van haar marxistische grootvader was Kirkpatrick toen lid van de Young People’s Socialist League (de jongerenafdeling van de Socialist Party of America). Aan de Columbia University werd ze sterk beïnvloed door de joodse marxistische hoogleraar politicologie Franz Neumann (1900-1954), die voordien in Duitsland in de SPD actief was geweest.

Vanaf 1967 doceerde Kirkpatrick aan de Georgetown University. In de jaren 1970 trad ze toe tot de Democratische Partij, waar ze nauw samenwerkte met senator Henry Jackson. Kirkpatrick raakte echter ontgoocheld in de Democraten vanwege de détente tegenover de USSR. Haar Kirkpatrick-doctrine, die Amerikaanse steun aan Derde Wereld-dictaturen goedpraatte en beweerde dat dit op lange termijn tot democratie zou kunnen leiden, raakte bekend door haar artikel ‘Dictatorships and Double Standards’ in Commentary in 1979. De Republikeinse president Reagan maakte haar daarom in 1981 lid van de National Security Council en ambassadeur bij de VN. De sterk pro-Israëlische Kirkpatrick verzette zich als ambassadeur bij de VN tegen iedere poging tot oplossing van het Arabisch-Israëlisch conflict. In 1985 nam ze ontslag en werd opnieuw hoogleraar aan de Georgetown University. Daarnaast was Kirkpatrick ook verbonden aan het American Enterprise Institute.

De in 1952 in New York geboren William Kristol is de zoon van de joodse neocon-peetvader Irving Kristol en historica Gertrude Himmelfarb. Kristol doceerde aanvankelijk aan de University of Pennsylvania en aan de Harvard University. In 1981-1989 was hij stafchef van minister William Bennet in de regering-Reagan en in 1989-1993 stafchef van vicepresident Dan Quayle in de regering-Bush sr. Zijn in deze laatste functie verworven bijnaam ‘Dan Quayle’s brain’ geeft aan dat Kristol een aanzienlijke invloed uitoefende.

Kristol is actief in diverse neocon-organisaties. Zo was hij in 1997-2005 voorzitter van het New Citizen Project, waardoor hij in 1997 tevens medestichter van het Project for the New American Century was en uiteraard ook de invasie van Irak verdedigde. Hij is tevens bestuurslid van het Emergency Committee for Israel’s Leadership, een neocon-lobbygroep die weerwerk levert tegen Israël-kritische parlementsleden.

Heden is Kristol politiek commentator bij de televisiezender Fox News en hoofdredacteur van de door hem gestichte neocon-periodiek The Weekly Standard. Hij pleit al jarenlang hevig voor een Amerikaanse aanval op Iran en bekritiseerde in 2010 de “lauwe aanpak van Iran” door president Obama. Ook de Amerikaanse militaire actie tegen Libië in 2011 werd door hem actief gesteund.

De in 1942 in Philadelphia geboren zakenman John Lehman was tijdens de regering-Reagan staatssecretaris voor de Marine (1981-1987). Sindsdien is hij actief in diverse neocon-denktanks, zoals het Project for the New American Century, de Heritage Foundation, het Committee on the Present Danger, …

Lewis Libby (°1950) stamt uit een rijke joodse bankiersfamilie uit Connecticut. Na studies politieke wetenschappen aan de Yale University en rechten aan de Columbia University lanceerde de bevriende Yale-professor Paul Wolfowitz vervolgens zijn advocatencarrière. Libby werkte voor Wolfowitz op het ministerie van Buitenlandse Zaken in 1981-1985 en op het ministerie van Defensie in 1989-1993.

In 1997 was Libby medestichter van het Project for the New American Century. Tijdens de verkiezingscampagne van Bush jr. behoorde hij tot de neocon-adviesgroep Vulcans. In 2001 werd Libby adviseur van president Bush jr., evenals stafchef en adviseur van vicepresident Cheney. Hij werd beschouwd als de meest fervente vertegenwoordiger der Israëllobby in de regering-Bush jr. De Britse minister van Buitenlandse Zaken Jack Straw zei zelfs over Libbys betrokkenheid bij de Israëlisch-Palestijnse onderhandelingen: “It’s a toss-up whether he is working for the Israelis or the Americans on any given day”.

In 2005 nam Libby ontslag nadat hij gedagvaard werd wegens meineed, het afleggen van valse verklaringen en het belemmeren van het gerechtelijk onderzoek in de zaak-Plame. In 2007 werd Libby schuldig bevonden en veroordeeld tot 2,5 jaar gevangenisstraf, 400 uur gemeenschapsdienst en een boete van 250.000 dollar. De gevangenisstraf werd echter door president Bush jr. kwijtgescholden.

De liberaal-katholiek Michael Novak (°1933) is van Slovaakse afkomst. Zijn progressieve geschriften over het Tweede Vaticaans Concilie, dat hij als journalist bijwoonde, werden zeer zwaar bekritiseerd door conservatieve katholieken. Het leverde hem wel de sympathie op van de protestantse theoloog Robert McAfee, die hem in 1965 aan een professoraat aan de Stanford University hielp.

In 1968 werd Novak benoemd aan de State University of New York. In 1973-1976 werkte hij voor de Rockefeller Foundation om daarna hoogleraar aan de Syracuse University te worden. In 1981-1982 zetelde Novak namens de VS in de VN-Commissie voor Mensenrechten. In 1986 leidde hij de Amerikaanse delegatie op de Conferentie voor Veiligheid & Samenwerking in Europa (CVSE). In 1987-1988 was Novak hoogleraar aan de University of Notre Dame. Sinds 1978 is hij ook verbonden aan het American Enterprise Institute. Zijn publicaties handelen over kapitalisme, democratisering en toenadering tussen protestanten en katholieken.

Richard Perle werd in 1941 in een joods gezin in New York geboren, maar groeide op in Californië. Na zijn studies politieke wetenschappen aan de University of Southern California, aan de London School of Economics en aan de Princeton University werkte Perle in 1969-1980 voor de Democratische senator Henry Jackson, voor wie hij het Jackson-Vanik-amendement opstelde dat détente met de USSR afhankelijk maakte van de mogelijkheid tot emigratie voor Sovjetjoden. Perle leidde ook het verzet tegen de ontwapeningsgesprekken van de regering-Carter met de USSR. In 1987 bekritiseerde hij het INF-ontwapeningsverdrag van de regering-Reagan met de USSR, evenals in 2010 de hernieuwing door de regering-Obama van het START-wapenbeperkingsverdrag met Rusland.

Perle werd er regelmatig van beschuldigd in werkelijkheid voor Israël te werken en er zelfs voor te spioneren. Al in 1970 betrapte het FBI hem er op geheime informatie te bespreken met iemand van de Israëlische ambassade. In 1983 lekte uit dat hij aanzienlijke geldsommen ontving om de belangen van een Israëlische wapenproducent te dienen.

Perle werkte in 1987-2004 als adviseur bij het ministerie van Defensie en is lid van diverse neocon-denktanks, zoals het American Enterprise Institute, het Project for the New American Century en het Jewish Institute for National Security Affairs. Hij verdedigde ook vurig de Amerikaanse invasie in Irak en behoorde in 1996 tot de auteurs van het controversiële rapport ‘A Clean Break: A New Strategy for Securing the Realm’, dat beleidsadviezen vervatte voor toenmalig Israëlisch premier Netanyahu.

De omstreden historicus Richard Pipes (° 1923) is de zoon van een joodse zakenman uit Polen. Het gezin Pipes immigreerde in 1940 in de VS. Na zijn studies aan Muskingum College, de Cornell University en de Harvard University doceerde Pipes in 1950-1996 Russische geschiedenis aan de Harvard University. Hij schreef tevens voor Commentary. Tijdens de jaren 1970 bekritiseerde Pipes de détente met de USSR en adviseerde hij senator Henry Jackson. In 1976 leidde Pipes de controversiële studiegroep Team B, die de geopolitieke capaciteiten en doelstellingen der USSR moest herbekijken. In 1981-1982 was hij lid van de National Security Council. Pipes was ook jarenlang lid van de necon-denktank Committee on the Present Danger.

Pipes’ wetenschappelijk werk is echter omstreden in de academische wereld. Critici stellen dat zijn historisch werk louter tot doel heeft om de USSR te bestempelen als het ‘Rijk van het Kwade’. Daarnaast schreef hij voluit over Lenins zogezegde “onuitgesproken veronderstellingen”, terwijl hij volkomen negeerde wat Lenin effectief heeft gezegd. Pipes wordt voorts beschuldigd van het selectief gebruik van documenten: wat in zijn kraam paste, werd uitgebreid beschreven en wat niet in zijn kraam paste, werd gewoon over het hoofd gezien. Ook de Russische schrijver en intellectueel Aleksandr Solzhenitsyn wees Pipes werk af als “de Poolse versie van de Russische geschiedenis”.

Dan Quayle werd in 1947 geboren in Indiana als kleinzoon van de vermogende en invloedrijke krantenmagnaat Eugene Pulliam. Na studies politieke wetenschappen aan de DePauw University en rechten aan de Indiana University zetelde Quayle vanaf 1976 in het Amerikaanse parlement. In 1989-1993 was hij vicepresident onder Bush sr. De investeringsbankier Quayle was in 1997 medestichter van het Project for the New American Century. Hij zetelt verder in diverse raden van bestuur van grote bedrijven en is bestuurder bij de Aozora Bank in Japan. Quayle schrijft ook een column die in diverse Amerikaanse kranten verschijnt.

De in 1932 in Illinois geboren Donald Rumsfeld was in 1954-1957 marinepiloot en vlieginstructeur bij de Amerikaanse marine. Daarna was hij medewerker van 2 parlementsleden (tot 1960) en van een investeringsbank (tot 1962), waarna hij Republikeins parlementslid werd. In 1969-1972 was Rumsfeld presidentieel adviseur van Nixon. In 1973 was hij ambassadeur bij de NAVO in Brussel.

Rumsfeld werd in 1974 stafchef van het Witte Huis onder president Ford. Op zijn instigatie herschikte Ford in november 1975 zijn regering grondig (wat later de naam ‘Halloween Massacre’ kreeg). Rumsfeld werd minister van Defensie. Hij stopte de geleidelijke daling van het defensiebudget en versterkte de nucleaire en conventionele bewapening der VS, waardoor hij Buitenlandminister Kissingers SALT-onderhandelingen met de USSR ondermijnde. Rumsfeld greep het controversiële rapport van Team B uit 1976 aan om kruisraketten en een groot aantal marineschepen te bouwen.

Na het aantreden van de Democratische regering-Carter in 1977 doceerde Rumsfeld kort aan de Princeton University en de Northwestern University in Chicago om daarna topfuncties in het zakenleven op te nemen. Onder Reagan was hij in 1982-1986 presidentieel adviseur voor wapenbeheersing en kernwapens en in 1982-1984 presidentieel gezant voor het Nabije Oosten en het Internationaal Zeerechtverdrag. In de regering-Bush sr. was Rumsfeld in 1990-1993 adviseur bij het ministerie van Defensie. In 1997 was hij medestichter van het Project for the New American Century.

Onder president Bush jr. was Rumsfeld in 2001-2006 opnieuw minister van Defensie, waardoor hij de planning van de invasies van Afghanistan en Irak domineerde. Hij wordt zowel in de VS als internationaal verantwoordelijk geacht voor het opsluiten van krijgsgevangenen zonder bescherming van de Conventies van Genève, evenals voor de daaruit volgende martel- en misbruikschandalen in Abu Ghraib en Guantanamo. In 2009 werd Rumsfeld door de VN-Mensenrechtencommissie zelfs een oorlogsmisdadiger genoemd.

Benjamin Wattenberg werd in 1933 geboren in een joods gezin in New York. In 1966-1968 werkte hij als assistent en speechschrijver voor president Johnson. In 1970 tekende hij met politicoloog, verkiezingsspecialist en presidentieel adviseur Richard Scammon (1915-2001) de strategie uit die de Democraten de overwinning opleverde bij de parlementsverkiezingen van 1970 en die de Republikein Richard Nixon in 1972 opnieuw president maakte. In de jaren 1970 was Wattenberg adviseur van Democratisch senator Henry Jackson. Verder werkte hij als topambtenaar voor de presidenten Carter, Reagan en Bush sr. Heden is hij verbonden aan het American Enterprise Institute.

De hoogleraar politieke wetenschappen James Wilson (°1931) doceerde in 1961-1987 aan de Harvard University, in 1987-1997 aan de University of California, in 1998-2009 aan de Pepperdine University en daarna aan het Boston College. Daarnaast oefende hij diverse functies uit in het Witte Huis en was hij adviseur van enkele Amerikaanse presidenten. Wilson is ook gelieerd aan het American Enterprise Institute.

De toonaangevende neocon Paul Wolfowitz werd in 1943 in Brooklyn, New York geboren als zoon van joodse immigranten uit Polen. Zijn vader was professor statistiek en AIPAC-lid Jacob Wolfowitz (1910-1981), die de Sovjetjoden en Israël actief steunde. Wolfowitz studeerde eerst wiskunde aan de Cornell University in de jaren 1960, waar hij professor Allan Bloom leerde kennen en tevens lid was van de geheime studentengroepering Quil and Dragger. Tijdens zijn studies politieke wetenschappen aan de University of Chicago leerde hij de professoren Leo Strauss en Albert Wohlstetter kennen, evenals zijn medestudenten James Wilson en Richard Perle.

In 1970-1972 doceerde Wolfowitz politieke wetenschappen aan de Yale University, waar Lewis Libby een van zijn studenten was. Daarna was hij medewerker van senator Henry Jackson. In 1976 behoorde Wolfowitz tot de controversiële anti-USSR studiegroep Team B die de analyses der CIA inzake de USSR moest ‘herbestuderen’. In 1977-1980 was Wolfowitz medewerker van het ministerie van Defensie. In 1980 werd hij hoogleraar internationale betrekkingen aan de John Hopkins University.

In de regering-Reagan werd Wolfowitz in 1981 op voorspraak van John Lehman (°1942) medewerker van het ministerie van Buitenlandse Zaken. Hij wees Reagans toenadering tot China ten stelligste af, wat hem in conflict bracht met minister van Buitenlandse Zaken Alexander Haig (1924-2010). In 1982 voorspelde de New York Times dan ook dat Wolfowitz vervangen zou worden op het ministerie van Buitenlandse Zaken. In de plaats gebeurde in 1983 echter het omgekeerde: Haig – die ook overhoop lag met minister van Defensie Caspar Weinberger (1917-2006) – werd vervangen door de neocon George Schultz (°1920) en Wolfowitz werd gepromoveerd tot Schultz’ assistent voor Oost-Aziatische en Pacifische zaken. Lewis Libby en Zalmay Khalilzad werden medewerker van Wolfowitz. In 1986-1989 was Wolfowitz ambassadeur in Indonesië.

Tijdens de regering-Bush sr. (1989-1993) was Wolfowitz viceminister van Defensie onder minister Cheney met opnieuw Libby als zijn medewerker. Hierdoor waren zij nauw betrokken bij de oorlog tegen Irak in 1990-1991. Wolfowitz betreurde sterk dat de VS zich in deze oorlog beperkte tot de herovering van Koeweit en niet doorstootte naar Bagdad. Hij en Libby zouden heel de jaren 1990 door blijven lobbyen voor een ‘preventieve’ en unilaterale aanval tegen Irak.

In 1994-2001 was Wolfowitz opnieuw hoogleraar aan de John Hopkins University, waar hij zijn neocon-visie uitdroeg. In 1997 was hij medestichter van het Project for a New American Century.

Wolfowitz scheidde in 1999 van zijn vrouw Clare Selgin en begon een relatie met de Brits-Libanese Wereldbank-medewerkster Shaha Ali Riza, wat hem in 2000 en 2007 in de problemen zou brengen (cfr. infra). Tijdens de verkiezingscampagne van Bush jr. in 2000 behoorde Wolfowitz tot Bush’ adviesgroep voor buitenlands beleid Vulcans. Voor de daaropvolgende regering-Bush jr. werd Wolfowitz voorgedragen als hoofd van de CIA, doch dit mislukte doordat zijn ex-vrouw in een brief aan Bush jr. zijn relatie met een buitenlands burger een veiligheidsrisico voor de VS noemde. Hij werd dan maar in 2001-2005 opnieuw viceminister van Defensie onder minister Rumsfeld.

Wolfowitz maakte van de gebeurtenissen van 11 september 2001 handig gebruik om onmiddellijk opnieuw zijn retoriek over ‘massavernietigingswapens’ en ‘preventieve’ aanvallen tegen ‘terroristen’ boven te halen. Hij en Rumsfeld pleitten vanaf dan bij iedere gelegenheid voor een aanval op Irak. Omdat de CIA hun beweringen over ‘Iraakse massavernietigingswapens’ en ‘Iraakse steun aan terrorisme’ niet volgde, richtten zij binnen het ministerie van Defensie de studiegroep Office of Special Plans op om dit te staven. Dit OSP overvleugelde binnen de kortste keren de bestaande inlichtingendiensten en werd op basis van vaak dubieuze informatie de voornaamste inlichtingenbron van president Bush jr. inzake Irak. Dit leidde tot de beschuldiging dat de regering-Bush jr. inlichtingen creëerde om het parlement een invasie van Irak te doen goedkeuren.

In 2005 werd Wolfowitz door president Bush jr. met succes voorgedragen als voorzitter van de Wereldbank. Wolfowitz maakte zich echter onpopulair door een reeks omstreden benoemingen van neocons en het doordrukken van een neocon-beleid in de Wereldbank. Ook zijn affaire met Wereldbank-medewerkster Shaha Ali Riza leidde tot controverse daar de interne regels der Wereldbank relaties tussen leidinggevenden en personeel verbieden. Riza werd bovendien overgeplaatst naar het ministerie van Buitenlandse Zaken mét een buitenproportionele weddeverhoging. Uiteindelijk was Wolfowitz genoodzaakt om af te treden als voorzitter van de Wereldbank. Hij werd hierna onderzoeker bij het American Enterprise Institute.

7. Conclusie

Het neoconservatisme ontstond uit de virulente haat van uit Oost-Europa gevluchte joodse trotskisten voor én de stalinistische USSR én Rusland. Zij waren voornamelijk afkomstig van het grondgebied van het voormalige Pools-Litouwse rijk (Polen, Oekraïne en Litouwen). Deze joodse immigranten vestigden zich in de jaren 1920 en 1930 vooral in de New Yorkse stadsdelen Brooklyn en de Bronx. In de VS vormden zij een zeer hechte gemeenschap door vriendschappen, professionele relaties en huwelijken. Sommigen verengelsten ook hun familienaam, bijvoorbeeld ‘Leibowitz’ werd ‘Libby’ en ‘Piepes’ werd ‘Pipes’. Hun kinderen studeerden massaal aan het City College of New York en vormden de trotskistische groepering New York Intellectuals.

Om Stalin vanuit zijn Mexicaanse ballingschap te bestrijden vormde ex-Sovjetleider Leon Trotski met de Vierde Internationale een rivaliserende communistische beweging. Uit afkeer voor het stalinisme verzamelde zich in de jaren 1930 rond Trotski een aantal belangrijke Amerikaans-joodse radicaal-linkse intellectuelen, zoals de jonge communisten Irving Howe, Irving Kristol en Dwight MacDonald. In de jaren 1960 ruilden ze hun trotskisme in voor neoconservatisme.

De belangrijkste ideologen van het neoconservatisme zijn dus marxisten die zich heroriënteerden. De termen zijn veranderd, maar de doelstellingen bleven hetzelfde. De liberale thesen van het neoconservatisme ondersteunen immers evenzeer het universalisme, het materialisme en de maakbaarheidsutopie, omdat zowel marxisme als liberalisme zich op dezelfde filosofische fundamenten beroepen. De communisten zaten dus tijdens de Koude Oorlog eerder in New York dan in Moskou. Het neoconservatisme maakte tevens religie weer bruikbaar voor de Staat.

Neocons zijn democratische imperialisten die de maatschappij en de wereld willen veranderen. Hun messianisme en hun drang om wereldwijd de parlementaire democratie en het kapitalisme te verspreiden staan bovendien haaks op het conservatisme. Echte conservatieven hebben immers geen universele pretenties en verdedigen eerden non-interventionisme en isolationisme. Hun actieve steun aan Israël willen de neocons bovendien desnoods omzetten in militaire interventies in landen die zij gevaarlijk achten voor hun en Israëls belangen.

Het neocon-ideaal van multiculturalisme impliceert massa-immigratie. Culturen hebben echter een verschillend waarden-, normen- en wetgevend kader. Om sociale interactie mogelijk te maken is dus een gemene deler nodig. Bijgevolg is de finale doelstelling niet multiculturalisme, maar monoculturalisme: de neocons willen dus een eenvormige eenheidsmens creëren.

Onder de neocons bevinden zich opvallend veel intellectuelen. Ze zijn daardoor geen marginale groep, maar vormen integendeel het intellectuele kader van het Amerikaanse buitenlands beleid. President Richard Nixon had echter een heel andere benadering van de 2 grootmachten China en de USSR dan alle andere naoorlogse Amerikaanse presidenten. Tot woede der neocons knoopte hij betrekkingen aan met China en verbeterde de relaties met de USSR aanzienlijk. In de VS zelf decentraliseerde Nixon de overheid, bouwde de sociale zekerheid uit en bestreed de inflatie, de werkloosheid en de criminaliteit. Daarnaast schafte hij ook de goudstandaard af, terwijl zijn lonen- en prijzenbeleid de grootste overheidsingreep in vredestijd was in de Amerikaanse geschiedenis.

De neocons haatten de détente van de jaren 1970: ze vreesden hun favoriete vijand – de USSR – kwijt te spelen. Na Nixons aftreden wegens het Watergate-schandaal beweerden ze daarom dat de CIA veel te rooskleurige analyses over de USSR produceerde. De door hen geïnstigeerde regeringsherschikking van 1975 bracht George Bush sr. aan het hoofd van de CIA, waarna deze het a priori al anti-USSR ingestelde Team B oprichtte om een ‘alternatieve beoordeling’ van de CIA-gegevens te maken. Team B’s omstreden en volkomen foutieve rapport stelde onterecht dat de CIA het verkeerd voorhad.

Hoewel minister van Buitenlandse Zaken Henry Kissinger Team B’s rapport afwees, verspreidde minister van Defensie Donald Rumsfeld dit toch als een ‘betrouwbare’ studie. Rumsfeld ondermijnde hiermee de wapenbeperkingsonderhandelingen van de volgende jaren (i.e. tijdens de regering-Carter in 1977-1981). Daarnaast vormde Team B’s rapport ook de basis voor de onnodige explosie van het defensiebudget tijdens de regering-Reagan.

Tijdens een reis naar Groot-Brittannië in 1978 zei ex-president Nixon over het Watergate-schandaal: “Some people say I didn’t handle it properly and they’re right. I screwed it up. Mea culpa. But let’s get on to my achievements. You’ll be here in the year 2000 and we’ll see how I’m regarded then” …

Met de val van de Berlijnse Muur in 1989 is het totalitarisme zeker niet overwonnen. Het heeft integendeel een andere – conservatief-lijkende – gedaante aangenomen en heeft Europa en Noord-Amerika in zijn greep. Uit de pleidooien van topneocons als Norman Podhoretz en William Kristol ten voordele van de Republikeinse Tea Party en het afwijzen van president Obama’s beleid blijkt duidelijk dat de neocons opnieuw de Amerikaanse regering willen binnendringen. Hun einddoel blijft immers een aanval op Iran en Amerikaanse werelddominantie. De strijd voor onze vrijheid zal dus nog lang duren!

Sometimes empires just die, but often they have one last spurt before they go, and more often than not the spurt is all part of the dying. A good analogy is the Indian Summer, a period of unexpectedly warm weather that appears to turn the tide of approaching Winter. Less astute minds are sure to mistake this as proof of eternal summer and get frostbitten later. Those believing in the permanence of American hegemony are in for a similar nasty surprise, especially as in the coming years we are going to see the reassertion once again of American power.

This last hurrah won’t have the same post-9-11 naivety about turning everyone into "instant Americans" by giving them “democracy,” “freedom,” and cell phones over the craters of their bombed-out homes; even though that shrill note will probably continue to resonate through the propaganda. No, the new Neocons who will further this policy will be motivated much more by a cynical sense of realpolitik, realfinanz, and the increasingly jarring clatter of the gears of the machine that once smoothly ran the world.

It is not particularly important who wins the Presidential election today. Romney is a better fit with the dynamic of a late season assertion of American power; Obama a better fit with the economic decline powering it. Whoever is elected President, we will see a similar trajectory, whereby the hegemonic power of America will be asserted not as a burgeoning of true, broad-based power as it was in the post-WWII period, but instead as a flashy gesture disguising frailty and ultimate collapse.

Fall Guy

The crucible for this last act of overextended power will of course be Iran, the perfect fall guy because you just know they are not going to vary their route – their route being the one that leads towards a nuclear capability to balance that of Israel. Right on schedule, just when Uncle Sam wants to remind the world of what he looked like 50 years ago with his shirt off, the Iranians can be relied on to provide a convenient casus belli, especially if you have a few experts and a pet media to help refine the evidence and airbrush the fact that Israel and Pakistan have no business owning nukes either.

There is a tendency to view the coming war with Iran too narrowly. It is typically presented as an issue of security for Israel with a side order of protecting the free flow of Gulf oil and therefore that panacea of all dreams, the global economy. The security of the cute little tyrannies that dot the southern shore of the Gulf also gets the occasional mention. The real issue however is the maintenance of US power vis-à-vis its major global rivals set against a general background of its decline.

Riddled with flaws and weaknesses that are only getting worse, America is the yesterday man of tomorrow, but at least today the country still has some killer assets – and I don’t just mean its drones (either of the media or aeronautical variety).

The growth of America’s weaknesses means that its assets can no longer be kept on the shelf to exert their silent and secret power, but must now be vigorously milked for all they are worth. This is what will determine American foreign policy in the coming years, and impel it into inevitable war.

First the weaknesses: America is not a country in the conventional sense. This means it is held together artificially and mainly through bribery. Ultimately this means imports from China and elsewhere. This weakness is enshrined in the shape of the US economy. Modern Americans are incapable of enduring a fraction of the hardship, discipline, and endurance which workers in China, Japan, or even parts of Europe are capable of. This means that America is fighting a natural tendency to decline to levels of poverty where it can develop these traits again, but such a decline would inevitably rip the country apart. So, the inevitable must not be allowed to happen, and the only way to stop this is with magic money. But magic money is like the emperor with no clothes. Sooner or later the inconvenient child is bound to point the finger, and spark off the mass perception of nudity. Already the Emperor has unfastened his top button and unzipped his fly.

Another important weakness that America has is the power of the Jewish or Zionist lobby, supplemented by the religious right. This is a problem for two reasons. First it leads to unnecessary military involvements – both Afghanistan and Iraq can be laid at the door of this unholy relationship. Secondly, the anti-US sentiments of the Islamic world threaten to undermine the status of a dollar. Recent years have seen moves to decouple oil rich economies from the petro-dollar. The existence of a viable alternative world reserve currency in the Euro makes these dangers very real. And later something even better may come along.

Unused Assets

Now its strengths: America’s main strength has always been its position, a large secure continental landmass with unhindered access to the two largest oceans. This has made it the ideal country to carry out Alfred Mahan’s vision of world hegemony through sea power, something it has improved on by bottling up other major continental powers through its alliances with Japan and Britain, its two unsinkable aircraft carriers. Much of the Chinese anger directed at Japan recently over the issue of the insignificant Senkaku rocks is provoked by the way that US allies like Japan and Taiwan effectively serve as a fleet of blockading ships. More than this, China’s vast thirst for oil can only be quenched with supplies from the Middle East and Africa that America can easily cut off anytime it chooses. The main goal of Chinese foreign policy is to overcome this strategic weakness.

Secondly, although America is a major oil importer itself, it is relatively self-sufficient and secure in this respect compared to other major powers. Part of this is because it is now mainly a consumer economy rather than an industrial one. Also, in recent years domestic oil production has boomed to the point where the US is now tipped to overtake even Saudi Arabia as the biggest oil producer. A good conspiracy theorist could make much of this surprising revelation – almost as if a major Gulf war has been in the offing for the past few years of rising production.

A third strength that America has is its political and economic unity. Although the economy has major and even terminal flaws, the fact that it is united is a clear strength, especially with regard to the Eurozone, which is struggling in the no-man’s land between monetary union and deeper economic union during an economically difficult period.

A fourth strength is the US’s ability to project power. Although the campaign in Afghanistan in particular has revealed the limitations of US military power against Fourth Generation Warfare, the US is still able to control much of the world’s airspace and sea lanes. Even though it would be defeated if it entered certain of the 'houses' in the 'global village,' it still controls most of the streets between those houses.

This also gives the US the glamour of Superpower status that helps to sustain the perceived value of the dollar against inflationary economic policies, and so helps the machinery of domestic bribery on which unity and everything else depends.

These strengths, it should be noted, really come into their own when set against the weaknesses of America’s main rivals for global power, namely China and the EU, whose strengths, by the way, are equally potent when set against America’s weaknesses. These strengths and weaknesses can be summarized as follows:

US weaknesses vis-à-vis its rivals

Ethnic disunity and the financial costs this brings (vs. China/ to a lesser extent the EU)
Lack of toughness and discipline of its people (vs. China/ to a lesser extent the EU)
Reliance on debt-financed spending (vs. China/ to a lesser extent the EU)
Resistance to the dollar caused by pro-Israel foreign policy (vs. the EU)


US strengths vis-à-vis its rivals

Military power projection and global positioning (vs. China/ to a lesser extent Russia)
Relative energy independence (vs. China and the EU)
Political and economic unity (vs. the EU)
Superpower status (vs. China/ to a lesser extent the EU)

There is a kind of negative complementariness between America’s strengths and those of its rivals. If Europe and China are allowed to strengthen, the US will weaken by a similar amount.

For example, if the Eurozone is allowed to recover and consolidate its monetary and economic union this will provide the basis for an alternative reserve currency that would not only be popular with Islamic countries but also China and Russia, keen to see America weakened. Also, any weakening in America’s power projection and global positioning would create a vacuum that, in the Western Pacific, would be filled by China, which is keen to protect and control the sea lanes it depends on. Such a weakening of US prestige would also undermine the power of the dollar and lead to a vicious cycle.

These factors create the machinery, which, if worked one way, leads to the collapse of American Imperial power, but if worked the other, offers the possibility of hamstringing America’s opponents and extending US power for a few more decades.

If America was capable of slow and gentle decline as pre-multicultural Britain was, it might be easy to accept the end of the American Imperium, but the ending of Empire is also likely to have an enormous economic and social cost, with the essential falsity of the present economy being revealed, a process that would effectively tear the nation apart.

The unacceptable nature of such a fate provides the impulse for America to move the other way, whoever gets elected today; which leads us back to the prospect of war with Iran.

Iran having nuclear weapons only matters to the USA because it matters to Israel, as the Iranians would be no more likely to nuke anything than Israel. But Iran’s nuclear ambitions provide a convenient casus belli that can be sold to the unwarlike, consumerist masses, and which would allow America to capitalize on its strengths relative to its main rivals.

The nature of such a war would be largely confined to the skies with some peripheral naval and land operations. The war aim would be to destroy Iran’s air force and nuclear research capabilities. The war, however, would actually be directed at other powers, with Iran serving the role of surrogate enemy.

It would interrupt oil supplies possibly for weeks or even months to a degree which the wars against Afghanistan and Iraq never did. While post-election America would suffer from the resultant spike in oil prices, it would bear up a lot better than either China or the EU. The crisis would lead to a short period of intense economic dislocation as oil prices shot up and businesses closed down, at least temporarily. This would send a sharp signal to China that America controlled its sea lanes and oil supply. It would also turn one of China's strengths – the hard-working self-reliance of its population – into a weakness with sudden unemployment possibly feeding into public unrest. Furthermore it would also turn an American weakness – its underclass-bribing welfare system – into a strength.

In the Eurozone a sudden economic crisis like this would likely create enormous strains on an already fragile and unbalanced system, causing sharp increases in government borrowing costs for some nations, and possibly seeing countries like Greece and Spain exiting the Euro, or even new countries emerging like Catalonia or Northern Italy. This picture of confusion and division would further diminish the status of the Euro as a rival world currency to the dollar. Meanwhile the “flight to safety” caused by the war would strengthen the dollar.

The Mighty Donut

While a war against Iran serves a useful local goal for America’s Middle Eastern allies, it also has clear benefits for America’s global position, on which its domestic economy depends. Peace makes the world focus on the hole in the American donut; war makes it focus instead on the doughy ring.

There is a kind of impersonal necessity at work, so forget which telegenic narcissistic autocue-reading sociopath  is riding the presidential golf buggy.

Failing empires cannot afford the luxury of unutilized assets because this makes these assets effectively a punitive tax on that empire, one that its rivals do not share. America’s control of the seas and air is more than worthless in a world that is entirely peaceful; it is debilitating. It’s all hole and no donut!

To capitalize on these assets a certain amount of chaos is needed. The war against Iran and its repercussions for China and Europe, America’s real rivals, provides a nice, measured degree of this. For these reasons, limited war and a period of reassertion of American power is extremely likely.

But what will be the unintended consequences of this? In the case of Europe, further economic dislocation can only be good news for the continent’s nationalists. While for China and Russia, the exercise of US power will only impel them to strengthen their alliance and develop their ability to project power. There will also be attempts to draw Japan away.

The consequences in the Middle East will be more complex, but America’s blatant use of power for the benefit of Israel and the Gulf states will create a deep animus that may serve to unite Sunnis and Shiites against their common enemy. In other words, short-term gains in American power will be paid for through long-term losses.

Richard Spencer’s references to Alex Knepper and his erotic activities while working as David Frum’s assistant bring up what is not an isolated embarrassment. It betokens what may be a widening problem for the neoconservative camp and given the influence of the neoconservatives, for the entire authorized Right. (Fortunately our side will not be involved, since we have no more investment in the present conservative movement than we do in the Obama administration.) It is highly doubtful that Knepper’s solicitation of sexual favors, “posting many pieces on a chat site for gay teens,” began the day before yesterday. Presumably there was a cover-up going on for a while, that is, as long as Frum could keep Alex’s critics at bay. Finally despite his value as a gutter journalist, Knepper became too much of a liability to be kept any longer (pardon the double entendre), and so Frum gave him the heave ho with expressions of “regret and remorse.”

I do recall a time when those who stupidly or opportunistically tried to see the good side of their new masters assured me that the ascending neocons were “serious about family issues.” They might have sounded like a cross between Trotsky and Ariel Sharon on foreign policy; and they might have drooled incessantly over Latino immigration, the Civil Rights Act, and the memories of their anti-Stalinist Marxist favs. But when family issues came up, one could supposedly count on them. This may have been the case for a few years, but by now the old story has worn thin. On family issues, the neocons are social-cultural leftists, and it is likely they’re going to drag all their dependents and lickspittles, and particularly their Christian stooges, in the same direction.

The neoconservatives have had a cozy relation with gays for some time, a truth that can be ascertained by looking at the staff of New Criterion, the catamites of Allan Bloom, and many neocon friendships in the New York-Washington Corridor. This however is no reason to ascribe ideological positions to those who feel comfortable around gays. De gustibus non disputandum! And one can always point to the fact that truer conservatives in an earlier period showed the same erotic propensities and were often exposed by the Left for their indiscretions.

 

The difference between then and now however is that none of these earlier homosexual conservatives or their well-wishers went around legitimating alternative lifestyles. It was simply assumed that individuals, including conservatives who thought of themselves as Christians, had their failings; and it was they who would have to cope with such flaws as idiosyncratic sexual preferences. But since the early 1990s, when the Wall Street Journal began bashing Buchanan for insulting the “San Francisco Democrats,” which was taken as a coded reference to gays, the neocon camp has been keen on homosexual rights, even pushing in some well-publicized instances the institution of gay marriage.

Jonah Goldberg, David Frum, and John Podhoretz are only three of the more prominent advocates in the “conservative” communion of extending marriage to gays. And for the last ten days, we’ve been treated to one tirade after the other against New York gubernatorial candidate Carl Paladino, for failing to show sufficient respect for Gay Pride parades. Paladino’s remark before a gathering of Hasidic Rabbis in Brooklyn that they should not “allow their children to be brainwashed” by those who treat homosexual relations as a norm, was perfectly appropriate. Such brainwashing goes on in our public schools incessantly; and I’m sure that Frederic Dicker of the New York Post, Charles Krauthammer on FOX, and other neocon talking heads know what Paladino said is directly related to reality.

But he is clearly not on the same page with Human Events’s “conservative of the year” in 2009, Dick Cheney. Unlike the scorned Paladino, Cheney is passionately in favor of gay marriage and showcases his lesbian daughter. While Cheney’s value as a “conservative” has more to do with his foreign policy belligerence than with his conception of marriage, indisputably his work as a gay activist has not damaged his “conservative” image. By contrast, the spunky Italian hard hat Paladino is being savaged night and day by neocons for taking the opposite position.

Earlier in the year, when every neocon celebrity came out enthusiastically for Obama’s concession to the social Left, to get rid of the “don’t ask, don’t tell” policy on gays in the military, I naively assumed that the reason was the one I heard Krauthammer give: “We’re going to need the military and so why exclude anyone who wants to serve on the basis of sexual preference.” I won’t get into the arguments that could be marshaled on the other side, for example, about gay officers trying to extract favors from those with lower ranks. But presumably if I thought like a neocon, that the primary mission of the U.S. is to get repeatedly into military crusades for democracy, I might have seen Krauthammer’s point.

Unfortunately, by now the neocons, and especially the children of the founding fathers, seem to be intent on accommodating gays, that is, people they’re more likely to run into in Starbucks than their well-wishers who live in fly-over country. And I don’t blame the neocons for preferring sexually ambiguous Jewish publicists whom they meet in their own social world to the cognitively deprived goyim who hang on their every word. I might prefer the company of urbane metrosexuals to those fools who weep over Glenn Beck’s incoherent encomia to MLK.

My question is what will happen when the latest neocon move to the left becomes an authorized position in their movement. Will those who depend on neocon favors go along with the move or will there be some opposition? My prediction is as follows. The drones will fall into line, with their usual rhetorical dishonesty. Just as in the case of the transformation of the Reverend Dr. King, from a quasi-Marxist philanderer and crass plagiarizer into a conservative theologian and Augustinian Christian, gay marriage will become a new exemplification of “family values.” There is no way one could do verbal justice to the sleaziness of kowtowing movement conservatives. I still vividly recall the way The Gambler, Bill Bennett, came out for hyper-Zionist Lieberman for vice-president in 2008, after having devoted years of his life to inveighing against abortion. Supposedly Lieberman, who voted for late-term abortion, was good on “democratic values” and therefore deserved to be president. Perhaps Bennett’s sponsors threw him payola for this highly publicized endorsement.

The most breath-taking example of servility toward the neocon master class that I’ve encountered came in a book of essays by a minor art critic dealing with postmodernist academics. The book treated the violently anti-Western, anti-Christian, and anti-rational ideas of three professors at prestigious universities, all of whom, not incidentally, had conspicuously Russian Jewish names. Although the Jewish backgrounds of these postmodernists may not tell everything about their intellectual journeys, such biographical data is certainly relevant for understanding them. American Jews, like American Irish, are disproportionately on the left but the fact that the Jews go disproportionately into the academic profession may have something to do with the leftist orientation of universities. Moreover, the attraction to postmodernism, as a vehicle for deconstructing a culture that one finds oppressive to one’s ethnic group, would be understandable in a group that feels rightly or wrongly marginalized in a Christian society.

There are certainly ways of expressing this self-evident connection between leftwing postmodernism and Jewish alienation without being unduly offensive. But the author in question had no desire to bring up a taboo subject, which might have cost him a cushy post in the neocon empire. Instead he devoted the last part of his book to beating up on German straw men, which is a favorite neocon pastime, perhaps best exemplified by Alan Bloom’s rant against “the German connection” in The Closing of the American Mind. Apparently recognizably Jewish representatives of leftwing postmodernism had been reading too much Martin Heidegger and were being corrupted by the same ideas that led to the Holocaust.

Now I for one admire Heidegger’s work and, presumably unlike our art critic, I have read his Sein and Zeit several times with growing admiration. I could also never imagine myself believing any of the trash the author in question attributes to Heidegger’s philosophy of being; and I’m not sure it’s even there. And I doubt he believes his other subjects picked up their subversive thinking (or anti-thinking) from Heideggerian ontology. The neocon art critic is obviously trying to kill two birds with one stone, both aimed at pleasing his masters, savaging the goddamned Krauts, who were once ruled by Hitler, and stripping Jewish leftists of any significant Jewish association. Those who play such abject games should have no trouble recognizing gay parades and gay marriage as paradigmatic “family values.” They will be depicted as the newest stage of the Civil Rights revolution, which was a “conservative” event from Selma through Stonewall.

En dépit des impulsions culturelles venues des Etats-Unis via Hollywood et la Pop culture, le paysage idéologique et politique de la seule puissance globale (dixit Zbigniew Brzezinski) demeure « terra incognita » pour la plupart des Européens. Les césures spécifiquement américaines, qui séparent les « liberals » des « conservatives » ne se perçoivent jamais clairement, tant et si bien qu’on les classe en Europe de manière binaire : entre une gauche et une droite. Les problèmes s’accumulent lorsque l’on cherche à établir une bonne taxinomie des écoles politiques et idéologiques américaines : les slogans et mots d’ordre sont si nombreux, reçoivent tant de définitions particulières qu’on ne s’y retrouve plus, surtout si l’on évoque une ancienne droite et une nouvelle droite, soit des paléo-conservateurs et des néo-conservateurs.

 

Pour définir les camps politico-idéologiques américains, les définitions habituelles ne sont guère de mise (sauf quand il s’agit, par exemple, du conservatisme tel que l’a défini jadis un Russell Kirk). Européens et Américains ont une expérience différente de l’histoire, nomment donc les choses politiques différemment, ce qui conduit aux confusions et quiproquos actuels. « Cum grano salis », on peut distinguer quelques différences majeures entre conservatismes européens et américains : d’abord, les conservatismes européens sont devenus sceptiques quant à l’histoire à venir ; les conservatismes américains sont nettement orientés vers le futur, sont, dans le fond, anti-historiques, dans la mesure où ils entendent maintenir l’idée fondamentalement américaine d’une société contractuelle (ils n’envisagent pas d’autres modèles). Ensuite, les conservatismes américains sont fiers de leur tradition historique continue, non brisée, que les Européens jugent « courte » ; les conservatismes européens, eux, sont contraints de tenir compte d’une longue histoire, marquée par des ruptures successives. Enfin, les conservateurs américains perçoivent de façon positive le rôle de puissance mondiale que joue leur pays, alors que les Européens se souviennent constamment du « suicide de l’Europe » (dixit Paul Ricoeur) en 1914. Et, last but not least, les conservateurs américains acceptent sans hésitation l’idée libérale d’un libre marché sans entraves, alors que les conservatismes européens critiquent tous le libéralisme.

 

Adhésion sans entraves au libre marché

 

La genèse des notions de « liberal » et de « conservative » nous ramène à l’ère Roosevelt (1933-1945). Les partisans de la politique social-réformiste et interventionniste / étatique du New Deal rooseveltien se dénommaient « liberals ». Les adversaires de Franklin D. Roosevelt venaient d’horizons divers : parmi eux, on trouvait des libéraux au sens économique le plus strict, qui se posaient comme les seuls véritables libéraux ; il y avait ensuite des critiques de la bureaucratie (du « big government »), en train de devenir pléthorique à leurs yeux. Enfin, du moins jusqu’à l’attaque japonaise contre Pearl Harbor, il y avait les défenseurs de l’isolationnisme. Murray Rothbard, un « libertarien », soit un extrémiste du marché, désigne cette coalition hostile à Roosevelt sous le nom de « Vieille Droite » (« Old Right »). D’après Rothbard, le terme « conservateur » n’était guère usité aux Etats-Unis avant la parution en 1953 de « Conservative Mind », le grand livre de Russell Kirk.

 

Les « conservateurs », qui suivaient la forte personnalité de Robert A. Taft, sénateur de l’Ohio (de 1939 à 1953) et rival républicain de Dwight D. Eisenhower en 1952, renonçaient à toute élévation du débat intellectuel en politique. Attitude qui n’a guère changé en dépit de l’émergence de courants de pensée conservateurs mieux profilés. Libéral et théoricien peu original, Peter Viereck, dans « Conservatism Revisited » (1949) s’est posé comme critique des idéologies totalitaires, le « communazisme ». Russell Kirk (1918-1994) fut donc le premier à se positionner comme explicitement conservateur et à être reconnu comme tel par l’établissement « libéral ». En se référant à Edmund Burke, le critique de la révolution française de 1789, perçue comme rupture de la Tradition, Kirk mettait l’accent sur l’origine « conservatrice » de la révolution américaine. Dans ses écrits, Kirk citait, en les comparant à Thomas Jefferson, les pères fondateurs « conservateurs », tels John Adams et les auteurs des « Federalist Papers », se référait également aux critiques européens de la révolution comme Burke ou Tocqueville. Kirk se posait également comme un conservateur écologiste, pratiquant la critique de la culture dominante, ce qui fit de lui une exception parmi les conservateurs américains, optimistes et orientés vers le futur.

 

« On pourrait, pour simplifier, résumer comme suit l’histoire du conservatisme américain : Russell Kirk l’a rendu respectable ; William Buckley l’a rendu populaire et Ronald Reagan l’a rendu éligible » (citation de J. v. Houten). En effet, les conservateurs doivent à William F. Buckley, né en 1925, d’avoir pu accroître leurs influences au sein du parti républicain et d’avoir percé pendant l’ère Reagan. Ils doivent ces succès au réseau de revues et de « think tanks » que Buckley a tissé dès les années cinquante, dont l’ « American Heritage Foundation », créé en 1973.

 

Buckley, comme le rappelle son livre « God and Man at Yale » (1951), était un catholique fervent. Il débarque un beau jour à Yale dans le bastion du « liberalism » à l’américaine, dominé par les agnostiques, les athées et les unitariens post-chrétiens, variante du protestantisme aligné sur l’idéologie des Lumières. En 1955, ce fils d’un millionnaire du pétrole fonde la « National Review », autour de laquelle se rassembleront des personnalités très diverses, toutes étiquetées, à tort ou à raison, comme « conservatrices » : des libertariens à Kirk lui-même. Dans ces années-là, où la « New Left » connaissait son apogée, le groupe « Young Americans for Freedom », lancé par Buckley, constituaient déjà un contrepoids politique. Et puisque Buckley, récemment, a critiqué les stratégies de Bush, quoique de manière très modérée, on peut le considérer aujourd’hui comme un représentant des « paléo-conservateurs ».

 

Le conservatisme américain, nous l’avons constaté, est un champ fort vaste dont les idéologèmes et les stratégies ne se sont cristallisés que depuis quelques décennies, contrairement à ce que l’on observe chez les conservateurs européens. Aujourd’hui, c’est évidemment George W. Bush qui domine l’univers conservateur américain. Bush se déclare « conservateur », plus exactement le continuateur de l’œuvre politique de Reagan que tous vénèrent en oubliant qu’il était au départ un « liberal ». Les Républicains doivent leurs succès électoraux depuis Reagan à un courant profond, agitant toute la base aux Etats-Unis, courant qui englobe le patriotisme (la fierté de s’inscrire dans une tradition de liberté) et les « valeurs » conservatrices (la famille, la religion, la morale, l’assiduité au travail, etc.).

 

Les hommes politiques qui veulent réussir en tant que « conservateurs » sont dès lors contraints de chercher le soutien de la « droite chrétienne ». Par ce vocable, il faut entendre cette immense masse d’électeurs liés aux mouvements religieux du renouveau protestant, animé par les « évangélisateurs ». Ce conservatisme théologien, partiellement fondamentaliste, rassemble des groupements où l’on retrouve les « Southern Baptists », le plus grand groupe protestant organisé, les pentecôtistes (notamment les « Assemblies of God ») et, bien sûr, les « méga-églises » des télé-évangélistes. Tous ensemble, ces mouvements évangéliques alignent quelque 80 millions de croyants, ce qui les place tout juste derrière les catholiques, qui restent le groupe religieux chrétien le plus nombreux aux Etats-Unis.

 

Certains évangélistes toutefois, et pas seulement les Afro-Américains, estiment que leur foi peut s’exprimer chez les démocrates. Religion et race se mêlent souvent : ainsi, Pat Robertson, étiqueté de « droite », et Jesse Jackson, étiqueté de « gauche », appartiennent tous deux au mouvement qui soutient les Baptistes et le sanglant « seigneur de le guerre » Charles Taylor au Libéria.

 

Malgré la très forte pression que la « droite religieuse » exerce aux niveaux locaux, voire dans certains Etats, elle n’a presque aucune influence au niveau fédéral. Ainsi, le candidat à la Présidence, Mitt Romney, appartient à la secte des Mormons, considérée comme éminemment conservatrice, ce qui ne l’a pas empêché d’être élu gouverneur du Massachusetts, Etat à majorité « libérale ». Le pentecôtiste John D. Ashcroft, représentant notoire de la « droite religieuse », fut ministre de la justice dans le premier cabinet de George W. Bush. Il serait faux, toutefois, de dire qu’après le choc du 11 septembre 2001, le bellicisme de l’actuel président américain, qui prétend être un « chrétien re-né » tout comme son adversaire Jimmy Carter, découle en droite ligne de sentiments religieux qui lui seraient propres.

 

La politique extérieure américaine est marquée depuis longtemps par les néo-conservateurs, comme on le constate sous le républicain Reagan avec Jean C. Kirkpatrick ou sous le démocrate Bill Clinton avec Madeleine Albright. Sous Bush Junior, les « neocons » tirent toutes les ficelles seulement depuis le retrait de Colin Powell. L’exécutif qui a programmé la politique moyen-orientale et déclenché la seconde guerre d’Irak alignait des hommes comme Dick Cheney, Donald Rumsfeld, Paul Wolfowitz et Richard Perle.

 

Tous ceux qui ont forgé le vocable « neocons » viennent à l’origine, comme d’ailleurs aussi bon nombre de paléo-conservateurs, du camp de la gauche (des « liberals ») ; on trouve dans leurs rangs des intellectuels de la gauche progressiste, issu des milieux juifs, qui se sont détachés du Parti démocrate au cours des années 70. Les meilleurs plumes de ce groupe furent Irving Kristol, avec sa revue « The Public Interest », Norman Podhoretz, avec « Commentary », et le sociologue Daniel Bell (« La fin des idéologies », 1970).

 

La définition usuelle du néo-conservatisme nous vient de Kristol : « Un conservateur est un homme de gauche, qui a été frappé de plein fouet par le réel ». Ce bon mot ne nous révèle que la moitié de la « réalité » : il pose le néo-conservateur, ex-homme de gauche, simplement comme celui qui n’accepte plus et critique les programmes sociaux pléthoriques lancés par les Démocrates. En fait, le néo-conservateur veut surtout une politique étrangère musclée : ainsi, le fils d’Irving Kristol, William Kristol (revue : « The Weekly Standard ») veut que cette politique étrangère américaine instaurent partout une « démocratisation », selon des critères déterminés depuis longtemps déjà par la vieille gauche interventionniste.

 

Pat Buchanan : vox clamans in deserto

 

Les « anciens conservateurs », ou paléo-conservateurs, qui avaient jadis forcé la mutation sous Reagan, entre 1981 et 1989, ont perdu depuis bien longtemps toute influence. Ainsi, Pat Buchanan n’est plus qu’une voix isolée dans le désert depuis des années, alors qu’il fut l’un des rédacteurs des discours de Nixon, puis conseiller de Reagan. Il tenta, rappelons-le, de lancer un parti réformiste et échoua dans sa candidature à la présidence en 2000. Il est redevenu républicain par la suite. En politique intérieure, Buchanan, catholique traditionnel, dont on se moque en le traitant de « conservateur paléolithique », lutte contre les « libertés » nouvelles que veulent imposer les « liberals » et les libertariens (avortement, mariage homosexuel, euthanasie).

 

Buchanan est protectionniste, s’oppose à la société multiculturelle et à l’immigration qui modifie de fond en comble le visage de l’Amérique. Sur le plan de la politique extérieure, il défend un isolationnisme modéré et s’inquiète des pièges que recèle l’interventionnisme global voulu par les « neocons ».

 

Il me reste à mentionner –et à saluer-  un combattant isolé, qui pourfend le « culte de la faute » choyé par de nombreux « liberals » (et par leurs homologues allemands), culte qui sert à promouvoir l’idéologie de la « correction politique » (les « Gender studies », les codes anti-discriminatoires de tous acabits, le multiculturel, etc.) : ce combattant n’est autre que l’historien des idées Paul Gottfried. Mais, malgré Buchanan et Gottfried, les paléo-conservateurs n’ont plus aucun influence notable, ni dans les universités ni dans les médias, a fortiori dans l’établissement politique.

 

Quelles conclusions peut-on tirer de la topographie que je viens d’esquisser ici ? Après la disparition graduelle des paléo-conservateurs, les nationaux-conservateurs allemands auront bien des difficultés à trouver des alliés Outre-Atlantique. Sans doute, seuls les chrétiens à la foi très stricte trouveront des frères en esprit pour toutes les questions morales chez les évangélisateurs ou les conservateurs catholiques.

 

Personnellement, je ne trouve, dans ce camp conservateur américain (toutes tendances confondues), aucune position qui me sied. Si je suis éclectique, je trouverai peut-être quelques points d’accord avec Russell Kirk, mais seulement quand il appelait en 1976 à voter pour le « démocrate de gauche » Eugene McCarthy. Quand je pense à l’idéologie qui domine la RFA aujourd’hui, je suis souvent d’accord avec Paul Gottfried, qui avait dû quitter, enfant, le IIIième Reich national-socialiste. Enfin, je lis toujours avec beaucoup d’intérêt les textes des intellectuels américains qui s’opposent à l’interventionnisme.

 

Vu que nous assistons à une orientalisation, soit une islamisation croissante de l’Europe occidentale les analyses clairvoyantes de nos temps présents par Samuel P. Huntington méritent que nous y consacrions toute notre attention ; Huntington nous annonce le déclin de l’Occident en général et la perte d’identité européenne des Etats-Unis. Aujourd’hui âgé de 80 ans, ce professeur de Harvard n’est toutefois pas étiqueté « conservative » mais considéré comme un représentant du « liberal establishment ».

 

S’intéresser aux relations intellectuelles transatlantiques est une bonne chose et permet de se comprendre réciproquement. Jusqu’ici, le monde universitaire s’est limité à importer en Allemagne et en Europe le prêchi-prêcha du « politiquement correct » des « liberals », y compris les expressions du mépris que vouent les gauches à Bush qui, quand elles sont satiriques, satisfont leur orgueil blessé. Une poignée de conservateurs allemands critiquent aujourd’hui l’idéologie importée des « liberals » (qui s’expriment en Allemagne sous des oripeaux «écologistes ») mais cette démarche est insuffisante. Face à l’immigration de masse qui menace directement l’existence du peuple allemand, en tant que peuple porteur d’histoire et en tant que nation historique et politique, et l’avenir même de l’Europe toute entière, nous devons, en première instance, procéder à une analyse factuelle et objective de la situation et ne pas ergoter et pinailler sur nos préférences intellectuelles ou rêver à d’hypothétiques coalitions qui ne viendront jamais.

 

La politique extérieure américaine se caractérise depuis l’immixtion des Etats-Unis dans la politique mondiale (au moins depuis 1917) par la double nature de la puissance et de la morale qu’elle révèle. La conscience qu’ont les Américains de mener à bien une « mission » inspire cette politique globale ou planétaire, et vice-versa, dans la mesure où les démarches concrètes de cette politique étayent la vision messianique que distille la religiosité américaine.

 

Henry Kissinger était une exception : il se posait comme « réaliste » et les notions de « mission » ne l’intéressaient pas vraiment. Depuis la montée en puissance des « neocons », qu’ils soient adhérents des démocrates ou des républicains, l’aspect idéologique et para-religieux de la politique extérieure des Etats-Unis est passé à l’avant-plan. Force est de constater que les assises fondamentales de la politique extérieure des Etats-Unis réconcilient, in fine, les « liberals » et les « conservatives » : il nous suffit d’énumérer les grands événements de ces quinze ou vingt dernières années, avec l’élargissement de l’OTAN aux pays d’Europe centrale et orientale, avec la politique balkanique (de Madeleine Albright), avec l’appui qu’apporte Washington à la candidature turque à l’UE, aux conflits qui ensanglantent le Proche- et le Moyen-Orient, etc.

 

Par ailleurs, la politique extérieure américaine se montre souvent fort dépendante des fluctuations de l’opinion publique intérieure. Hillary Clinton et d’autres candidats à la Présidence commencent à caresser cette opinion dans le sens du poil, en songeant à l’investiture de 2008, car, en effet, si les troupes américaines doivent se retirer d’Irak aussi peu glorieusement qu’elles se sont retirées du Vietnam, la politique extérieure américaine se trouvera confrontée à ses propres misères, aux monceaux de ruines qu’elle aura provoquées.

 

Quel rôle jouera la Turquie dans ce scénario ? Rien n’est certain. Quoi qu’il en soit, la paix entre Israël et la Palestine sera, une fois de plus, remise aux calendes grecques.
