De retour de Moscou il a prononcé un discours à la Douma, le Parlement russe, sur le règlement de la situation ukrainienne, le géopoliticien Aymeric Chauprade, par ailleurs député européen depuis mai 2012 sous les couleurs du Front National, a annoncé jeudi 27 novembre la création d’un « Institut du Monde Multipolaire », think tank géopolitique lié au site www.realpolitik.tv, qu’il a créé il y a 4 ans et qui a fidélisé un vaste public.

Selon les termes de son communiqué, « l’Institut du Monde Multipolaire sera basé en France, auto-financé par ses membres et ne recevra aucun financement extérieur. Il fonctionnera à peu de frais dans le but de produire des contenus pouvant stimuler la pensée politique française. Des spécialistes des relations internationales venant d’horizons divers y développeront une analyse réaliste fondée sur la prise en compte des réalités identitaires, démographiques, civilisationnelles et géoéconomiques. L’IMM se concentrera sur l’analyse du nouveau monde multipolaire et en particulier sur la place de la civilisation européenne et de ses nations dans le nouvel environnement international. »

Steeds meer Europeanen verliezen vertrouwen in gevestigde partijen en media

Willekeur van de staat en uitbuiting door de politieke en financiële elite leidt tot immense vertrouwenscrisis


De huidige politieke en financiële elite dreigt een ongekende sociale en maatschappelijke crisis in Europa te veroorzaken.

In Europa is een maatschappelijke omwenteling ophanden die angstvallig wordt onderdrukt en doodgezwegen door de gevestigde orde, maar die onstuitbaar lijkt. Een voormalige journalist van het Duitse Handelsblatt schrijft dat overal in Europa de mensen hun vertrouwen kwijtraken in bestaande politieke partijen en reguliere media, omdat die hen een beeld voorspiegelen dat steeds minder overeenkomt met de vaak harde realiteit. In dat kader was er vandaag in Den Haag opnieuw een harde botsing tussen de politiek correcte rasopportunisten van de PvdA en de maatschappelijke realisten van de PVV.

Vertrouwen in instituten implodeert

Markus Gärtner was jarenlang correspondent in China namens het Handelsblatt. De ‘immense vertrouwenscrisis’ die er volgens hem is tussen het gewone Chinese volk en de communistische partij komt voort uit het feit dat er geen enkel instituut is dat de gewone man en bedrijven beschermt tegen de willekeur van de staat. In Europa gaat het hard dezelfde kant op, stelt hij.

‘Het resultaat is een samenleving waarin de leden buiten de eigen vier muren nauwelijks nog iemand vertrouwen. Wij gaan die kant op, zodra het vertrouwen in onze instituten –partijen, de regering, vakbonden, media en het rechterlijke macht- verder implodeert.’

Uitgeperst, genegeerd en beroofd van keuzes

‘Steeds meer mensen hebben het gevoel dat ze worden uitgeperst, genegeerd, van veel keuzes beroofd en tegen een muur zijn opgelopen, bijvoorbeeld door de Centrale Banken die hen met mini-rentes sluipenderwijs onteigenen,’ vervolgt Gärtner.

‘Of door de (politieke) partijen, die een corrupte oud-premier uit Luxemburg tot president van de EU-Commissie bombarderen, die voor een machtswellustig en gecentraliseerd bureaucraten-Europa staat dat door steeds minder mensen wordt gewild, en die met honderden bedrijven minibelastingen is overeengekomen, terwijl de fiscus dwars door het continent jacht maakt op private belastingbetalers en hen steeds meer de duimschroeven aandraait.’

Aanhoudende economische crisis

Terwijl de Europeanen gebukt gaan onder een blijvende economische crisis kunnen zij tegelijkertijd de instituten niet langer vertrouwen, vooral niet omdat er –behalve het aanzetten van de geldpersen- nauwelijks iets tegen die crisis wordt ondernomen. De gevolgen: sociale spanningen en splijtingen, vertrouwenscrises, sluipende onteigening en afkalvende arbeidsmarkten, mede omdat steeds meer banen laag worden betaald, waardoor ook de financiële zekerheid van de mensen verdwijnt.

Onder Europese jongeren is de werkloosheid al jaren twee keer zo hoog als hun aandeel in de arbeidsmarkt. Toch kraait er amper een haan naar. Voor miljoenen mensen begint het beroepsleven met een verwoestende valse start, maar in plaats dat de media daar dagelijks over berichten en zich erover beklagen dat een complete generatie verloren dreigt te gaan, hebben de kranten en internetmedia het uitsluitend over een zogenaamde terugkeer van de economische groei.

Banken wurgen burgers

Europa heeft anno 2014 echter een samenleving gekregen waarin je tot je 30e amper meer een vaste baan krijgt –en in veel gevallen ook daarna niet- en vanaf je 40e geen hypotheek meer om een eigen woning te kopen of te bouwen. De Britse Daily Mail berichtte deze week dat de banken steeds meer kredietaanvragen van klanten rond hun 40e levensjaar afwijzen, omdat die onder de huidige voorwaarden tot en met hun pensioen zouden moeten aflossen. En dat vinden de banken te onzeker.

De geldmanagers verzinnen uitvluchten zoals het wijzen op de strengere kapitaaleisen die hen na het begin van de financiële crisis in 2008 werden opgelegd, nadat ze de hele financiële wereld willens en wetens in één groot casino hadden veranderd, om vervolgens door de belastingbetaler te worden gered. Die dat niet wilde, maar daar door de overheid toe gedwongen werd, met de huidige afbraak van de gezondheidszorg en sociale zekerheid als gevolg.

Woede over slechte vooruitzichten

In de paar jaar tussen werkloosheid na de studie en het starten van een gezin ‘belonen’ diezelfde banken ons met minder kredieten, en de kredieten die wel worden verstrekt komen met krankzinnig hoge rentes. Wie het niet lukt door deze molen heen te worstelen, wordt later ook nog eens geconfronteerd met negatieve rente over zijn eigen (spaar)geld, hogere belastingen (maar niet voor de multinationals), slechte vooruitzichten op een vaste aanstelling, en de almaar groter wordende waarschijnlijkheid tot zijn 70e te moeten doorwerken.

Vindt de gevestigde orde het nog vreemd dat bijna overal de protesten, de woede tegen de massamedia, de instellingen en de politieke kaste toenemen. Zelfs in het flegmatieke Duitsland sluiten in steeds meer steden duizenden mensen zich aan bij demonstraties van bijvoorbeeld de pas opgerichte PEGIDA-beweging, die zich verzet tegen de door de politiek gesteunde islamisering en massale instroom van honderdduizenden asielzoekers en immigranten.

Journalisten aangevallen

Net als in het Amerikaanse Ferguson werden ook in Duitsland journalisten van de grote media aangevallen. Velen uitten zo hun frustraties over de valse, misleidende berichtgeving van deze media, die uitsluitend nog dienst lijken te doen als propagandakanalen van de pro-Brusselse, pro-islamitische gevestigde orde, en geen enkel oog meer hebben voor de zorgen en lasten van de gewone man.

Gärtner schrijft dat journalisten weliswaar niet aangevallen zouden moeten worden, want ‘wij hebben deze beroepstak nodig voor de democratie. Maar het is voorstelbaar dat zulke woede opkomt.’

Burgers ervaren groot onrecht

De oorzaken voor deze woede en de toenemende polarisering zijn volgens hem bekend: de stapsgewijze vernietiging van de middenklasse, de ontwaarding van ons (spaar)geld, de buitensporige belasting-onrechtvaardigheid, falende strategieën tegen de aanhoudende crisis in Europa, de groeiende vluchtelingen- en vreemdelingenstroom, de enorme invloed van grote bedrijven en banken op onze volksvertegenwoordiging, hoge prijzen voor voedsel en energie, die mede worden veroorzaakt door ongebreidelde speculaties en een snel groeiende stroom nieuw geld uit de ECB, waardoor onze rekeningen blijven oplopen, terwijl onze lonen en uitkeringen daar ver bij achterblijven.

Gemanipuleerd nieuws en corrupte elite

De gezaghebbende econoom Thomas Piketty rekende uit dat een eerlijk belastingstelsel in veel gevallen in één klap een einde zou maken aan de tekorten op de begroting. Maar ook hij kreeg vanwege zijn voor het establishment onaangename boodschap de wind van voren.

‘Zolang het bij ideologisch gemotiveerde ‘terechtstellingen’, gemanipuleerde nieuwsberichten en de corrupte elite blijft, vallen er nauwelijks verbeteringen te verwachten,’ concludeert Gärtner. ‘Bijvoorbeeld het afzetten van Jean-Claude Juncker in Brussel zou een geloofwaardig begin zijn.’ (1)

PvdA en PVV botsen weer over de islam

Over ideologische terechtstellingen gesproken: vandaag gebeurde dat in onze eigen regeringsstad, waar opnieuw de PVV het moest ontgelden, deze keer bij monde van PvdA-minister van Sociale Zaken Lodewijk Asscher, die het ‘verwerpelijk’ noemde dat de PVV wil dat de islam – ‘een staatsondermijnende totalitaire ideologie die het Vrije Westen de oorlog heeft verklaard’- niet meer wordt toegelaten tot de Ridderzaal.

De schoffering door de socialisten is wellicht het beste in historisch perspectief te plaatsen. Dan zou de PVV pakweg 75 jaar geleden Kamervragen hebben gesteld over het opkomende Nazisme, en eveneens gewaarschuwd hebben voor deze ‘staatsondermijnende totalitaire ideologie’. En zou een verontwaardigde Asscher erop hebben gewezen dat we de grenzen niet voor de Nazi’s mogen sluiten, want zij hebben tenslotte evenveel recht op hun eigen mening als wij.

Laten we hopen dat de gevolgen van zo’n onthutsend naïeve en realiteit-ontkennende houding deze keer niet zo dramatisch zullen zijn als toen. De kansen op een goede afloop worden met dit soort wereldvreemde politici aan het roer echter wel minder en minder.

Unruhen-Text2_clip_image002.jpgEs bewegt sich etwas in deutschen Landen und ganz Europa. Immer mehr Menschen trauen sich gegen den staatlichen Gesinnungsterror und die linke Zivilreligion aufzubegehren.

Ob aktionistische Jugendbewegungen wie die Identitären oder große Protestgruppen wie HoGeSa und PEGIDA, immer mehr Menschen gehen für ihre Anliegen auf die Straße. Ihre Wünsche und Sorgen werden seit Jahrzehnten von Politik und Medien ignoriert und es sieht nicht danach aus, dass sich das ändern wird. Ganz im Gegenteil: Mit dem wachsenden Widerstand gegen Masseneinwanderung und Islamisierung wurde nur die Repression gegen das eigene Volk und die aufgeblähte Propaganda immer weiter verstärkt.

Der Punkt, wo die Menschen sagen: Jetzt reicht es!

Die Umvolkung soll mit aller Gewalt durchgepeitscht werden. Multikulti und „diversity“ gehören zu den wichtigsten Punkten auf der Staatsagenda. Das Innenministerium agiert nur noch als Schirmherr der Asylwirtschaft. Und als ob man sonst keine echten Probleme hätte, wird man zu all dem auch noch ununterbrochen mit Gender– und Homopropaganda terrorisiert. Außerdem hat es erste Priorität, dass Kleinkinder über Analsex und Gangbang unterrichtet werden.

Die Deutschen sind brave Bürger, die bereit sind vieles auszuhalten. Zu vieles! Wir haben alle sehnsüchtig auf den Punkt gewartet, wo es endlich auch ihnen einmal zu viel wird, und er scheint nun erreicht zu sein. Die derzeitigen Bilder waren noch vor einem Jahr völlig undenkbar. Dass man sich an das Jahr 1989 erinnert fühlt, kommt nicht von ungefähr.

Antifa in der Krise

Offenbar scheint der neue Zeitgeist auch bei denen angekommen zu sein, die seit jeher nur infantil Revolution gespielt haben und stets nur die nützlichen Idioten des transatlantischen Parteien– und Wirtschaftsklüngels gewesen sind. Die „Antifaschisten“ sind nur eine verblödete Stiefeltruppe, die glänzend dazu benutzt werden konnte, die herrschenden Verhältnisse mit Gewalt gegen Andersdenkende zu unterstützen. Der Zulauf zu diesem Kindergartenverein scheint mittlerweile abzuebben.

So jammert ein „Antifaschist“ auf indymedia: „Immer mehr Demos/​Kundgebungen, dafür aber immer weniger TeilnehmerInnen. Der Antifaschismus und deren Unterkategorien, wie z.B. der Antikapitalismus verfällt immer mehr zum Freizeit-​Hobby oder Event, wo man gelegentlich mal vorbeischaut. Diese Entwicklung ist besonders in Berlin zu beobachten. Damals noch die Hochburg mit seinen linken SzeneKiezen ala Kreuzberg, Friedrichshain, Prenzlauer Berg oder Neukölln. Heute läuft dort nur noch wenig produktives.“ (sic!) Woran das bloß liegen mag? Vielleicht daran, dass alle diese einstigen „SzeneKieze“ mittlerweile afro-​orientalisch dominierte Ausländerghettos geworden sind?

Ausländer sind nicht wirklich links

Außerdem ist der anonyme Schreiber auch wütend „auf unsere nichtdeutschen Mitmenschen, welche sich so gut wie gar nicht an antifaschistischen Aktionen beteiligen, obwohl gerade sie die ersten wären, welche unter den Rechten-​Strukturen leiden würden. Enttäuscht bin ich auch über unsere Kurdischen GenossInnen, welche nur auf unsere Demos kommen, wenn Ihre Interessen im Mittelpunkt stehen. Wenn es z.B. ums Nazi blockieren geht, sieht man da nur sehr wenige Personen auf der Straße.“ (sic!)

Mittlerweile hat also offenbar auch bereits die linksradikale Szene kapiert, dass sich die fremden Parallelgesellschaften hauptsächlich für sich selbst interessieren. Die Deutschen sind für sie nur dummes Arbeitsvieh, das fleißig in die Sozialtöpfe einzahlen soll. Ausländer wählen nicht links, weil ihnen die Homo-​Ehe oder der Feminismus ein ernstes Anliegen wären. Im Gegenteil sind ihre Kulturen sehr traditionell und sie verachten all diese Ideologien und somit auch die weichgespülten Deutschen. Sie unterstützen jedoch linke Parteien und Gruppen, weil links immer rückhaltlose Ausländerbejubelung und Islam-​Apologetik bedeutet.

Die Revolution steht rechts

Der herbeigesehnte Aufstand der Massen kommt nun langsam in Bewegung und diese Bewegung geht nach rechts. Entgegen der allgemeinen, eingebildeten Nazi-​Hysterie heißt das nicht Radikalismus und Gewalt, sondern einfach eine Rückkehr zum gesunden Menschenverstand. Es ist normal sein Land zu lieben, seine Kultur zu schätzen und den Wunsch zu haben, dass das eigene Volk fortbesteht und nicht ausgetauscht wird. Die Deutschen wollen wieder ein deutsches Deutschland. Sie haben die einfach nicht mehr zu ignorierende Islamisierung und die Verachtung ihrer eigenen Regierung satt. Sie wollen das echte Deutschland zurück, in dem ihre Familien glücklich leben können.

Und wieder weht das Panier von 1848 über den Köpfen, nicht nur wenn gerade einmal Fußballweltmeisterschaft ist. Ja, ich muss zugeben, ich bin tief ergriffen, wenn ich die Bilder sehe, wie Tausende sich friedlich versammeln, um für Deutschland einzustehen. Und wieder sind es die Farben Schwarz-​Rot-​Gold die Freiheit verheißen. Es sind die Farben der Revolution, die Farben der deutschen Demokratiebewegung, die Farben der Deutschen. Zum Glück darf ich das jetzt schon als junger Mensch erleben!

Le vrai choix, L’Amérique et le reste du monde fut publié alors que les États-Unis étaient engagés dans l’opération Iraqi freedom. Au vu des tensions internationales qui ont accompagné cettecampagne militaire, on pouvait raisonnablement attendre de Zbigniew Brzezinski qu’il choisisse avec précaution les formules et les tournures à employer. Peine perdue car, dès l’introduction, ce dernier expose sa thèse crûment : « Notre choix ? Dominer le monde ou le conduire » [1].

Appelant de ses vœux une « communauté internationale d’intérêts partagés » sous supervision américaine, il se plaçait ainsi dans une position intermédiaire assez inconfortable, fustigeant les influents néoconservateurs comme les colombes libérales.

Zbigniew Brzezinski est habitué à être sous le feu des critiques. Détenteur d’un doctorat de l’Université d’Harvard, il s’est surtout fait connaître pour avoir été le principal conseiller des affaires étrangères de Jimmy Carter lors de la campagne présidentielle de 1976.

Une fois l’élection remportée, il fut de 1977 à 1981 son conseiller à la Sécurité nationale durant une période agitée (particulièrement lors de l’échec de l’opération Eagle Claw visant à libérer les diplomates américains pris en otage en Iran).

Depuis, il a notamment exercé la fonction de conseiller au Center for Stategic and International Studies (CSIS) ainsi que de professeur de relations internationales à la Johns Hopkins University à Washington D.C.

Quelles sont les options qui restent aux Etats-Unis s’ils souhaitent conserver leur rang mondial ?

S’il a publié de nombreux ouvrages (Illusion dans l’équilibre des puissances en 1977 ou L’Amérique face au monde co-écrit en 2008 avec Brent Scowcroft), Zbigniew Brzezinski est surtout connu pour Le grand échiquier (1997). Il y détaille notamment les alternatives dont disposaient les Etats-Unis pour maintenir leur influence sur l’Europe et l’Asie, clés du contrôle sur le reste du monde. Seul défaut de cet ouvrage qui fit date : il ne couvre pas la période postérieure au 11 septembre, évènement qui a considérablement réorienté la politique étrangère des Etats-Unis.

Le raisonnement de Zbigniew Brzezinski peut être dès lors décomposé en trois temps. Il constate tout d’abord que le choix de la domination n’est pas, à moyen ou long terme, possible ni même profitable aux États-Unis. Il va ensuite s’interroger sur la manière pratique d’exercer un leadership sur les affaires mondiales. Enfin, il pointe les faiblesses institutionnelles qui risquent de mettre à mal la mise en œuvre de la diplomatie américaine.

La guerre contre le terrorisme ainsi que l’unilatéralisme amoindrissent la sécurité des États-Unis

La position géographique privilégiée des États-Unis les a souvent amenés à considérer leur sécurité comme définitivement acquise. Encadrés par des voisins peu puissants, placés entre l’Océan Pacifique et l’Océan Atlantique, les États-Unis étaient quasiment en situation d’insularité jusqu’à la Guerre Froide. Une fois le rival soviétique disparu, le sentiment d’invulnérabilité repris le dessus jusqu’aux attentats du 11 septembre.

Le monde et les États-Unis prirent ainsi définitivement conscience que la mondialisation permet aux menaces de s’affranchir des distances, du fait de la prolifération des technologies ou du terrorisme le plus « artisanal » qui soit. Face à ce nouveau défi, la réaction politique des Américains ne fut, pour l’auteur, clairement pas à la hauteur. « L’insécurité peut être socialement désagréable, elle doit être politiquement gérable » [2].

Ainsi les pouvoirs publics ont-ils investi énormément sur des dispositifs tels que le bouclier anti-missile, oubliant que le type d’attaque que ce dernier prévient est rendu improbable par les représailles que courrait l’État agresseur. Un attentat terroriste, par contre, pourrait causer des dégâts matériels aussi importants tout en empêchant de répliquer et de neutraliser l’organisation responsable. Le meilleur moyen de se prémunir des attaques qui visent le territoire américain reste de renforcer les capacités des services de renseignement.

Par ailleurs, cette lutte contre le terrorisme doit être accompagnée d’un effort d’identification de la menace. Il apparaît en effet absurde de désigner le terrorisme comme l’ennemi en ce sens qu’il ne s’agit que d’une « technique meurtrière d’intimidation », utilisée par tous types de mouvements [3] (les attentats suicides, de 1981 à 2001, auraient ainsi majoritairement été menés par les Tigres Tamouls du Sri Lanka, marxistes donc s’opposant aux religions).

Derrière le terrorisme, c’est l’acte politique qu’il s’agit de comprendre. Or, sur ce point, « les États-Unis ont montré une extraordinaire réticence à prendre en compte la dimension politique du terrorisme et à restituer celui-ci dans son contexte politique » [4].

Outre la guerre contre le terrorisme, c’est bien les interventions unilatérales qui mettent en péril la sécurité des États-Unis. Le discours du Président G. W. Bush à l’académie de West Point le 1er juin 2002, a largement justifié le concept d’« attaque préemptive » (lorsqu’un acteur estime qu’un autre État est sur le point de mener une action offensive) à l’encontre d’« États voyous ».

Une telle attitude sur la scène mondiale ne peut qu’entraîner une détérioration des rapports avec les Européens et donner à penser que la guerre contre le terrorisme peut être réduite à une initiative exclusivement américaine aux fortes connotations anti-musulmanes.

Le « conflit des civilisations » de Samuel Huntington adviendrait alors à titre de prophétie auto-réalisatrice. Au final, la sécurité des États-Unis seraient encore moins garantie vu que « l’acquisition clandestines d’armes de destruction massive prendrait vite le rang de priorité parmi les États déterminés à ne pas se laisser intimider. Ils trouveraient là une incitation supplémentaire à soutenir les groupes terroristes, lesquels, animés par la soif de vengeance, seraient alors plus enclins que jamais à utiliser, de façon anonyme, ces armes contre l’Amérique » [5].

Bref, on passerait du paradigme MAD (mutual assured destruction) de la Guerre Froide à celui de SAD (solitary assured destruction) ce qui pour Zbigniew Brzezinski s’assimile à une « régression stratégique ».

Loin de poursuivre dans une posture dominatrice et isolante, les États-Unis doivent redéfinir leur position sur la scène internationale.

Le premier volet de cette redéfinition concerne l’identification des zones sensibles de la planète. La première est celle des « Balkans mondiaux » [6] qui, avec le Moyen-Orient en particulier, doit être traitée avec le plus grand soin sous peine de détériorer les relations entre les États-Unis et l’Europe et les États-Unis et le monde musulman. Vient ensuite l’Asie qui est « une réussite économique, un volcan social et une bombe politique » [7], constat plus que jamais d’actualité avec les rivalités économiques et territoriales exacerbées, sans parler de vieux contentieux historiques (colonisation du Japon et timide repentir pour ses crimes de guerre ; relations indo-chinoises ; conflit latent entre le Japon et la Russie à propos des îles Kouriles et Sakhaline ; le dossier nord-coréen ; Taïwan, « 23e province chinoise »).

Une approche régionale sur tous ces points chauds devrait permettre une résolution (et une prévention) des conflits qui y sévissent, surtout de ceux dont on parle peu. L’auteur pointe ainsi la question assez peu posée du Cachemire, occulté par le conflit israélo-arabe. Avec 1,2 milliards d’habitants, deux États nucléaires et des populations très sensibles aux rengaines nationalistes, la zone mérite plus d’attention que celle dont elle bénéficie actuellement.

Les États-Unis ont besoin d’alliés… et réciproquement

Une fois les situations à risques identifiées, les États-Unis ont besoin d’alliés pour y faire face. Selon Zbigniew Brzezinski, le seul partenaire digne de ce nom est, à la vue de son potentiel politique, militaire et économique, l’Union européenne. Leur association, au-delà de l’utilité pratique, permettrait de désamorcer les critiques d’unilatéralisme (ou au moins de les affaiblir).

Ensemble, Europe et États-Unis sont « le noyau de la stabilité mondiale ».

Cela ne veut pour autant pas dire que leur entente aille de soi. Deux menaces planent au-dessus de leur entente cordiale. Les questions de défense et le « partage du fardeau » sont primordiales. Les Américains se plaignent souvent du manque d’investissement des Européens dans leurs dépenses militaires, tandis que le Vieux Continent dénonce souvent sa tutelle américaine.

Toutefois l’un autant que l’autre sortent gagnant du statu quo. En effet, l’Europe ne doit sa cohésion interne qu’à la présence américaine tandis que la prééminence américaine ne pourrait s’accommoder d’une Europe militairement autonome.

L’observation se vérifie surtout dans des régions telles que le Moyen-Orient (qui accueillerait l’Europe à bras ouvert vu la détérioration des rapports avec les États-Unis) ou encore l’Amérique latine (qui a des liens historico-culturels importants avec l’Espagne, la France et le Portugal).

La seconde entrave à un rapprochement du couple Europe-Etats-Unis concerne la question des règles qui sous-tendent l’ordre mondial. Brzezinski le reconnaît sans détour : « c’est en fonction de son utilité ponctuelle que telle ou telle doctrine est mise en œuvre de façon sélective [...] Pour le monde extérieur, le message est clair : lorsqu’un accord international contredit l’hégémonie américaine et pourrait brider sa souveraineté, l’engagement des Etats-Unis en faveur de la mondialisation et du multilatéralisme atteint ses limites » [8]. Ainsi fut-ce le cas pour le protocole de Kyoto ou encore la Cour pénale internationale.

Pour parvenir à ses fins, l’Amérique doit s’évertuer à sauvegarder des institutions démocratiques et capables de produire du consensus sur la diplomatie à mener.

Selon Zbigniew Brzezinski, l’évolution de la composition ethnique des États-Unis risque, à terme, de compliquer la définition de la politique étrangère américaine. En effet, si le pays à longtemps été dominé par une majorité WASP (White Anglo-Saxon Protestant), la progression des communautés tierces qui réclament et qui obtiennent une reconnaissance politique est un phénomène tendant à s’amplifier.

Ainsi la victoire du Président J. F. Kennedy en 1960 (seul président catholique des États-Unis à ce jour), la nomination d’Henry Kissinger au poste de secrétaire d’État (réfugié juif d’origine allemande) en 1973, ou encore celle de Colin Powell au même poste en 2001 en sont divers exemples (la présidence Obama n’étant pas citée car postérieure à l’écriture de l’ouvrage).

La diplomatie américaine pourrait bien devenir un exercice de haute voltige politique compte tenu de l’évolution des composantes de la société.

Le bât blesse lorsque chaque communauté vise, à travers des groupes de pression, à faire prévaloir son influence sur celle des autres. Avec la banalisation de « groupes de veto ethniques », la diplomatie américaine pourrait bien devenir un exercice de haute voltige politique (voire impossible à réaliser).

Que ce soit par le vote d’amendements au Congrès, le financement de campagnes électorales ou encore la constitution de comités parlementaires autour d’intérêts ethniques, la politique étrangère des États-Unis est sensible aux revendications infra-nationales. La Maison Blanche pourrait être, hors campagne électorale, assez peu concernée : seulement, c’est bien le Congrès qui vote le budget (et l’affectation des aides financières internationales montre d’ailleurs assez fidèlement le poids de chaque groupe particulier).

Ainsi, plutôt que d’être une synthèse ne satisfaisant personne, la politique extérieure des États-Unis devrait s’efforcer de rester bâtie sur un compromis visant l’intérêt général de l’Amérique. D’aucuns avancent que la politique étrangère du Canada, rôdé à gérer une société multiculturelle, pourrait constituer un modèle à suivre pour les États-Unis. Seulement ces derniers, à l’inverse de leur voisin, exercent des responsabilités internationales d’une ampleur totalement différente.

En outre, le rôle de « nation indispensable » tenu par les États-Unis met en péril le caractère démocratique de leurs institutions. Lorsqu’ils ont accédé au statut de grande puissance au sortir de la Seconde Guerre mondiale, un appareil administratif imposant s’est mis en place afin d’assumer les nouvelles responsabilités du pays à l’international (représentations diplomatiques, directions des forces et des bases à l’étranger, services de renseignement…).

Cette « bureaucratie impériale », sous la conduite de l’exécutif américain, est en principe contrebalancée par la surveillance du Congrès (qui vote ses crédits et organise des comités sur son activité). Seulement, dans des périodes politiquement troubles, il arrive que le Congrès lâche la bride de l’exécutif.

Ce fut le cas en 2002 lorsque les parlementaires abandonnèrent le droit de déclarer la guerre à l’Irak au Président des États-Unis. Cette procédure a, ponctuellement mais indiscutablement, brisé l’équilibre des pouvoirs constitutionnels américains. Le même constat peut être fait avec le Patriot Act du 26 octobre 2001 qui a réduit l’étendue du pouvoir judiciaire (en particulier les écoutes effectuées sur demande gouvernementale). Au final, l’hégémonie des États-Unis peut menacer leur propre démocratie autant que leur mixité sociale toujours plus hétérogène peut entraver leur capacité à décider et mettre en œuvre leur diplomatie.

S’il reconnaît que les États-Unis ont un discours sur la mondialisation trop frappé de messianisme, il n’hésite pas à vilipender les élites russes et européennes qui seraient tout autant dans l’excès dans leurs critiques (on notera avec amusement que deux Français, Jean Baudrillard et Pierre Bourdieu pour ne pas les citer, sont particulièrement visés).

Enfin, la « destinée manifeste » est à ce point intégrée dans le raisonnement de l’auteur qu’il n’hésite pas à conclure sur ces quelques lignes qui ont de quoi faire hausser les sourcils : « « Laissez rayonner vos lumières devant les hommes afin qu’ils voient vos bonnes œuvres » [9]. Que rayonne l’Amérique. » [10]

Lorsque l’on a accepté ces nombreuses réserves, il nous reste un ouvrage très bien structuré aux raisonnements pertinents, documentés et toujours d’actualité. Pour ne rien gâcher, l’auteur a, avec l’arrivée au pouvoir de Barack Obama, gagné son pari.Les Etats-Unis ont, ces dernières années, favorisé le leadership au détriment de la domination unilatérale. Reste à savoir s’il s’agit d’un changement de doctrine définitif ou bien, comme l’avance Serge Sur, d’« une stratégie à plus long terme de reconfiguration de la puissance américaine et de reconstruction d’une hégémonie durable » .

Le refus du Premier ministre Viktor Orbán et de son parti dirigeant, Fidesz, de se joindre à la nouvelle Guerre froide menée contre la Russie par les États-Unis et l'Europe — d'abord en acceptant la traversée de son territoire par le gazoduc paneuropéen South Stream, mais aussi à travers sa politique cinglante contre les banques et compagnies énergétiques étrangères — a déclenché toutes les alarmes dans les capitales occidentales.

Pour F. William Engdahl, la question qu'il faut désormais poser est la suivante : la Hongrie sera-t-elle la prochaine cible d'une tentative de changement de régime financée par les USA et l'Union européenne ?

Depuis quelque temps, la Hongrie et son Premier ministre populiste et nationaliste Viktor Orbán sont dans la ligne de mire des élites politiciennes de Washington. Quel péché a donc commis M. Orbán ? Ne pas avoir courbé l’échine sous les diktats souvent destructeurs de la Commission européenne ; et chercher à définir une identité nationale hongroise. Mais le plus grave de ses péchés est son rapprochement croissant avec la Russie et sa méfiance envers Washington, matérialisés par un accord conclu avec Gazprom pour laisser passer par la Hongrie le gazoduc South Stream, qui doit relier la Russie à l’Union européenne.

Orbán lui-même a parcouru un long chemin politique depuis 1998, année où il devint Premier ministre de Hongrie, l’un des deux plus jeunes que ce pays ait élus à cette fonction. À cette époque, il avait supervisé, malgré l’opposition de la Russie, l’entrée de la Hongrie dans l’Otan — en même temps que la Pologne et la République tchèque — et dans l’Union européenne. Durant ce mandat de Premier ministre effectué en des temps où l’économie de l’UE était beaucoup plus prospère qu’aujourd’hui, Orbán réduisit les impôts, abolit les droits d’inscription à l’université pour les étudiants qualifiés, augmenta les allocations maternelles et attira l’industrie allemande avec une main-d’œuvre hongroise bon marché. L’un de ses « conseillers » états-uniens était James Denton, lié à Freedom House, une ONG de Washington impliquée dans les révolutions colorées. Orbán était alors le chouchou des néoconservateurs de Washington. En 2001, il reçut le « prix de la Liberté » de l’American Enterprise Institute, un groupement néoconservateur.

Pourtant, en 2010, après avoir passé six ans dans l’opposition, Orbán fit son retour, doté cette fois d’une majorité retentissante par l’intermédiaire du Parti hongrois d’union civique (connu sous le nom abrégé de Fidesz). Dans les faits, Fidesz disposait d’une majorité de 68 % au Parlement, ce qui lui assurait tous les votes nécessaires pour modifier la Constitution et adopter de nouvelles lois, ce dont il ne se priva pas. Ironiquement, dans une logique typique de paille et de poutre, l’administration Obama et le Parlement européen lui reprochèrent d’avoir doté Fidesz d’un pouvoir excessif. Orbán fut accusé par Daniel Cohn-Bendit et les Verts européens de prendre pour modèle le Venezuela du président Hugo Chávez. Le moins qu’on puisse dire est qu’il ne respectait pas le cahier des charges bruxellois à l’usage des hommes politiques européens obéissants. Dans l’Union européenne, on se mit à diaboliser Fidesz et Orbán, faisant passer le premier pour la version hongroise du parti Russie unie et le second pour le Poutine magyar. C’était en 2012.

Et maintenant, la situation devient réellement préoccupante pour les atlantistes et l’UE, car Orbán vient de passer outre aux exigences européennes d’interrompre la construction du grand gazoduc russe South Stream.

Le gazoduc russe South Stream et le gazoduc germano-russe Nord Stream garantiraient à l’Union européenne un approvisionnement en gaz tout en contournant le conflit en Ukraine, ce à quoi Washington s’oppose farouchement, pour des raisons évidentes.

En janvier 2014, le gouvernement de M. Orbán a annoncé un accord financier de 10 milliards d’euros avec la Société nationale russe d’énergie nucléaire pour rénover l’unique centrale nucléaire de Hongrie, située à Paks. Conçue selon la technologie russe, cette centrale avait été construite sous l’ère soviétique.

Cette annonce éveilla l’attention de Washington. Il en fut de même à l’été 2014, lorsque Orbán critiqua les États-Unis, observant qu’ils avaient échoué à résoudre la crise financière mondiale qu’ils avaient eux-mêmes provoquée par le truchement de leurs banques. Il fit à cette occasion l’éloge de la Chine, de la Turquie et de la Russie, qu’il considérait comme des modèles plus positifs. En des termes assez proches de ceux que j’ai souvent employés, il déclara que les démocraties occidentales « risquent, dans les prochaines décennies, de se révéler incapables de conserver leur compétitivité, et paraissent vouées au déclin à moins qu’elles ne parviennent à se transformer profondément ».

Non content de cela, Orbán est parvenu à libérer la Hongrie de plusieurs décennies d’une catastrophique mise sous tutelle par le Fonds monétaire international. En août 2013, le ministre hongrois de l’Économie déclara qu’il avait réussi, au moyen d’une « politique budgétaire disciplinée », à rembourser les 2,2 milliards d’euros que le pays devait au FMI. Finies les privatisations forcées et les conditionnalités exorbitantes exigées par le FMI ! Le président de la Banque centrale hongroise exigea alors du FMI la fermeture de tous ses bureaux à Budapest. En outre, et comme l’avait aussi fait l’Islande, le Procureur général de Hongrie assigna en justice les trois Premiers ministres des gouvernements précédents en raison du niveau criminel d’endettement dans lequel ils avaient plongé la nation. C’était un précédent qui ne manqua pas de provoquer des sueurs froides dans quelques capitales, à Washington ou à Wall Street.

Mais l’alarme la plus retentissante fut sonnée pour de bon lorsque Orbán et son parti Fidesz, en même temps que leurs voisins autrichiens, donnèrent le feu vert à la construction du gazoduc russe South Stream sans se soucier des protestations de l’Union européenne, qui avançait que ce projet était contraire à ses lois. Es lebe die österreichisch-ungarische Energiemonarchie ! (Vive la monarchie énergétique austro-hongroise ! »), proclama Orbán lors d’une rencontre avec Horst Seehofer, ministre-président de Bavière, le 6 novembre à Munich.

Il n’en fallait pas plus pour que les élites états-uniennes déclenchent immédiatement l’alerte. Le New York Times, soutien très zélé de l’establishment, fit passer en « une » un éditorial intitulé « Le glissement dangereux de la Hongrie ». « Le gouvernement du Premier ministre hongrois Viktor Orbán, y déclarait-on, dérape vers l’autoritarisme et défie les valeurs fondamentales de l’Union européenne — et tout le monde le laisse faire. »

En ces termes, le Times révélait la véritable raison de cette panique à Washington et à Wall Street : « Encore une fois, la Hongrie a témoigné de son mépris pour l’Union européenne en faisant passer, lundi dernier, une loi autorisant la traversée du territoire hongrois par le gazoduc russe South Stream. Cette nouvelle loi est une violation flagrante de l’ordre donné en septembre dernier par l’Union européenne à tous ses États membres de refuser la construction de South Stream, ainsi que des sanctions économiques imposées par l’Union européenne et les États-Unis contre la Russie à la suite des actions de ce pays en Ukraine. Au lieu de protester du bout des lèvres contre ces mesures antidémocratiques, l’Union européenne ferait mieux d’ordonner elle aussi des sanctions contre la Hongrie. Et Jean-Claude Juncker, président de la Commission européenne, devrait user de son pouvoir pour obliger M. Navracsics à démissionner ». Tibor Navracsics vient d’être nommé à Bruxelles commissaire européen à l’Éducation, à la Culture, à la Jeunesse et aux Sports, fonction dont on cherche en vain le rapport avec les gazoducs.

Et maintenant, nous pouvons nous attendre à voir le National Endowment for Democracy et les ONG de service soutenues par les États-Unis trouver une bonne excuse pour organiser des manifestations de masse contre Fidesz et Orbán afin de punir ceux-ci de leur crime impardonnable : chercher à délivrer la Hongrie de la situation démente qu’ont créée les États-Unis en Ukraine.

The shadow of Orwell’s nightmarish vision of a totalitarian society with its all-embracing reach of surveillance and repression now works its way through American politics like a lethal virus. Orwell’s dystopian apparition of a totalitarian society with its all-embracing reach of surveillance and repression has come to fruition, reshaping the American body politic in the guise of a poorly orchestrated Reality TV show. As Orwell rightly predicted, one of the more significant characteristics of an authoritarian society is its willingness to distort the truth while simultaneously suppressing dissent. But Orwell was only partly right. Today, rather than just agressively instill a sense of fear, dread and isolation, contemporary totalitarian commitment also wins over large number of individuals through appeals to our most debased instincts projected on to hapless others. Our lurid fascination with others’ humiliation and pain is often disguised even to ourselves as entertainment and humor, if perhaps admittedly a little perverse. Under the new authoritarianism fear mixes with the endless production of neoliberal commonsense and a deadening coma-inducing form of celebrity culture. Huxley’s Soma now joins hands with Orwell’s surveillance state.

State terrorism works best when it masks the effects of its power while aggressively producing neoliberal commonsense through diverse cultural apparatuses in order to normalize the values and conditions that legitimate its reign of terror. For instance, Umberto Eco argues that one element of authoritarianism is the rise of an Orwellian version of newspeak, or what he labels as the language of “eternal fascism,” whose purpose is to produce  “an impoverished vocabulary, and an elementary syntax [whose consequence is] to limit the instruments for complex and critical reasoning.”   Dwight Macdonald, writing in the aftermath of World War II and the horrors of the Nazi Holocaust, argues that as more and more people are excluded from the experience of political agency and exhibit “less and less control over the policies” of their governments, ethics is reduced to the status of mere platitudes and politics becomes banal.  What has become clear to many Americans is that the electoral system is bankrupt. As the political process becomes more privatized, outsourced, and overrun with money from corporations and billionaires, a wounded republic is on its death bed, gasping for life.   In addition, as the state becomes more tightly controlled, organized, and rationalized by the financial elite, politics and morality are deprived of any substance and relevance, thus making it difficult for people to either care about the obligations of critical citizenship or to participate in the broader landscape of politics and power. Far easier to wax ironic or cynical.

For Orwell, the state was organized through traditional forms of authoritarian political power. What Orwell could not have imagined was the reconfiguration of the state under a form of corporate sovereignty in which corporations, the financial elite, and the ultra-rich completely controlled the state and its modes of governance. Hyper-capitalism was no longer merely protected by the state, it has become the state. As is well known, the fossil fuel companies, megabanks, and defense industries such as Boeing, General dynamics Northrop Grumman, and Lockheed Martin now control the major seats of political power and the commanding institutions necessary to insure that the deeply anti-democratic state rule in the interests of the few while exploiting and repressing the many. This was recently made clear by a Princeton University scientific study that analyzed policies passed by the U.S. government from 1981 to 2002 and discovered that vast majority of such policies had nothing to do with the needs and voiced interests of the American people. As the authors pointed out, “the preferences of the average American appear to have only a minuscule, near-zero, statistically non-significant impact upon public policy.”[1] Put bluntly, the study made clear that the opinions of the public per se simply do not count. The study concluded that rather than being a democracy the United States had become an oligarchy where power is effectively wielded by “the rich, the well connected and the politically powerful, as well as particularly well placed individuals in institutions like banking and finance or the military.”[2]

As a result of this mode of governance, individual and social agency are in crisis and are disappearing in a society in which 99 percent of the public, especially young people and minorities of class and color are considered disposable. At a time when politics is nation-based and power is global, the rulers of the Orwellian state no longer care about the social contract and make no compromises in their ruthless pursuits of power and profits. The social contract, especially in the United States, is on life support as social provisions are cut, pensions are decimated, and the certainty of a once secure job disappears. The new free-floating global elite are unrestrained by the old rules of politics and not only refuse to make any political concessions, they also no longer believe in long-term social investments and are more than willing to condemn those populations now considered disposable to a savage form of casino capitalism.

Isolation, privatization, and the cold logic of a mad version of neoliberal rationality have created new social formations and a social order in which it becomes difficult to form communal bonds, deep connections, a sense of intimacy, and long term commitments. In the manner of Huxley’s cautionary forewarning, people now participate willingly in their own oppression. Neoliberalism has created a society of ruling brutes for whom pain and suffering are now viewed as entertainment, warfare a permanent state of existence, and militarism as the most powerful force shaping masculinity. Politics has taken an exit from ethics and thus the issue of [3]social costs is divorced from any form of intervention in the world. This is the ideological script of political zombies who, as Alain Badiou points out, now control a lifeless version of democracy. Atomization, emotional self-management, and the ideology of self-interests are the curse of both neoliberal societies and democracy itself. Terror now takes the form of the atomization of individual agency and the politics of a moral coma.[4] Poverty, joblessness, low wage work, and the threat of state sanctioned violence produce among many Americans the ongoing fear of a life of perpetual misery and an ongoing struggle simply to survive. Collective paralysis now governs American society, reinforced by a fixed hedonism. Risk taking is individualized through a shameless appeal to resilience.[5] Insecurity coupled with a climate of fear and surveillance dampens dissent and promotes a kind of ethical tranquilization fed daily by the mobilization of endless moral panics, whether they reference immigrants allegedly storming American borders or foreign terrorists blowing up shopping centers. Such conditions more often than not produce withdrawal, insecurity, paranoia, and cynicism rather than rebellion among the American populace.

Americans now live under a form of casino capitalism that revels in deception, kills the radical imagination, depoliticizes the public, and promulgates what might be called an all-embracing punishing state. Idealism and hope for a better future has been replaced by a repressive disciplining machine and a surveillance state that turns every space into a war zone, criminalizes social problems, and legitimates state violence as the most important practice for addressing important social issues. The carceral state and the surveillance state now work together to trump security over freedom and justice while solidifying the rule of the financial elite and the reigning financial services such as banks, investment houses, and hedge funds, all of which profit from the expanding reach of the punishing state. Americans now live in what Robert Jay Lifton once described as a “death-saturated age”[6] as political authority and power have been transformed into a savage form of corporate governance and rule. The United States has moved from a market economy to a market society in which all vestiges of the public good and social contract are viewed with disdain and aggressively eliminated.

The basic elements of casino capitalism and its death wish for democracy are now well known: government should only exists to protect the ruling elite; self-interest is the only organizing principle of agency, risk is privatize; consumption is the only obligation of citizenship; sovereignty is market-driven; deregulation, privatization, and commodification are legitimate elements of the corporate state; market ideology is the template for governing all of social life, exchange values are the only values that matter, and the yardstick of profit is the only viable measure of the good life and advanced society. With the return of the new Gilded Age, not only are democratic values and social protections at risk, but the civic and formative cultures that make such values and protections central to democratic life are being eviscerated. At the heart of neoliberalism in its diverse forms is the common thread of breeding corporate and political monsters, widespread violence, the decimation of political life, and the withdrawal into private

We are witnessing the emergence of new forms of repression that echo the warnings of Aldous Huxley and reach deeply into the individual and collective psyches of the populace. Extending Huxley’s analysis, I want to argue that under regimes of neoliberalism, material violence is matched by symbolic violence through the proliferation of what I call disimagination machines. Borrowing from Georges Didi-Huberman’s use of the term, “disimagination machine,” I extend its meaning to refer to images, along with institutions, discourses, and other modes of representation that undermine the capacity of individuals to bear witness to a different and critical sense of remembering, agency, ethics, and collective resistance.[7] The “disimagination machine” is both a set of cultural apparatuses extending from schools and mainstream media to an idiotic celebrity culture and advertising apparatus that functions primarily to undermine the ability of individuals to think critically, imagine the unimaginable, and engage in thoughtful and critical dialogue. Put simply, to become critically informed citizens of the world.

Neoliberalism’s disimagination machines, extending from schools to print, audio, and screen cultures, are now used to serve the forces of ethical tranquilization as they produce and legitimate endless degrading and humiliating images of the poor, youthful protesters, and others considered disposable. The public pedagogy and market-driven values of neoliberalism constitute a war zone that suppresses any vestige of critical thought while creating the conditions and policies for expanding the boundaries of terminal exclusion. Viewed as unworthy of civic inclusion, immigrants, youth, protesters and others deemed alien or hostile to the mechanizations of privatization, consumption, and commodification are erased from any viable historical and political context. Such groups now fill the landscape of neoliberalism’s dream world. Vast numbers of the American public are now subject to repressive modes of power that criminalize their behavior and relegates them to those public spaces that accelerate their invisibility while exposing them to the harsh machinery of social death.

The neoliberal politics of disposability with its expanding machineries of civic and social death, terminal exclusion, and zones of abandonment constitute a new historical conjuncture and must be addressed within the emergence of a ruthless form of casino capitalism, which is constituted not only as an economic system but also a pedagogical force rewriting the meaning of common sense, agency, desire, and politics itself. The capitalist dream machine is back with huge profits for the ultra-rich, hedge fund managers, and major players in the financial service industries. In these new landscapes of wealth, exclusion, and fraud, the commanding institutions of a savage and fanatical capitalism promote a winner-take-all ethos and aggressively undermine the welfare state while waging a counter revolution against the principles of social citizenship and democracy.

Politics and power are now on the side of lawlessness as is evident in the state’s endless violations of civil liberties, freedom of speech, and the most constitutional rights, mostly done in the name of national security. Lawlessness wraps itself in repressive government policies such as the Patriot Act, the National Defense Authorization Act, Military Commissions, and a host of other legal illegalities. These would include the “right of the president “to order the assassination of any citizen whom he considers allied with terrorists,”[8] use secret evidence to detain individuals indefinitely, develop a massive surveillance panoptican to monitor every communication used by citizens who have not committed a crime, employ state torture against those considered enemy combatants, and block the courts from prosecuting those officials who commit such heinous crimes.[9] The ruling corporate elites have made terror rational and fear the modus operandi of politics.

Power in its most repressive forms is now deployed not only by the police and other forces of repression such as the 17 American intelligence agencies but also through a predatory and commodified culture that turns violence into entertainment, foreign aggression into a video game, and domestic violence into goose-stepping celebration of masculinity and the mad values of militarism. The mediaeval turn to embracing forms of punishment that inflict pain on the psyches and the bodies of young people, poor minorities, and immigrants, in particular, is part of a larger immersion of society in public spectacles of violence. Under the neo-Darwinian ethos of survival of the fittest, the ultimate form of entertainment becomes the pain and humiliation of others, especially those considered disposable and powerless, who are no longer an object of compassion, but of ridicule and amusement. Pleasure loses its emancipatory possibilities and degenerates into a pathology in which misery is celebrated as a source of fun. High octane violence and human suffering are now considered consumer entertainment products designed to raise the collective pleasure quotient. Brute force and savage killing replayed over and over in the culture now function as part of an anti-immune system that turns the economy of genuine pleasure into a mode of sadism that saps democracy of any political substance and moral vitality, even as the body politic appears engaged in a process of cannibalizing its own youth. It gets worse. The visibility of extreme violence in films such as John Wick (2014) and The Equalizer (2014) offer one of the few spaces amid the vacuity of a consumer culture where Americans can feel anything anymore.

Needless to say, extreme violence is more than a spectacle for upping the pleasure quotient of those disengaged from politics; it is also part of a punishing machine that spends more on putting poor minorities in jail than educating them. As American society becomes more militarized and “civil society organizes itself for the production of violence,”[10] the capillaries of militarization feed on and shape social institutions extending from the schools to local police forces. The police, in particular, have been turned into soldiers who view the neighbourhoods in which they operate as war zones. Outfitted with full riot gear, submachine guns, armoured vehicles, and other lethal weapons imported from the battlefields of Iraq and Iran, their mission is to assume battle-ready behaviour. Is it any wonder that violence rather than painstaking neighbourhood police work and community outreach and engagement becomes the norm for dealing with alleged ‘criminals’, especially at a time when more and more behaviours are being criminalised? Is it any wonder that the impact of the rapid militarization of local police forces on poor black communities is nothing short of terrifying and symptomatic of the violence that takes place in advanced genocidal states? For instance, according to a recent report produced by the Malcolm X Grassroots Movement entitled Operation Ghetto Storm, “police officers, security guards, or self-appointed vigilantes extra judicially killed at least 313 African-Americans in 2012…This means a black person was killed by a security officer every 28 hours.” The report suggests that ‘the real number could be much higher’.[11] Michelle Alexander adds to the racist nature of the punishing state by pointing out that “There are more African American adults under correctional control today — in prison or jail, on probation or parole — than were enslaved in 1850, a decade before the Civil War began.”[12] Meanwhile the real violence used by the state against poor minorities of color, women, immigrants, and low income adults barely gets mentioned, except when it is so spectacularly visible and cruel that it cannot be ignored as in the case of Eric Garner who was choked him to death by a New York City policeman after he was confronted for illegally selling untaxed cigarettes.

The authoritarian state empties politics of all vestiges of democracy given that the decisions that shape all aspects of the commanding institutions of society are now made largely in private, behind closed doors by the anonymous financial elite, corporate CEOs, rich bankers, the unassailable leaders of the military-industrial complex, and other kingpins of the neoliberal state. At the same time, valuable resources and wealth are extracted from the commons in order to maximize the profits of the rich while the public is treated to a range of distractions and diversions that extend from “military shock and awe overseas” to the banalities of a commodified culture industry and celebrity obsessed culture that short-circuits thought and infantilizes everything it touches. In the end, as Chomsky points out this amounts to an attempt by a massive public relations industry and various mainstream cultural apparatuses “to undermine democracy by trying to get uninformed people to make irrational choices.”[13]

Neoliberal authoritarianism has changed the language of politics and everyday life through a poisonous public pedagogy that turns reason on its head and normalizes a culture of fear, war, and exploitation. Even as markets unravel and neoliberalism causes increased misery, “the broader political and social consensus remains in place” suggesting that the economic crisis is not matched by a similar crisis in consciousness, ideas, language, and values.[14] Underlying the rise of the authoritarian state and the forces that hide in the shadows is a hidden politics indebted to promoting crippling forms of historical and social amnesia. The new authoritarianism is strongly indebted to what Orwell once called a “protective stupidity” that corrupts political life and divest language of its critical content.[15]

Yet, even as the claims and promises of a neoliberal utopia have been transformed into a Dickensian nightmare as the United States, and increasingly Canada, succumb to the pathologies of political corruption, the redistribution of wealth upward into the hands of the 1 percent, the rise of the surveillance state, and the use of the criminal justice system as a way of dealing with social problems, Orwell’s dark fantasy of a fascist future continues without massive opposition. Domestic terrorism now functions to punish young people whenever they exercise the right of dissent, protesting peacefully, or just being targeted because they are minorities of class and color and considered a threat and in some cases disposable, as was recently evident in the killing by a white policemen of Michael Brown in Ferguson, Missouri.

The emergence of the warrior cop and the surveillance state go hand in hand and are indicative not only of state-sanctioned racism but also of the rise of the authoritarian state and the dismantling of civil liberties. Brutality mixed with attacks on freedom of dissent and peaceful protest prompts memories of past savage regimes such as the dictatorships in Latin America in the 1970s and 1980s. The events in Ferguson speak to a history of violence in United States that Americans have chosen to forget at their own risk. Historical amnesia takes a toll. For instance, amid the growing intensity of state terrorism, violence becomes the DNA of a society that not only has a history of forgetting, but also refuses to deal with larger structural issues such as massive inequality in wealth and power, a government that now unapologetically serves the rich and powerful corporate interests, the growing militarization of everyday life, while elevating the power of money to an organising principle of governance.[16] What all of this suggests is a dismantling of what Hannah Arendt called “the prime importance of the political.”[17]

Underlying the carnage caused by neoliberal capitalism is a free market ideology in which individuals are cut off from the common good along with any sense of compassion for the other.[18] Economic Darwinism individualizes the social by shredding social bonds that are not commodified and in doing so depoliticizes, atomizes, and infantilizes the broader public. All problems are now defined as a problem of faulty character and a lack of individual resilience and responsibility. At the same time, freedom is reduced to consumerism and a modern day version of narcissism becomes the only guiding principle for living one’s life. Only under such circumstances can a book titled Selfish written by the vacuous Kim Kardashian and filled with 2000 selfies be published and celebrated in the mainstream media, mirroring a deeply disturbing principle of the larger society. What is crucial to recognize is that the central issues of power and politics can lead to cynicism and despair if casino capitalism is not addressed as a system of social relations that diminishes—through its cultural politics, modes of commodification, and market pedagogies—the capacities and possibilities of individuals and groups to move beyond the vicissitudes of necessity and survival in order to fully participate in exercising some control over the myriad forces that shape their daily lives.

What exists in the United States today and increasingly in Canada is fundamentally a new mode of politics, one wedded to a notion of power removed from accountability of any kind, and this poses a dangerous and calamitous threat to democracy itself, because such power is difficult to understand, analyze, and counter. The collapse of the public into the private, the depoliticization of the citizenry in the face of an egregious celebrity culture, and the disabling of education as a critical public sphere makes it easier for neoliberal capital with its hatred of democracy and celebration of the market to render its ideologies, values, and practices as a matter of common sense, removed from critical inquiry and dissent.

orn1.jpgWith privatization comes a kind of collective amnesia about the potential democratic role of government, the importance of the social contract, and the importance of public values. For instance, war, intelligence operations, prisons, schools, transportation systems, and a range of other operations once considered public have been outsourced or simply handed over to private contractors who are removed from any sense of civic and political accountability. The social contract and the institutions that give it meaning have been transformed into entitlements administered and colonized by largely the corporate interests and the financial elite. Policy is no longer being written by politicians accountable to the American public. Instead, policies concerning the defense budget, deregulation, health care, public transportation, job training programs, and a host of other crucial areas are now largely written by lobbyists who represent mega corporations. How else to explain the weak deregulation policies following the economic crisis of 2007 or the lack of a public option in Obama’s health care policies? Or, for that matter, the more serious retreat from any viable notion of the political imagination that “requires long-term organizing—e.g., single-payer health care, universally free public higher education and public transportation, federal guarantees of housing and income security.”[19] The liberal center has moved to the right on these issues while the left has become largely absent and ineffective. Yet the fight for developing a radical democracy must continue on a domestic and global scale.

Democracy is not compatible with capitalism but is congruent with a version of democratic socialism in which the wealth, resources, and benefits of a social order are shared in an equitable and just manner. Democracy as a promise means that society can never be just enough and that the self-reflection and struggles that enable all members of the community to participate in the decisions and institutions that shape their lives must be continually debated, safeguarded, and preserved at all costs. The rebuilding of a radical democracy must be accompanied with placing a high priority on renewing the social contract, embracing the demands of the commons, encouraging social investments, and the regeneration of the social contract. These are only a few of the issues that should be a central goal for the development of a broad-based radical social movement. I want to emphasize that I am not suggesting that developing a new understanding of politics as a call to reclaim a radical democracy be understood as simply a pragmatic adjustment of the institutions of liberal democracy or a return to the social democracy of the New Deal and Great Society.

On the contrary, any rethinking of the political can only be comprehended as part of a radical break from liberalism and formalistic politics if there is to be any move towards a genuine democracy in which matters of equality, power, and justice are central to what can be called a radical democratic politics. Such a task necessitates a politics and pedagogy that not only expands critical awareness and promotes critical modes of inquiry but also sustains public spheres, builds new modes of solidarity and connections and promotes strategies and organizations that create not simply ruptures such as massive demonstrations but real changes that are systemic and long standing. If such a politics is to make any difference, it must be worldly; that is, it must incorporate a critical public pedagogy and an understanding of cultural politics that not only contemplates social problems but also addresses the conditions for new forms of democratic political exchange and enables new forms of agency, power, and collective struggle. The collapse of the United States into neoliberal authoritarianism signals not simply a crisis of politics and democracy, but a crisis of ideas, values, and agency itself. Hence, calling for a revival of the educative nature of politics and the radical imagination is more than a simply call to find ways to change consciousness; it is first and foremost an attempt to understand that education is at the center of a struggle over what kinds of agency will be created in the interest of legitimating the present and producing a particular kind of future. This is an imminently educative, moral, and political task and it is only through such recognition that initial steps can be taken to challenge the powerful ideological and affective spaces through which neoliberalism produces the desires, identities, and values that bind people to its forms of predatory governance.

The moral, political, and economic violence of neoliberalism must be made visible, its institutional structures dismantled, and the elite interests it serves exposed. The fog of historical, social and political amnesia must be eliminated through the development of educational programs, pedagogical practices, ideological interventions, and public narratives that provide the critical and analytical tools to enable the public to analyze both underlying ideologies and institutions of neoliberal capitalism as well as the intellectual and economic resources needed to provide meaningful alternatives to the corporate authoritarianism that passes itself off as an updated mode of democracy. What is important here is that the struggle against neoliberalism focus on those forms of domination that pose a threat to those public spheres essential to developing the critical formative cultures that nourish modes of thinking, analysis, and social formations necessary for a radical democracy.

In addition, the left has to do more than chart out the mechanisms through which neoliberal authoritarianism sustains itself. And for too many on the left this means simply understanding the economic forces that drive neoliberal global capitalism. While this structural logic is important, it does not go far enough. As Stuart Hall has insisted “There’s no politics without identification. People have to invest something of themselves, something that they recognize is meaningful to them, or speaks to their condition and without that moment of recognition” any effort to change the way people inhabit social relations of domination will fail.[20] Pierre Bourdieu takes this logic further in arguing that left has often failed to recognize “that the most important forms of domination are not only economic but also intellectual and pedagogical, and lie on the side of belief and persuasion”[21] He insists, rightly, that it is crucial for the left and other progressives to recognize that intellectuals bear an enormous responsibility for challenging this form of domination by developing tactics “that lie on the side of the symbolic and pedagogical dimensions of struggle.”[22]

If neoliberal authoritarianism is to be challenged and overcome, it is crucial that intellectuals, unions, workers, young people, and various social movements unite to reclaim democracy as a central element in fashioning a radical imagination that foregrounds the necessity for drastically altering the material and symbolic forces that hide behind a counterfeit claim to participatory democracy. This means imagining a radical democracy that can provide a living wage, decent health care, public works, and massive investments in education, child care, housing for the poor, along with a range of other crucial social provisions that can make a difference between living and dying for those who have been cast into the ranks of the disposable.

There are new signs indicating that the search for a new understanding of politics and the refashioning of a radical imagination are emerging, especially in Greece, Germany, Spain, and Denmark, where expressions of new political formations can be found in political groups such as Podemos, Die Linke, Syriza, and the Red-Green Alliance. While these political formations have differences, what they share is a rejection of stale reformism that has marked liberal politics for the last 40 years. These new political formations are offering alternatives to a new kind of social order in which capitalism does not equal democracy. But more importantly, they are not tied merely to unions and older political factions and are uniting with social movements under a broad and comprehensive vision of politics and change that goes beyond identity politics and organizes for the long haul. Moreover, as Juan Pablo Ferrero points out, these parties not only take seriously the need for economic change but also the need for new cultural formations and modes of change.[23] The struggle against neoliberal common sense is as important as the struggle against those institutions and material modes of capital that are the foundation of traditional politics of resistance. Language, communication, and pedagogy are crucial to these movements as part of their attempt to construct a new kind of informed and critical political agent, one freed from the orbits of neoliberal privatization and the all-embracing reach of a commodified and militarized society.

What Podemos, Syriza, and other new political movements on the left make clear is that the fight against neoliberalism and the related anti-democratic tendencies that inform it must not settle for simply reforming the existing parameters of the social order. Neoliberalism has created an economic, cultural, and social system and social order that is not only as broken as it is dangerous, but also pathological in the violence and misery it produces. Any viable struggle must acknowledge that if the current modes of domination are to change, a newly developed emphasis must be placed on creating the formative culture that inspires and energizes young people, educators, artists, and others to organize and struggle for the promise of a substantive democracy.

At the same time, particular injustices must be understood through the specificity of the conditions in which they develop and take hold and also in relation to the whole of the social order. This means developing modes of analyses capable of connecting isolated and individualized issues to more generalized notions of freedom, and developing theoretical frameworks in which it becomes possible to translate private troubles into broader more systemic conditions. At the very least, a new political imaginary suggests developing modes of analyses that connects the dots. This is a particularly important goal given that the fragmentation of the left has been partly responsible for its inability to develop a wide political and ideological umbrella to address a range of problems extending from extreme poverty, the assault on the environment, the emergence of the permanent warfare state, the abolition of voting rights, the assault on public servants, women’s rights, and social provisions, and a range of other issues that erode the possibilities for a radical democracy. Neoliberalism stands for the death of democracy and the commodification and repression of any movement that is going to successfully challenge it.

One of the most serious challenges facing progressives is the task of developing a discourse of both critique and possibility. This means insisting that democracy begins to fail and political life becomes impoverished in the absence of those vital public spheres such as higher education in which civic values, public scholarship, and social engagement allow for a more imaginative grasp of a future that takes seriously the demands of justice, equity, and civic courage. Such a challenge demands not only confronting symptoms as a way of decreasing the misery and human suffering that people experience on a daily basis, but most importantly addressing the root causes that produce the despotism and culture of cruelty that marks the current period. The time has come to develop a political language in which civic values, social responsibility, and the institutions that support them become central to invigorating and fortifying a new era of civic imagination, and a renewed sense of social agency. A revitalized politics for imagining a radical democracy must promote an impassioned international social movement with a vision, organization, and set of strategies to challenge the neoliberal nightmare engulfing the planet. The dystopian worlds of Orwell and Huxley are sutured in fear, atomization, and a paralyzing anxiety. Unfortunately, these dystopian visions are no longer works of fiction. The task ahead is to relegate them to the realm of dystopian fiction so they can remind us that a radical democracy is not simply a political project, but a way of life that has to be struggled over endlessly.

Il faudrait rechercher les analyses sur la fin de la fracture raciale aux Usa, après l’élection d’Obama. Il faudrait surtout que ceux qui ont écrit des niaiseries, par idéologie, reconnaissent leurs erreurs. On peut toujours rêver.

L’évidence est là! La communauté noire se sent toujours discriminée même en ayant son président à la Maison blanche.  Elle dénonce l’attitude de la police blanche. Elle se dit victime de violences racistes. Et les émeutes raciales se multiplient avec pillages. Il ya sans doute des bavures, mais, sorties du contexte américain de la criminalité, cela ne veut rien dire. « C’est toujours les mêmes que l'on tue ». On connait l’argument, mais il y a le contexte.

La population carcérale s’élevait l’an dernier aux Etats-Unis à quelque 2,3 millions de personnes, sur une population adulte de 230 millions, soit le taux le plus élevé dans l’histoire américaine, selon le Pew Center. Les statistiques sont particulièrement frappantes parmi les minorités : alors qu’un adulte américain blanc sur 106 est incarcéré, c’est un Hispanique sur 36 et un Afro-américain sur 15 qui sont en prison.

Alors une communauté persécutée ou  plus criminogène ? Dans la tranche d’âge de 20 à 34 ans, c’est un jeune Noir sur neuf qui est derrière les barreaux. 20 % des Noirs américains (Afro-Americans) nés entre 1965 et 1969 ont fait de la prison, contre seulement 3 % des Blancs nés pendant la même période. Le racisme de la police blanche n’explique pas tout et même, au regard du danger permanent, s’explique.

Mais la conséquence, c’est le retour sur le devant de la scène politique américaine de la fracture raciale. Et Obama n’a rien changé, pire cela s’est aggravé. Darren Wilson, le policier qui a abattu en août dernier à Ferguson le jeune Noir Michael Brown, dit avoir la « conscience tranquille » car il estime avoir « effectué son travail dans les règles », dans une interview accordée à ABC News en partie diffusée mardi 25 novembre. M. Wilson, qu'un grand jury a décidé de ne pas inculper, explique qu'il n'aurait pas pu agir autrement lors de son altercation avec Michael Brown, qui a abouti à la mort de cet adolescent de 18 ans.



Après les émeutes et les pillages de lundi, des dizaines de manifestations ont été organisées à travers les Etats-Unis, mardi, pour protester contre la relaxe du policier…. Les émeutes sont raciales et donc racistes. «Pas de justice, pas de paix», scandaient les manifestants en colère, sourds aux appels au calme lancés dans la soirée par le président Barack Obama et la famille Brown. Devant la Maison Blanche, la foule brandissait des pancartes réclamant «Justice pour Mike Brown» et scandait «les mains en l’air, ne tirez-pas». Pour ceux qui doutent, heureusement, il ya le tweet de notre Taubira nationale si on ose dire. "Quel âge avait #Mickael Brown ? 18 ans. #Trayvon Martin ? 17. #Tamir Rice ? 12. Quel âge le prochain ? 12 mois ? Tuez-les avant qu'ils ne grandissent Bob Marley" a écrit la ministre de la Justice ce mardi matin.

Une phrase polémique qui pourrait bien choquer aux Etats-Unis. Invitée à expliquer ce tweet sur France Info ce mardi matin, elle a indiqué qu'elle voulait simplement exprimer sa "solidarité". «Je ne porterai pas de jugement de valeur sur les institutions des États-Unis. Cependant, il est évident que, lorsque le sentiment de frustration est aussi fort, aussi profond, aussi durable et aussi massif, il y a à s'interroger sur la confiance dans ces institutions, et donc la capacité des institutions à assurer cette paix sociale» a-t-elle dit avant d'ajouter «il est évident qu'on se rend compte que ça n'arrive qu'aux mêmes. Ce sont des gamins afro-américains, donc il y a le problème d'un certain nombre de clichés, de représentations, de préjugés qui peuvent créer des réflexes terribles. Quand ce sont des réflexes d'injures, c'est déjà difficile à supporter, quand ce sont des vies qui sont arrachées ainsi, c'est encore plus insupportable».

Retour à Ferguson et au “ remplacement” à l'américaine

Devenue le centre de l'attention médiatique américaine, la petite ville de Ferguson ne comptait que 21 203 habitants en 2010, selon les chiffres officiels. Parmi eux, 67% de Noirs et 29% de Blancs. Les effectifs du commissariat de Ferguson sont très loin d'être représentatifs de la diversité de la population de la ville. En effet, 94% des policiers de la ville sont blancs et seulement 6% noirs, selon le maire (blanc) et le chef de la police (blanc, avant d'être remplacé par un Noir), cités respectivement, le 13 août, par les chaînes KSDK et CBS. «Nous recrutons tous ceux que nous pouvons», a expliqué le maire, pour qui «beaucoup de jeunes Afro-Américains ne veulent pas entrer dans la police». 

La mort de Michael Brown  a donc ravivé le débat sur l’attitude des forces de l’ordre et les relations raciales aux États-Unis, 22 ans après l’affaire Rodney King et les émeutes qui avaient embrasé Los Angeles, après l’acquittement de quatre policiers blancs filmés en train de passer à tabac cet automobiliste noir.

Dans son message, le président Obama a d’ailleurs mis en garde contre la tentation de «dissimuler les problèmes» liés au racisme aux États-Unis. «Dans trop de régions du pays, il existe une profonde défiance entre les forces de l’ordre et les communautés de couleur», a-t-il souligné. «C’est une chose qu’ils ont toujours faite. J’ai 63 ans, j’ai vu cela à l’époque de Martin Luther King. Ils n’ont pas changé et ne changeront jamais», déclarait un homme interrogé par l’AFP dans une rue de Ferguson.

Entre le racisme réel et le racisme ressenti c’est comme pour le froid à la météo…mais en tout cas aux Usa, malgré l’astre Obama, période glaciaire dans les relations raciales.

La guerre des États-Unis dirigée contre l'Etat islamique sent le mensonge à plein nez. Nous avons décortiqué toutes les vidéos. Ce sont des mises en scène grossières, la dernière étant dans le genre un bijou de propagande. Mais il faut à la fois recruter dans les rangs et pousser les alliés pour les contraindre en fait à mener une guerre préventive dans le monde. Il faut mondialiser la guerre pour protéger à la fois la patrie américaine et l'Etat israélien, réaliser au final la Jérusalem céleste. L'agenda militaire américain vise le Grand Moyen Orient, le Grand Israël et à terme le contrôle de l'Iran. L'État islamique d'Irak et la Syrie (ISIS) est une création du renseignement américain. Le renseignement américain n'est pas le Pentagone. Dans la cacophonie régnante, il y a aussi à Washington des guerres des stratèges. L'incursion des brigades de l'Etat islamique en Irak à partir de Juin 2014 faisait partie d'une opération de renseignement militaire soigneusement planifiée et secrètement soutenue par les Etats-Unis, l'OTAN et Israël. Pour le Mossad, il y avait aussi une autre opération baptisée Nid de frelons qui visait à attirer comme un aimant les extrémistes arabes dans la région pour les abattre.


Le mandat de lutte contre le terrorisme est une fiction 


L'État islamique est protégé par les Américains et ses alliés. Si d'ailleurs la coalition avait voulu éliminer les brigades de l'ISIS, ils auraient bombardé ses convois de camions Toyota quand ils traversaient le désert de la Syrie à l'Irak en Juin. Le désert syrien El-Arab est un territoire ouvert. Avec des avions de combat (F15, F22 Raptor, CF-18 ou Rafale et Mirage 2000), l'opération aurait été, d'un point de vue militaire, rapide, pratique et efficace, réglée en un tour de main. Mais il fallait laisser l'ISIS entrer pour s'approprier les armes des militaires irakiens, l'or des banques de Mossoul et faire éclater l'Irak pour se retourner ensuite contre la Syrie afin de l'achever sans égard pour les populations civiles.


L'opération de l'EILL, et beaucoup l'ont relevée, s'apparente à celle du soutien américain d'Al-Qaïda et ses affiliés. Au moment de la guerre soviéto-afghane, des camps d'entraînement pour Al-Qaïda avaient été établis au Pakistan. Sur une période de dix ans à partir de 1982-1992, 35 000 djihadistes venus de 43 pays islamiques avaient été recrutés par la CIA pour combattre dans le djihad afghan. Des manuels pour djihadistes avaient même été publiés par l'Université du Nebraska. Oussama ben Laden fondateur d'Al-Qaïda aux Etats-Unis a été recruté par la CIA au début de la guerre en 1979. Il avait 22 ans. La France est parfaitement au courant. Dans les années 2004-2005, la France protégeait aux Comores le numéro deux d'Al-Qaïda pourtant objet, officiellement ,d'une forte prime pour son arrestation.


L'État islamique (ISIL) est à l'origine une filiale d'Al-Qaïda créée par l'agence de renseignement des États-Unis avec le soutien du MI6 britannique, le Mossad d'Israël, l'Inter-Services Intelligence du Pakistan (ISI) et l'Arabie Intelligence ( GIP), Ri'āsat Al-Al-Istikhbarat'Amah (رئاسة الاستخبارات العامة). Le but initial était de soutenir l'insurrection en Syrie dirigée contre le gouvernement de Bachar al Assad. 


C'est l'OTAN et le haut commandement turc qui étaient responsables au départ de l'embauche des mercenaires ISIS et Al Nusrah depuis le début de l'insurrection syrienne en Mars 2011. Selon des sources de renseignements israéliens, cette initiative a impliqué une campagne pour enrôler des milliers de volontaires musulmans pour combattre aux côtés des rebelles syriens. L'armée turque se proposait de loger ces volontaires, de les former et de les préparer à la frontière. Elle a assuré  leur passage en Syrie et lorsqu'ils sont blessés, c'est elle aussi qui les soignent. On sait aussi, de source confirmée, que des forces spéciales britanniques et le MI6 ont participé à la formation de djihadistes chez les rebelles syriens et l'on se rappelle bien l'excellent accent britannique de John, le tueur de James Folley. Très publiquement le 9 décembre 2012, un haut responsable américain avouait sur CNN que les Etats-Unis et disait-il « certains alliés européens » utilisent leurs agents pour « former les rebelles syriens à la sécurisation des stocks d'armes chimiques en Syrie ».


En ce qui concerne la pratique de la décapitation chez les djihadistes, elle fait partie des manuels et des programmes de formation de terroriste parrainé et édité par les USA, programmes de formation mis en place en Arabie saoudite et au Qatar. La question qui reste énigmatique est : comment s'opère le recrutement ? En fait, comme la CIA en Amérique latine et comme tous les services secrets du monde l'ont fait dans l'histoire, un grand nombre des militants recrutés le sont chez les droits communs et ils sont recrutés comme mercenaires ISIS. On sait là encore de source assez fiable que les prisons saoudiennes sont quelque peu désertiques en ce moment. Ceux qui sont condamnés à mort en Arabie saoudite ont tous été enrôlés pour se joindre aux brigades terroristes en Syrie.


Le profil de nos « français de souche, djihadistes » est manifestement un profil de gens rationnels, pas du tout fanas. Ils ont de toute évidence été recrutés comme mercenaires ou se sont engagés comme tels. Ils sont peut-être musulmans mais certainement  pas  des « islamistes» embrigadés. Comment devient-on mercenaire alors qu'il n'y a plus de service militaire en France et pas encore d'annonces dans les journaux français ? On est le plus souvent « approché » dans une mosquée, dans une soirée ciblée ou dans les couloirs d'une université et l'on peut ainsi se retrouver comme une jeune fille brillante (cas véridique) soudain à Londres avec 20 000 euros sur son compte ou autre cas réel, avoir l'usage d'une carte bleue sans restriction. Disons le, de suite, ce n'est pas l'armée française qui peut se permettre ce genre de largesses. Alors qui ?  Sur le  terrain, on sait que des combattants djihadistes ont rencontré des officiers israéliens de Tsahal et suivi leurs conseils. Le Premier ministre israélien Benjamin Netanyahu et le ministre de la Défense Moshe Yaalon ont visité des mercenaires blessés dans un hôpital militaire de campagne à la frontière avec la Syrie le 18 Février 2014. De même, le sénateur américain John McCain a rencontré des dirigeants terroristes djihadistes en Syrie. Actuellement, la milice de l'EILL (devenu chez nous Daesh) est la cible d'une campagne de bombardement des États-Unis et de l'OTAN, la France étant en première ligne dans le cadre du mandat de « lutte contre le terrorisme ». Comment comprendre ce « double jeu »  militaro-secret alors que  Washington continue de fournir une aide militaire conséquente à l'Etat islamique ? Dans la dernière vidéo de l'ISIS réalisée pour inciter les alliés à continuer, on voit bien que les bombardements des États-Unis visent aussi à frapper surtout au passage l'infrastructure économique de l'Irak et la Syrie, ses usines, ses voies de communication, ses immeubles et ses raffineries de pétrole. Aurions-nous oublié la possibilité d'un double objectif, comme ceux de 1944 et 1945 sur la Bretagne et la Normandie?


En soi, le projet de califat n'est pas arabe 


Il fait partie d'un plan anglo-saxon très ancien (revoyez Lawrence d'Arabie) et il fait partie d'un ordre du jour très précis de la politique étrangère américaine défini depuis longtemps. Il est chargé de diviser l'Irak et la Syrie dans des territoires distincts: un califat islamiste sunnite, un califat chiite et une République arabe du Kurdistan. En fait, nous sommes, avec la guerre mondiale contre le terrorisme qui a même son sigle propre, le GWOT comme pour l'OMC ou le GATT dans une autre séquence de la mondialisation guidée maintenant par la mondialisation de la guerre (Mali, Niger, Nigéria, République centrafricaine, Somalie, Yémen, Kenya) et l'accomplissement quasi théologico-eschatologique du Royaume.  Il ne manque plus que des Islamistes en Ukraine ! Il y en a déjà en Chine ainsi que quelques Tatars esclavagistes et collabos en Crimée ! 


Revenons à nos Normands, à nos décapiteurs ! 


Ce sont sans doute de bons naïfs face à une religiosité musulmane authentique.  Ils aiment l'argent. A Elbeuf, on a toujours aimé flamber ! Ils sont en service commandé et bien payé. Méfions-nous de ces sorties répétées de jeunes convertis. Rappelons-nous : dans les guerres d’antan, avant l’assaut décisif, une bonne préparation avec l’artillerie s’imposait. Les anglo-américains nous ont montré qu’ils suivaient souvent cette méthode à l'ancienne pour préparer leurs coups. Avant l’action proprement dite, une préparation minutieuse par l’artillerie médiatique vient en fait d'être mise en place. C'est réussi, Le Monde, sorte de Pravda française y a déjà consacré sa première page. Tout le monde savait en France qu’il y avait des djihadistes français en Syrie et en Irak mais ce qu'on savait moins c'est qu’ils se prénommaient en réalité Maxime ou Michael, au lieu de Mohamed ou Kader ! Ces prénoms bien « souchiens » tombent à point. Quelle que soit la réalité de la composition des djihadistes français en Syrie, la brusque apparition de ces vidéos synchronisées avec des « études statistiques » confirmant que les banlieues ou les mosquées ne sont pas le terreau du radicalisme musulman, nous amènent à nous demander pourquoi ces djihadistes, qui étaient restés discrets pendant trois ans, ont tout d’un coup éprouvé le besoin de fanfaronner devant les caméras ? Un besoin subit de notoriété ? Enfin pourquoi le sentiment de danger national semble plus important pour les médias, alors que rien n’a changé, lorsque ce sont des « nationaux » qui font la guerre ? Craint-on la guerre civile ou nous y prépare-t-on ? Et dans cette future guerre, un Maxime serait-il plus dangereux qu’un Mohamed ? 


Tout ceci est bien sûr destiné à maintenir le climat habituel de peur, le terrorisme d'Etat si bien analysé naguère par Gianfranco Sanguinetti mais le changement de cap concernant la nature du djihadisme français est trop brutal pour qu’il soit anodin. D'ailleurs, certains lorgnent déjà sur Internet qui, selon eux, aurait remplacé les mosquées. Préparez-vous ! N’y aurait-il que cela ? De fait, Noël approche... L'artillerie a été lancée et si comme dans la guerre en dentelle, l'assaut ne saurait tarder ?...

La presse européenne a récemment applaudi Barack Obama d'avoir osé affronter la majorité au Congrès en décidant de régulariser les immigrés d'Amérique latine dont des millions étaient depuis des années en situation illégale.
 
 
Ainsi, même s'il n'avait accompli aucune des grandes promesses sur lesquelles il s'était fait élire, au moins, à la fin de son mandat pourrait-il mettre l'une de celles-ci à son actif. La télévision a montré des foules de « latinos » pleurant des larmes d'émotion à la perspective de se voir régulariser. Le geste, a-t-on fait à juste titre remarquer, n'engageait guère la présidence puisqu'il pouvait être contré soit à la Chambre, soit au Sénat. Au moins cependant, l'intention était là.

Mais lorsque l'on regarde le détail de l' «executive action on immigration » décidée le 21 novembre par la Maison Blanche, dont Obama s'est félicité dans le cadre d'une intervention à la télévision, on constate qu'elle n'engage pas à grand chose. Le document (voir www.migrationpolicy.org/pubs/administrativefixes.pdf ) comporte trois sections . La première renforce les mesures destinées à bloquer l'immigration à la frontière.De nouveaux moyens sont mis à disposition de la police aux frontières et centralise celle-ci sous un commandement unifié, afin de faire plus efficacement la chasse aux immigrants clandestins.Ajoutons que cette "chasse" aboutit à un nombre de décès sans doute aussi nombreux que ceux enregistrés en Méditerranée dans le cadre de Frontex. 

Une seconde section vise à « déporter » c'est-à-dire renvoyer chez eux, non plus les familles comme aujourd'hui, mais seulement les individus dès lors qu'ils sont suspects de comportements « criminels ». Parmi eux, inclus dans les maffieux et terroristes, se trouvent ceux qui traversent la frontière de façon illégale.

La troisième section, jugée la plus libérale, exonère pendant 3 ans de tout risque d'expulsion les résidents de plus de 5 ans, payant des impôts et dotés d'enfants ayant la nationalité américaine. Après ce délai, les expulsions pourront reprendre.

Lors de ses deux premières années à la présidence, alors qu'il disposait d'une majorité au Congrès, Obama n'avait rien fait pour limiter les expulsions de masse, entreprises sous l'administration de Bush et qui ont intéressé environ 400.000 personnes. Après que les Républicains aient pris le contrôle de la Chambre, le Sénat sous majorité démocrate avait poursuivi cette action. Le service en charge, Immigration and Customs Enforcement , avait encore accru le nombre des contrôles et des expulsions.

Les nouvelles mesures recommandées par Obama, et si vivement applaudies dans les médias, prévoient des mesures si complexes pour conférer le droit à résidence que le nombre de ceux susceptibles d'en bénéficier, soit environ 3,7 millions de personnes, hésiteront à se faire connaître de l'administration. Ils préféreront conserver le statut de clandestin, d'autant plus que leurs employeurs, eux-mêmes illégaux, les y pousseront.

Les gouvernements et citoyens des pays européens, si soucieux eux-mêmes de contrôler les clandestins et prévenir les immigrations illégales, considéreront qu'Obama n'a fait que ce qu'il devait faire pour rendre de facto l'immigration très difficile. Ils souhaiteront que l'Europe fasse preuve d'une même sévérité. Peut-être ont ils raison. Mais alors, plutôt que présenter Obama comme un grand philanthrope, nous ferions mieux de reconnaître que le POTUS s'est inscrit en fait dans une tradition répressive bien affirmée.

From the nineteenth century through the 1960s and 70s, World History books did recognize the varying accomplishments of all civilizations in the world, but most authors and teachers took for granted the fact that Europeans deserved more attention particularly in view of their irrefutable influence on the rest of the world after their discovery of the Americas, development of modern science and global spread of modern technology.

But this Western-oriented teaching was increasingly rejected by historians who felt that all the peoples of the earth deserved equal attention. A major difficulty confronted this feeling: how can a new history of all humans — "universal" in this respect — be constructed in light of the clear pre-eminence of Europeans in so many fields?

It soon became apparent that the key was to do away with the idea of progress, which had become almost synonymous with the achievements of the West. The political climate was just right, the West was at the center of everything that seemed wrong in the world and in opposition to everything that aspired to be good: the threat of nuclear destruction, the prolonged Vietnam War, the rise of pan-Arabic and pan African identities, the "liberation movements" in Latin America, the Black civil rights riots, the women's movement.

More than anything, the affluent West was at the center of a world capitalist system wherein the rest of the world seemed to be systematically "underdeveloped" at the expense of the very "progression" of the West. Millions of students were being taught that the capitalist West, in the words of Karl Marx, had progressed to become master of the world "dripping from head to foot, from every pore, with blood and dirt".

The idea of Western progress was eventually replaced with the idea of "world history connected". Students would now have to learn that all humans irrespective of cultural and historical differences were alike as homo sapiens, as members of the same planet, and as migratory creatures who had made history in unison. The aim was hardly that Europeans were creatively involved in the creation of Chinese, Mesopotamian, or Mayan civilization; it was that they were morally and economically responsible for the "underdevelopment" of civilizations that were once more developed than the Germanic Barbarians of the Dark Ages — while insisting simultaneously that non-Europeans were the ultimate originators or co-participators of every great epoch in Europe's history.

But before this great fabrication was imposed on unsuspecting white students, a preparatory, though by no means identical, idea had been articulated by a German named Karl Jaspers: the notion that the major civilizations of the Old World experienced, more or less at the same time, a "spiritual process" characterized by a common set of religious, psychological, and philosophical inquiries about what it means to be "specifically human". The argument was that humanity, at this point in history, together, came to pose universal questions about the meaning of life with similar answers.

The Goal of Jasper's Axial Age


Karl Jaspers.jpgJaspers, a highly respected philosopher, argued in The Origin and Goal of History which was published in 1949 a few years after the end of WWII that Western culture was not uniquely gifted with ideas that bespoke of mankind generally and the course of history universally; other major civilizations, too, had espoused outlooks about humanity together with moral precepts with universal content.

Jaspers believed that this ability was "empirically" made possible by the occurrence of a fundamental "spiritual" change between 800 and 200 BC, which gave "rise to a common frame of historical self-comprehension for all peoples — for the West, for Asia, and for all men on earth, without regard to particular articles of faith". Believing that these spiritual changes occurred simultaneously across the world, Jaspers called it the "Axial Period". It is worth quoting in full Jasper's identification of the main protagonists of this period:

 

The most extraordinary events are concentrated in this period. Confucius and Lao-tse were living in China, all the schools of Chinese philosophy came into being, including those of Mo-ti, Chuang-tse, Lieh-tsu and a host of others; India produced the Upanishads and Buddha and, like China, ran the whole gamut of philosophical possibilities down to skepticism, to materialism , sophism and nihilism; in Iran Zarathustra taught a challenging view of the world as a struggle between good and evil; in Palestine the prophets made their appearance, from Elijah, by way of Isaiah and Jeremiah to Deutero-Isaiah; Greece witnessed the appearance of Homer, of the Philosophers — Parmenides, Heraclitus and Plato — of the tragedians, Thucydides and Archimedes. Everything implied by these names developed during these few centuries almost simultaneously in China, India, and the West, without any one of these regions knowing of the others (2).

 

Jaspers used certain amorphous philosophical phrases to bring out what was novel spiritually about this Axial age: "man becomes conscious of Being as a whole...He asks radical questions...By consciously recognizing the limits he sets himself the highest goals. He experiences absoluteness in the face of self hood" (2). But in some instances he offered more concrete sentences: "hitherto unconsciously accepted ideas, customs and conditions were subjected to examination, questioned and liquidated" (2). Essentially, in this Axial Age, the age of myths came to "an end".

 

The Greek, Indian and Chinese philosophers were unmythical in their decisive insights, as were the prophets [of the Bible] in their ideas of God (3).

 

A number of religious figures, philosophers and prophets came to rely more on their own judgments, visions, and reasoning powers: logos was set "against mythos" (3). Humans were now willing to rely on their rationality to make sense of the cosmos, to draw a clearer contrast between the inner world of consciousness, reflection, and the outer of accepted norms and beliefs, subject and object, spirit and matter. Combined with this spiritual awakening, came the idea of a transcendental One God as the basis of a new ethics against unreal demons and as the locus for thinking what was morally right for all.

It is not that the philosophical outlooks of these civilizations were identical, but that they exhibited similar breakthroughs in posing universal questions about the "human condition", what is the ultimate source of all things? what is our relation to the universe? what is the Good? what are human beings? Prior cultures were more particularized, tribal, polytheistic, and devoid of self-awareness regarding the universal characteristics of human existence. From the Axial Age onward, "world history receives the only structure and unity that has endured — at least until our own time" (8).

The central aim of Jasper's book was to drive home the notion that the different faiths and races of the world were once running along "parallel lines" of spiritual development, and that we should draw on this "common" spiritual source to avoid the calamity of another World War. The fact that these civilizations had reached a common spiritual point of development, without any direct influences between them, was likely, in his view, the "manifestation of some profound common element, the one primal source of humanity" (12). We humans have much in common despite our differences.

German Guilt requires a Common History

buecher6f.jpgThis notion of an Axial Age, with which Jaspers came to be identified, and which has been accepted by many established world historians, historical sociologists and philosophers, is also a claim he felt in a personal way (as a German) in the aftermath of the Second World War. According to Jaspers, after the end of the Axial Age around 200 BC, the major civilizations had ceased to follow "parallel movements close to each other" and instead began to "diverge" and "finally became deeply estranged from one another" (12). The Nazi experience was, in his estimation, an extreme case of divergence.

It should be noted, in this vein, that Jaspers, whose wife was Jewish, was the author of a much discussed book, The Question of German Guilt, in which he extended culpability to Germany as a whole, to every German even those who were not members of the Nazi party. A passage from this book, cited upfront in a BBC documentary, The Nazis — A Warning from History, reads:

 

That which has happened is a warning. To forget it is guilt. It must be continually remembered. It was possible for this to happen, and it remains possible for it to happen again at any minute. Only in knowledge can it be prevented.

 

The intention behind the idea of an Axial Age was to induce in humans an awareness of themselves as beings with a profound spiritual unity, nurturing a sense of "human solidarity". But this was only the beginning of what was soon to become a culture-wide effort on the part of Western elites to do away with any notion of Western uniqueness by framing its history as part of a "common" historical narrative of interacting and mutually evolving civilizations. It was also the beginning of an effort to instill on European natives the belief that they were citizens of propositional nations, and since these propositions could be held in common by all humans, they were citizens of the world and the inhabitants of the world were potential citizens of their nations. Germanness, in the words of Jürgen Habermas, would "no longer be based on ethnicity, but founded on citizenship". Habermas, a keen admirer of Jaspers, would be one of countless others embracing this civic/cosmopolitan notion of citizenship.

Hannah Arendt

An interesting figure drawn to the idea of a common historical experience, in the early days after WWII, was Hannah Arendt, a student of Jaspers. She obtained a copy of The Origin and Goal of History as she was completing her widely acclaimed book, The Origins of Totalitarianism. It is quite revealing that Elisabeth Young-Bruehl's traces, in a short essay titled Hannah Arendt's Jewish Identity, the roots of Arendt's cosmopolitanism to the role of the Jews of Palestine as one of the Axial Age peoples. Together with Jaspers, Arendt came to share

 

the project of thinking about what kind of history was needed for facing the events of the war and the Holocaust and for considering how the world might be after the war. They agreed that the needed history should not be national or for a national purpose, but for humankind.

 

Arendt agreed with Jaspers, Young-Bruehl writes, that the way for Westerners to overcome "the ill effects of their own prejudices and technological progress, which had made the worldwide war possible", was to open up to the world and think in a "cosmopolitan way about the future of humanity". In light of her Jewish identity, as one of the Axial peoples victimized by German and European prejudices, Arendt further developed the arguments of Jaspers by invoking the cosmopolitanism exhibited by the Jews in the Axial Age both as an "antidote to tribalist Jewish thinking" and to European ethno-nationalism. Young-Bruehl continues:

 

It is Arendt's Jewish identity — not just the identity she asserted in defending herself as a Jew when attacked as one, but more deeply her connection to the Axial Age prophetic tradition — that made her the cosmopolitan she was.

 

But what kind of history writing does cosmopolitan thinking require given that civilizations, according to Jasper, diverged in their cultural development after the Axial Age? For Arendt this was besides the point, she was not a historian preoccupied with the actual documentation and diverging histories of civilizations and nations. Her goal was to create a new state of mind among Europeans in the way they viewed themselves in relation to the world. She thus called upon Europeans to

 

  1. "enlarge" their minds and include the experience and views of other cultures in their thinking; 
  2. to overcome their Eurocentric prejudices and encompass the entire world in their historical reflections; 
  3. to develop a sense of the "human condition" and learn how to talk about what is "common to all mankind";
  4. to learn how they are culturally shaped both by their particular conditions and the conditions and experiences shared by all humans on the planet.

 


The "Special Quality" of the West — Rejected

This call by Arendt would coalesce with similar arguments about the "inventions of nations", the "social construction of races", and the idea that we are all primordially alike as Homo Sapiens. Jaspers, at least in his book The Origin and Goal of History, did not go this far, but in fact retracted, in later chapters, from the general statements he made in the introduction about the Axial Age being a common spiritual experience across the planet, acknowledging the obvious:

 

it was not a universal occurrence...There were the great peoples of the ancient civilizations, who lived before and even concurrently with the [Axial] breakthrough, but had no part in it (51).

 

He further noted that the Egyptian and Babylonian peoples "remained what they had been earlier...destitute of that quality of reflection which transformed mankind", even though they interacted with the Axial cultures (52). As it is, Jaspers admitted that after the Axial Age the respective civilizations traversed very different spiritual pathways, which begs the question as to why they would cease to exhibit "parallel developments" despite increasing interaction. Perhaps even more important was his recognition that there was a "specific quality" to the West in the way it exhibited "far more dramatic fresh starts" (54), whereas

 

in Asia, on the other hand, a constant situation persists; it modifies its manifestations, it founders in catastrophes and re-establishes itself on the one and only basis as that which is constantly the same (53).

 

In the end Jaspers could not avoid the ultimate historical question about why the West followed such a diametrically different path:

 

if science and technology were created in the West, we are faced with the question: Why did this happen in the West and not in the other two great cultural zones (61-2)?

 

The answer he offered was essentially the same as Hegel's heavily Eurocentric perspective about the unique pre-occupation of Europeans with freedom and reason. He actually delimited the veracity of the Axial thesis with the observation that only the ancient Greeks came to know "political liberty", in contrast to the "universal despotism" of the East; and that "in contrast to the East, Greek rationality contain[ed] a strain of consistency that laid the foundations of mathematics and perfected formal logic" (63).

Here are more special qualities mentioned by Jaspers about the West: "Tragedy is known only to the West." While other Axial cultures spoke of mankind in general, in the West this universal ambition regarding the place of man in the cosmos and the good life did not "coagulate into a dogmatic fixity" (64). "The West gives the exception room to move." In the West "human nature reaches a height that is certainly not shared by all and to which...hardly anyone ascends." "...the perpetual disquiet of the West, its continual dissatisfaction, its inability to be content with any sort of fulfillment" (64).

This is the language of Spengler's Faustian Soul. Some in the New Right don't like this perpetual restlessness about the West and would prefer to see the West become one more boring traditional culture. But this cannot be, for "in contrast to the uniformity and relative freedom from tension of all Oriental empires":

 

the West is typified by resoluteness that takes things to extremes, elucidates them down to the last detail, places them before the either-or, and so brings awareness of the underlying principles and sets up battle-fronts in the inmost recesses of the mind. (65)

 

None of these substantial qualifications would matter in the end. The inquiries Jaspers started would mushroom way beyond his expectations leading to the complete abolition of the teaching of Western Civ courses and the imposition of World Multicultural History. The Axial Age Jaspers had limited to the period 800-200 BC would come to be extended to the entire course of human history! A. G. Frank and Kenneth Pomeranz would announce in their best sellers ReOrient (1998) and The Great Divergence (2000) that the cultural and economic trajectories of Europe and Asia were "surprisingly similar" up until a sudden "accidental" divergence occurred around 1750/1830. Humans are all the same, have always been connected through migrations, race mixing, trade, and cultural borrowings. We have always been part of one big family. Europeans who talk about their uniqueness and complain about mass immigration and the incredible gifts of Islamic culture to the West are ignoramuses in need of replacement.

Yet, there never was an Axial Age: the PreSocratics were dramatically different in their inquiries, and far more universal in their reasoning, than the prophets of the Old Testament, the major schools of Confucianism, Taoism, and Legalism in China, and the Hindu religions of India. As far as I know, no one has explained this seemingly paradoxical combination of extreme Western uniqueness and extreme universalism. I hope to address this topic in a future essay.

Traité transatlantique : l’ingérence des multinationales dans la vie politique

Quelle est votre analyse des révélations de l’espionnage de la NSA, exposées au grand jour par son ex-agent et lanceur d’alerte Edward Snowden, qui ont été à l’origine de réactions très variées de la part de chefs d’état comme Dilma Roussef, Angela Merkel ou François Hollande il y a un an ?

Les ingérences américaines dans la vie européenne ne sont pas nouvelles, notamment au niveau sécuritaire. Rappellons-nous l’épisode des armées de l’ombre : après la Seconde guerre mondiale, les Etats-Unis ont encouragé le recrutement de nazis et de criminels de guerre pour constituer des armées secrètes en Europe, à l’insu des Parlements nationaux. Seules quelques élites européennes triées sur le volet (Premiers ministres, hauts gradés militaires, services secrets) étaient au courant et participaient activement à l’organisation de ces réseaux militaires clandestins…

Donc, l’ingérence américaine n’est pas une chose nouvelle, pas plus que l’accord tacite (ou la complicité active) d’une partie de nos dirigeants à développer ces projets à l’insu des populations. À la limite, le fait nouveau avec la NSA et l’espionnage des conversations téléphoniques d’Angela Merkel, c’est que l’ingérence américaine se fasse dans le dos… de nos décideurs politiques. Est-ce pour autant un cas majeur de casus belli entre eux et les Etats-Unis ? Franchement, je ne le crois pas.

Revenons un instant sur les armées de l’ombre de l’OTAN : quand ce scandale a éclaté (dans les années 90), le Parlement Européen exigeait de faire toute la lumière sur cette affaire dans laquelle on suspectait notamment des morts et des attentats… avec la complicité de nos services secrets et de certains militaires occidentaux !

Mais la suite de l’histoire, c’est très peu de lumière sur ce qui s’est réellement passé… et beaucoup de nouveaux accords d’entente sécuritaire entre l’Europe et les États-Unis ! Il y a donc de la marge, beaucoup de marge, entre les discours officiels d’un moment et les pratiques réelles qui s’inscrivent dans la durée…

Croyez-vous alors que la complicité entre les élites politiques et économiques européennes et états-uniennes va rester totale ?

Comme je viens de le dire, quand l’Europe est prise la main dans le sac, ou quand elle surprend les États-Unis la main dans le sac, à faire des trucs pas très démocratiques, pas très citoyens, eh bien on pousse certes des cris d’orfraie… mais ensuite c’est « business as usual », même si ce business, c’est la sécurité. Je veux dire par là qu’on revient vite à des méthodes d’entente et de complicité entre les États-Unis et l’Union européenne. Ainsi, suite aux révélations d’Edward Snowden, le Parlement Européen a voté deux fois sur le sujet, il y a un an.

Lors du premier vote (le 23 octobre 2013), les députés européens se sont demandés si l’espionnage de la NSA ne justifiait pas d’interrompre, au moins provisoirement, le programme d’échanges de données SWIFT.

Par ce programme, les États Unis ont accès aux données bancaires d’organisations et de citoyens européens, à condition qu’Europol, l’agence de police européenne, donne son accord. Ils ont donc un accès légal, mais conditionné à l’accord d’Europol. Or, on soupçonne fortement la NSA d’avoir espionné le serveur SWIFT pour accéder à l’ensemble des données, c’est-à-dire également celles auxquelles les Etats-Unis n’ont normalement pas accès. D’où le questionnement des Parlementaires européens : fallait-il interrompre, provisoirement, cet accord SWIFT avec les Etats-Unis (le temps de mener une investigation indépendante pour apprendre ce qui s’était réellement passé) ?

Une majorité du Parlement Européen a voté pour suspendre l’accord. C’est donc une très bonne chose. Malheureusement, ce vote était purement consultatif car le pouvoir de décision, dans ce dossier, est entre les mains de la Commission européenne qui a dit : « on continue comme avant notre programme d’échanges de données financières avec les États-Unis ».

Le second vote du Parlement Européen a eu lieu le 18 novembre 2013 et la question posée était la suivante : pour montrer aux États-Unis qu’on est fâché de leur espionnage illégal, ne faut-il pas geler les négociations transatlantiques sur le TTIP (autrement dit, le projet de création d’un grand marché commun UE-USA) ? Sur ce point précis, le Parlement européen a estimé que l’espionnage illégal des États-Unis n’était pas un motif suffisant pour arrêter les négociations transatlantiques (TTIP) en vue de créer un grand marché commun.

Donc voilà, ces deux exemples récents sont une illustration concrète du maintien d’une très vieille réalité politique : que les Américains nous espionnent ou que nos dirigeants s’entendent avec eux pour développer des stratégies sécuritaires antidémocratiques, cela fait certes scandale si c’est découvert et mis sur la place publique… Des instances élues (comme le Parlement Européen) vont notamment réagir et s’indigner… Mais tout compte fait, ces indignations sont comme des tempêtes dans un verre d’eau et rien de fondamental n’est remis en cause dans la politique commune européenne et américaine…

Ainsi, Angela Merkel n’aura vraisemblablement pas du tout apprécié le fait d’avoir été espionnée personnellement, mais ça ne suffit pas à remettre en cause le lien structurel entre l’Europe et les États-Unis.

Vous venez d’illustrer parfaitement ce que beaucoup de gens ressentent aujourd’hui, à savoir la méfiance vis-à-vis de tout ce qui concerne la vie politique. Pensez-vous que les élites financières puissent avoir un quelconque intérêt à décrédibiliser les répresentants politiques?

Honnêtement, je pense que non. Tout simplement parce que les élites financières ont besoin d’une partie du monde politique pour faire avancer leur projet de société. Prenons les négociations en vue de créer un marché transatlantique (TTIP) : ces négociations sont politiques et réclament donc des représentants politiques dotés d’une certaine légitimité.

En l’occurrence, il s’agit ici d’« experts » – ou plutôt de technocrates – désignés par la Commission européenne avec l’aval des gouvernements nationaux. Bref, les élites financières (mais aussi industrielles et marchandes) cherchent à déplacer, au sein du monde politique, la légitimité du pouvoir. Ce qu’elles veulent promouvoir, ce sont des formes de gouvernance opaque, éloignées des gens, et peuplées de décideurs non élus. À contrario, ce qu’elles ont intérêt à décrédibiliser, c’est la légitimité du pouvoir politique à une échelle locale (notamment nationale), ainsi que les finances publiques lorsque celles-ci sont au service de la solidarité.

On l’a bien vu avec la crise de la zone euro où, grosso modo, le scénario s’est joué selon moi en trois temps. Le premier temps est celui de la crise financière proprement dite, soit le moment où les banques (à force d’avoir spéculé sur les subprimes, qui incitaient des millions de pauvres à emprunter bien au-delà de leurs capacités financières) devaient logiquement faire faillite. Le deuxième épisode, c’est quand les gouvernements sauvent les banques de la faillite.

Selon la Commission européenne, ce sauvetage bancaire a coûté aux finances publiques européennes (autrement dit : à nous qui payons des impôts) la somme totale de 1.600 milliards d’euros.

À ce moment précis, nos élus politiques ont dit : « certes, ce n’est pas très moral de sauver les banques de la faillite alors qu’elles ont spéculé massivement, mais… on vous promet qu’on va mettre une muselière aux marchés financiers ». Vient alors l’épisode suivant, c’est le moment qu’on vit aujourd’hui lorsqu’on entend : « oh la la, les finances publiques ont vraiment trop déconné, la sécurité sociale est dans le rouge, on ne peut plus se permettre le luxe de la solidarité, il faut faire de l’austérité ».

À partir du moment où nos gouvernements acceptent ce scénario de l’austérité et lui donne même une force juridique contraignante en adoptant de nouveaux traités européens (ce qu’on appelle la nouvelle gouvernance économique européenne), je suis persuadé que les élites financières n’ont pas du tout intérêt à décrédibiliser les représentants politiques… qui agissent exactement dans le sens souhaité par les grandes multinationales. Le véritable enjeu, pour les réseaux d’affaires et leurs lobbies, consiste plutôt à rendre illégitime certaines politiques, et plus particulièrement les politiques de solidarité et de services publics. Ainsi, décrédibiliser les finances publiques, par exemple en disant des Grecs « qu’ils ont vécu au dessus de leurs moyens », etc…ça oui, je pense que c’est clairement à l’œuvre.

Pouvez-nous nous expliquer quel est le volet sécurité du TTIP ?

Je parlerais plutôt d’un volet « sécuritaire » que d’un volet « sécurité ». Après le 11 septembre 2001, les gouvernements américains et européens ont surfé sur la vague d’émotion et de peur pour faire passer de nouvelles législations, notamment antiterroristes. Officiellement, il s’agit de nous protéger contre les « méchants ». Le problème, c’est que ces législations sont conçues de la manière suivante : tout citoyen est un terroriste potentiel et doit pouvoir être surveillé de près par les autorités. Chemin faisant, on perd des libertés fondamentales (comme le droit à la vie privée) qui ne sont pas là par hasard…. mais qui résultent d’expériences historiques tragiques, notamment des répressions étatiques contre des mouvements sociaux jugés dérangeants. C’est pourquoi je parle de politiques « sécuritaires » : sous couvert de mieux nous protéger, on met en place un nouveau cadre juridique qui donne de nouveaux droits aux pouvoirs répressifs des Etats (forces de police, tribunaux), le tout étant basé sur une interprétation très libre – j’entends par là : trop floue et arbitraire – de qui est (ou n’est pas) un terroriste. Dans ce cadre-là, les États-Unis et l’Union européenne ont mis en place plusieurs accords sécuritaires transatlantiques.

En 2010, deux accords sont entrés en vigueur. Le premier est un accord d’enquête judiciaire transatlantique, qui prévoit que des enquêteurs américains puissent travailler sur le sol européen mais autorise également l’usage de vidéoconférences pour auditionner des témoins ou des experts situés aux États-Unis lors de procès en Europe, et vice-versa. Le deuxième accord entré en vigueur facilite grandement les extraditions judiciaires transatlantiques : à l’instar du mandat d’arrêt européen, son but est d’extrader beaucoup plus rapidement des détenus ou des suspects de l’UE vers les États-Unis. Pour y parvenir, on laisse tomber toute une série de garde-fous visant, par exemple, à garantir un procès équitable ou à s’assurer que la personne ne soit pas recherchée pour des raisons politiques. De fait, la seule réserve importante qui reste de mise, c’est la possibilité pour l’Europe de refuser l’extradition si la personne extradée risque d’être condamnée à la peine de mort aux États-Unis. Toujours dans le cadre de l’antiterrorisme, des accords transatlantiques d’échanges de données sont aussi en vigueur aujourd’hui. L’accord nommé Passenger Name Record transfère aux États-Unis, de façon automatique, toutes les données des compagnies aériennes sur les personnes qui vont atterrir ou survoler le territoire des États-Unis. Cela comprend votre numéro de compte en banque, votre adresse privée, le poids de vos bagages, les personnes en compagnie desquelles vous voyagez…

Il y a de cela quelques années, un avion a ainsi été détourné en plein vol parce qu’il avait parmi ses passagers… un juriste du groupe de la GUE (Gauche unitaire européenne) au Parlement Européen. Pour avoir critiqué la politique européenne en Amérique du Sud, ce passager était considéré comme potentiellement terroriste et dangereux pour les États-Unis ! Concrètement, l’avion a été obligé de refaire son itinéraire en plein vol, de modifier ses escales, ce qui a prolongé le voyage de plusieurs heures imprévues. Quant au juriste (qui se rendait en Amérique du Sud), il a été obligé de renégocier de nouveaux billets (et un temps de voyage beaucoup plus long) pour son vol retour, la compagnie aérienne refusant de l’embarquer pour un vol devant passer au-dessus du territoire des États-Unis.

L’autre grand accord transatlantique d’échange de données, c’est l’accord SWIFT dont nous avons parlé plus tôt : pour autant qu’Europol (l’agence de police européenne) donne son accord, les États-Unis reçoivent toutes les informations bancaires (comme les virements effectués) de telle personne ou de telle organisation… Ces accords sont en vigueur aujourd’hui et le restent malgré les viols de notre vie privée dont se sont rendus coupables les États-Unis (notamment via les écoutes de la NSA, mais aussi par l’enlèvement, sur le sol européen, de personnes extradées clandestinement par la CIA dans des pays tiers pour y être torturées). Quelle est selon vous la menace fondamentale que présente ce traité transatlantique ?

L’ambition première des actuelles négociations en vue de créer un grand marché transatlantique (le TTIP), est d’accorder davantage de pouvoirs aux multinationales. Notamment en leur laissant le choix des législations sous lesquelles elles veulent travailler : aujourd’hui, avec le marché unique européen, les multinationales peuvent déjà choisir entre 28 pays différents – donc entre 28 normes fiscales, salariales, sociales différentes – tout en ayant l’assurance que leurs produits peuvent circuler librement. Voilà ce qui tue, concrètement, les bons salaires, la sécurité sociale et les politiques de solidarité…. qui sont effectivement trop chers quand on décide de les mettre en concurrence avec des systèmes de travail (je devrais plutôt dire : d’esclavage) dignes du XIXème siècle. Or, l’enjeu des négociations transatlantiques, c’est d’offrir aux multinationales encore plus de choix de délocalisations opportunistes en ajoutant, aux 28 pays européens, 50 États américains qui ne sont vraiment pas des paradis sociaux pour travailleurs.

Dans ces négociations transatlantiques, l’enjeu prioritaire n’est pas sécuritaire. L’un des enjeux prioritaires consiste à transférer des pouvoirs politiques vers des instances de décision de plus en plus éloignées du citoyen. Un autre enjeu déterminant vise à mettre en concurrence des régimes démocratiques à forte protection sociale ou environnementale avec des régions aux normes juridiques bien plus faibles. L’arbitre de cette concurrence entre démocraties et zones de non-droit étant constitué de multinationales, il n’est pas très compliqué de deviner comment et pourquoi les législations écologiques et sociales protégeant le mieux la population sont appelées à disparaître ou à s’étioler… Sur certains points précis, ces négociations transatlantiques peuvent embrasser des thématiques sécuritaires : c’est notamment le cas des négociations touchant aux nouvelles technologies et au secteur numérique, dont de nombreuses applications (caméras, drones, robots) peuvent servir à « surveiller et punir ». Il y a donc moyen de faire des liens entre les accords sécuritaires (déjà en vigueur) et les négociations politiques (en cours).

À mes yeux, le lien principal résumant toute l’affaire est celui d’un manque crucial de démocratie et d’une confiance, bien trop aveugle, dans des pouvoirs éloignés de nous, à commencer par celui qu’exercent les multinationales.

Is Israel Losing the Battle to Wage War on Iran?

The world’s attention is focused once again on the negotiations between Iran and the five permanent members of the UN Security Council and Germany, commonly referred to as P5+1. Many are speculating about whether these negotiations will bear fruit by November 24, 2014, and reach a long-term agreement on curtailing Iran’s nuclear activities in exchange for removal of sanctions imposed on the country. Whatever the outcome, however, one thing is certain: the role of Israel in these negotiations has diminished considerably.

Last year’s short-term Joint Plan of Action (JPA), which was signed between Iran and the P5+1 on November 24, 2013, was a milestone in the US-Iran relations. As I analyzed it elsewhere, the JPA resulted in limiting some of Iran’s nuclear activities—which allegedly would enable her to make nuclear weapons—in return for a minimal reduction in certain kinds of sanctions. But this was not the real significance of the agreement. After all, and contrary to popular belief, the dispute between the US and Iran has never really been a technical dispute over nuclear issues. The dispute has always been a political clash; and the clash started in 1979, following the Iranian revolution. Since then the US has refused to accept the independence of Iran and has tried, using various excuses, to subdue a political system that would not fit the American vision of “world order.” These excuses, as I have shown elsewhere, have included, among others, issues such as Iran not accepting a ceasefire offered to it by Saddam Hussein in the 1980s Iran-Iraq war, Iran’s support for “terrorist” groups opposed to Israel and pursuit of weapons of mass destruction in general, Iran destabilizing Afghanistan, harboring Al-Qaeda, lacking democracy, being ruled by unelected individuals, violating human rights, not protecting the rights of women, and Iran not being forward-looking and modern. It has only been since 2002, when an Iranian exile group working hand in hand with the US and Israel made certain allegations against Iran, that the issue of Iran’s nuclear program was added to the list of accusations and became the cause célèbre and even casus belli. The JPA removed, at least for six months, the most major excuse for the US to wage a military attack on Iran.

In its clash with Iran, the US has always had a very close partner, Israel. The partnership started in 1979, but it took different routes. Up until the end of the Iran-Iraq war and the first US invasion of Iraq, Israel’s attention was primarily focused on Iraq, which was viewed by Israel as the most immediate obstacle to achieving its goal of annexing “Judea and Samaria.” Thereafter, Israel turned its attention to Iran, the other main obstacle in fulfilling the Zionist dream of Eretz Yisrael. Starting in the early 1990s Israel not only joined the US in its massive campaign against Iran, but it actually took over the sanctions policy of the US. With the help of its lobby groups, Israel pushed through the US Congress one set of sanctions after another, hoping that ultimately the US would attack Iran, as it had done in the case of Iraq.

Israel and its lobby groups also installed influential individuals in different US administrations to formulate US foreign policy toward Iran. This included the first Obama Administration. Various Israeli lobbyists shaped President Obama’s policy of “tough diplomacy,” a policy which, as I have analyzed elsewhere, meant nothing but sanctions upon sanctions until conditions would be ripe for military actions against Iran. Among these were Dennis Ross and Gary Samore. The first, Ross, well-known as “Israel’s lawyer,” was Obama’s closest advisor on Iran. He came from the Washington Institute for Near East Policy (WINEP), an offshoot of American Israel Public Affairs Committee (AIPAC), and when he retired in 2011 he returned to his lobbying activities through WINEP and JINSA (Jewish Institute for National Security Affairs). The second, Samore, who served as Obama’s advisor on “weapons of mass destruction,” was one of the founding members of the Israeli lobby group United Against Nuclear Iran (UANI), an establishment that has been lately in the news for receiving classified US government information on Iran and is being protected by the Obama Administration in a law suit. Samore left the Obama Administration in 2013 and returned to UANI to become its president. He also became the executive director of the Harvard University’s Belfer Center that is also linked to UANI, according to some investigative reports.

The policy of “tough diplomacy” pursued by the Israeli lobbyists did not produce the desired result. The harsh sanctions imposed did enormous damage to Iran’s economy. But, as Samore himself admitted in a talk at the International Institute for Strategic Studies in London on March 11, 2014, there were no “riots on the streets” and no “threat to the survival of the regime.”

With the departure of the most influential Israeli lobbyists from the Obama Administration, the policy of “tough diplomacy” started to wither away. The disintegration of policy was also helped by John Kerry replacing Hillary Clinton, the most hawkish Secretary of State who often mimicked the belligerent language of Israeli Prime Minister Benjamin Netanyahu when it came to Iran. Kerry—who, as the Chair of the Senate Foreign Relations Committee, had once stated in an interview with The Financial Times that Iran has “a right to peaceful nuclear power and to enrichment in that purpose”—abandoned the policy of “tough diplomacy.” In the P5+1 meetings in February of 2013, Kerry offered the Iranian government a deal that it could live with. However, the Iranian government under President Ahmadinejad hesitated, haggled over the deal, and ran out of time as the Iranian presidential election approached. The new Iranian President, Rouhani, accepted the deal and ran away with it. The result was the JPA.

Israel, which had hoped that a military attack on Iran by the US would follow the tough sanctions imposed by the Obama Administration, was quite unhappy with the JPA. Even before an agreement was reached, Israeli leaders and their US allies led a massive campaign against it. For example, according to The Times of Israel, on November 10, 2013, Netanyahu sent an indirect message to French Foreign Minister Laurent Fabius, telling him that if France did not toughen its positions, he would attack Iran. Netanyahu also asked his supporters around the world to stop the deal. A news headline in Haaretz on November 10, 2013, read: “Netanyahu urges Jews: Rally behind me on halting Iran nuclear program.” Surrogates of Israel in the US Congress followed suit. The title of a news item on Reuters on November 10, 2013, read: “U.S. lawmakers seek tighter Iran sanctions before any deal.” Among the lawmakers were Senators Mark Kirk and Robert Menendez, as well as Representatives Eric Cantor, Ed Royce and Eliot Engel. Israeli lobbyists, too, went into action. This included former advisor to Obama Dennis Ross. “We must not let Tehran off the hook, says Dennis Ross at Jewish Agency for Israel’s 2013 Assembly,” was The Jerusalem Post headline on November 10, 2013. Yet, in the end, the short-term agreement between Iran and the P5+1 could not be stopped.

Failing to stop the JPA, Israel then tried to nullify it by passing a new and severe set of sanctions through the US Congress. The move was led by Kirk and Menendez, two senators who often appear on the list of the biggest recipients of campaign cash from pro-Israel public actions committees. The Kirk-Menendez bill, titled “Nuclear Weapons Free Iran Act,” was introduced on December 19, 2013, with the sole purpose of ending the agreement between Iran and the P5+1. The bill gained momentum as various Israeli lobby groups, particularly AIPAC, exerted pressure in the Senate. On January 4, 2014, AIPAC had a summary of Kirk-Menendez bill on its website and was instructing its members to “act now.”

The number of senators signing the Kirk-Menendez bill rose from 33 in early January to 59 in mid-January, 2014. This was despite the fact that some officials in the Obama Administration, including Secretary Kerry, referred to the bill as an attempt to push the US into a war with Iran. This was also in spite of Obama’s threats to veto the bill. On January 28, 2014, in his State of the Union Address, Obama reiterated his stance on any congressional bill intended to impose a new set of sanctions on Iran and stated that “if this Congress sends me a new sanctions bill now that threatens to derail these talks, I will veto it. ”

Israel, its lobby groups and its conduits in Congress, nevertheless, pushed for passing the resolution. However, they could not muster the strength to get the two-thirds majority in the Senate to make the bill veto-proof. They threw in the towel and AIPAC declared on February 6, 2014: “We agree with the Chairman [Menendez] that stopping the Iranian nuclear program should rest on bipartisan support . . . and that there should not be a vote at this time on the measure.” As many observed, this was the biggest loss for Israel, its lobby groups and its conduits in the US Congress, since Ronald Reagan agreed, contrary to Israel’s demand, to sell AWACS surveillance planes to Saudi Arabia. Subsequent attempts to nullify the JPA also failed. This included an attempt by some Senators, a few days before March 2014 AIPAC policy conference, to include elements of “Nuclear Weapons Free Iran Act” in a veterans’ bill.

In the end, Israeli lobby groups had to settle for a few letters written by US law makers to President Obama, telling him what the final deal must look like. The AIPAC-approved letter in the House of Representative on March 3, 2014, was circulated by Eric Cantor and Steny Hoyer. The Senate letter was posted on AIPAC website, dated March 18, 2014, and, as many Israeli affiliated news sources joyously reported, the letter gained 82 signatures. Finally, 23 Senators also signed the Cantor-Hoyer letter, as Senator Carl Levin’s website posted it on March 22, 2014. If some of the harsh measures proposed in these letters were to be adopted by the Obama Administrations, no final deal could be reached with Iran.

The JPA was supposed to lead to a final settlement in six months, and, consequently, there were many rounds of negotiations between Iran and the P5+1 before the deadline. The final and the most intense negotiations that took place behind closed doors in July 2014 lasted for more than two weeks. However, in the end there were “significant gaps on some core issues,” as a statement by EU Representative Catherine Ashton and Iranian Foreign Minister Mohammad Javad Zarif read on July 19, 2014. It was therefore decided to close the so-called gaps by November 24, 2014.

We are now approaching the 2nd deadline for reaching a long-term agreement between Iran and the P5+1. It is unclear whether the gaps can be bridged. It is also unclear how much of these gaps are due to the relentless Israeli pressure that is still being exerted even on the Obama Administration and its team of negotiators. We know that these negotiators, as they have readily admitted, consult Israel before and after every meeting with Iran. Indeed, even after the latest round of meetings between Iran and the US in Muscat, Oman, Kerry called Netanyahu to “update” him on the negotiations. Yet, we also know that Israel does not have the clout that it once had in the White House. The most influential Israeli lobbyists have left the Obama Administration and their policy of tough diplomacy is in tatters. Israel has also been unable to stop the short-term P5+1 agreement with Iran, it has failed to nullify the agreement after it passed, and it has not even been able to garner the two-thirds majority in the Senate to make veto-proof a Congressional bill designed to start a war with Iran. In other words, in the past two years Israel has been losing the battle to engage the US in another military adventure in the Middle East. But has Israel lost the war to wage war on Iran? The newly configured US Senate is already seeking a vote on another Israeli sponsored war bill called “Iran Nuclear Negotiations Act of 2014.”

Jamais nous n’avons été aussi près d’une guerre nucléaire. Ce sont des « gôchistes » américains comme Noam Chomsky qui le déclarent. Loin d’être « gôchiste », mes observations, comme mes échanges avec des personnalités de haut rang russes et allemandes, me mènent à la même conclusion. Les analyses du journaliste américain de référence, Paul Craig Roberts, ne manquent pas d’aller dans ce sens. Ainsi que celles du très sérieux Deutsche Wirtschaft, qu’on ne saurait classer à « gôche ». J’entends déjà les procès en complotisme ! Non, depuis Bill Clinton, l’Amérique n’est plus une démocratie. Les administrations consécutives de ce grand pays sont devenues des entités d’assassins sans scrupules, qui s’affranchissent des lois internationales. La dernière menace est Obama, faux démocrate, qui dénonce les « comportements illégaux » du président Poutine qu’il a comparé à Ebola durant le G20 à Brisbane, et que Hillary Clinton traitait préalablement de « Hitler ». Déclarations provocatrices, que les Européens suivent comme des vassaux. La France se distingue particulièrement par son aplaventrisme politico-médiatique. Elle sert les États-Unis, occupés à mettre en œuvre leur nouvel ordre mondial, qui servira leurs seuls intérêts. Ça n’est pas de bon augure pour le monde. C’est pourquoi il est urgent que l’Europe se reprenne – et la France en particulier – pour se rapprocher de la Russie, de la Chine, de l’Inde, de l’Amérique du Sud, et contrer l’hégémonie de l’administration américaine, dont l’évolution politique ne garantit plus la paix mondiale.

L’administration américaine entreprend la déstabilisation de deux grandes puissances nucléaires – la Chine et la Russie – comme s’il s’agissait du Honduras ou de la Grenade. C’est sans précédent. Ils fomentent des émeutes et des guerres en Géorgie, en Ukraine. Des protestations à Hong Kong, et très récemment en Hongrie et en Tchéquie, où les manifestants manipulés scandaient par milliers : « Nous refusons d’être les esclaves des Russes. » Pas un mot ici. Comme si la Russie était toujours l’URSS. Les États-Unis incitent les pays baltes et la Serbie, à se détourner de la Russie. En réponse à toutes ces manigances, destinées à déstabiliser la Russie, une association militaire entre la Chine et le pays de Poutine est en train de se construire. Des premiers exercices sont prévus au printemps 2015 en Méditerranée, puis en mer de Chine, dans le but de montrer aux USA qu’ils ne se laisseront pas intimider. Les États-Unis font monter la pression depuis cette semaine, en déclarant qu’ils vont armer l’Ukraine, alors qu’ils se contentaient jusqu’à présent de livrer des fournitures militaires non létales. La Russie le leur déconseille vivement… Nous sommes dans une escalade mortifère. Nous estimions que l’islam était le plus grand danger mortel mais, depuis quelques semaines, un danger bien plus important s’annonce. L’administration américaine va-t-en-guerre qui ne veut pas reconnaître que les choses ont changé et que, désormais, un monde multipolaire est en train de se construire. Dont ils sont seuls responsables, puisqu’ils en sont les instigateurs malgré eux.

The European New Right & its Animus against Western Civ

My knowledge of the European New Right (ENR) is very scarce, no more than a few short articles and three books: Guillaume Faye’s Why We Fight [2], Alexander Dugin’s Fourth Political Theory, and Pierre Krebs’ Fighting for the Essence, Western Ethnosuicide or European Renaissance? [3]. I found Faye’s metapolitical dictionary substantively insightful and Dugin’s dissection of liberalism penetrating.

But Krebs’ book finally clarified for me something about the ENR I had sensed but was not sure about: its belief that Western Civ stands for the rise of multiracial societies in Europe.

drkrebs.jpgI noticed this animus against the West in Dugin’s book. In the case of Dugin it was more his identification of American Neoconservatism, or Mainstream Liberalism, with Western Civ as such, his rejection of Western rationalism, his condemnation of the idea of progress, his use of cultural Marxists and postmodernists (Franz Boas, Michel Foucault, Levi Strauss, Jean Baudrillard) to paint a picture of the West as the sickest, most destructive civilization in human history. Everything hateful about the world — consumerism, environmental despoliation, egalitarianism, plutocratic manipulation, erosion of ethnic and traditional differences — was explained by him as a direct product of the metaphysical orientation of the West.

In order to adequately understand the essence of liberalism, we must recognize that it is not accidental, that its appearance in the political and economic ideologies is based on fundamental processes, proceeding in all Western civilization. Liberalism is not only a part of that history, but its purest and most refined expression, its result (Fourth Political Theory, p. 140).

It is as if the West was from the beginning oriented towards our present-day pro-immigration regimen, driven by a rationalist logic dedicated to the reduction of cultural qualities to measurable quantities, by a will to a universal language for humanity based on mental constructs existing a priori in all humans, by an individualizing logic that seeks to free all concrete persons from any collective identities, and by a progressive view of history that ranks cultures in terms of how close they approximate the liberal-democratic aims of a West envisioned as the master culture led by a superior race. According to Dugin, the “very ideology of [Western] progress is racist in its structure.”

But I thought that these were the prejudices of a Russian nationalist, a keen defender of Putin’s foreign policies in the face of American Neocon wishes for control of former Soviet territories. But upon reading Pierre Krebs’ book a few days ago, I am starting to realize that opposition to the West (and, by direct necessity, opposition to almost the entire history of Europeans) is quite prominent among members of the ENR. I feel confident in making this generalization about the ENR, having read, additionally, some articles by and about Alain de Benoist, noticing right away that he too holds the West responsible for all the main maladies of our times: individualization, massification, desacralization, rationalization, and universalization. He traces the roots of these destructive trends to the Christian concept of equality and the Christian idea of progress, and then explains how these concepts were secularized in modern times. But my focus here will be on Krebs’ Fighting for the Essence, originally published in 1997.

PierreKrebs [4]I will engage with Krebs’ ideas by citing passages from his books, and then offering my responses below. I view Krebs as an ideological friend with whom I have a major disagreement about the nature of the West. He offers an effective rhetorical critique of the relationship between the homogenization of humanity and the celebration of diversity through miscegenation.

The originality and the richness of the human heritages of this world are nourished by their differences and their deviations, which surprise and fascinate as soon as one passes from the culture of one people to another. These originalities can find protection, in turn, only in the homogeneous ethno-cultural space that is proper to them. The defenders of multiracialism are the primary destroyers, consciously or unconsciously, of this elementary right. (p. 89)

But the claim that the West has been the destroyer of racial identities is very simplistic and evinces a truncated understanding of the history of the most enriching and complex civilization. Krebs distinguishes an “authentic” West that is Greek, Faustian, and Indo-European from a “Judeo-Christian West that came after. But he condemns the West in its entirety once it became “Judeo-Christian.” And this argument is historically flawed, starting with the term “Judeo-Christian,” which is a recent invention reflecting trends that cannot be teleologically attributed to the ancient past. “Genuine tragedies in the world are not conflicts between right and wrong. They are conflicts between two rights,” Hegel once wrote as he contemplated the history of Europe. Individualization, universalization, rationalization, and desacralization were inescapably connected to the rise of this civilization to world supremacy. They are part-expression of the tumultuous temperament and directional psyche of Europeans. You can’t condemn these world-historical processes without condemning Europeans as a people. These processes were not, historically for the longest time, and, therefore, in and of themselves, anti-White.

Pierre Krebs:

In the first stage which corresponds to its political phase, the egalitarian lie first turned the democratic integrity of the state on its head by progressively emptying the Greek model of the ethno-cultural organic principles of the demos which it purely and simply replaced with the vagabond and cosmopolitan institution of the parliament. (p. 18)

RD: Krebs is saying that the Greek polis which evolved gradually from the seventh century BC onward, a radically new form of governance based on laws, offices, and direct participation by members of the polis or city-state, in contrast to a form of rule based on the personal powers of a despot and his entourage, was not only a civic political community based on laws equally binding on all members, but was consciously grouped according to a shared sense of ethnic identity. The representative parliaments that emerged later were merely based on the civic identity of the members of the state, their shared political rights and responsibilities, which anyone regardless of ethnic identity could lay a claim to as long as he was or became a political member of the respective state.

I have heard this claim expressed in New Right circles, how Christians with their idea that we all have equal souls in the eyes of God were responsible for our current obsession with harmonizing all races inside the West, or how Romans with the granting of citizenship during the third century AD to inhabitants in the Empire of any race, started a new trans-racial concept of citizenship. My view is the opposite: racially conscious political communities were created only after the Enlightenment. Europeans were the first people in history to develop a science of race. Humans are ethnocentric by nature in showing a preference for their own linguistic, tribal, and ancestral groups, but this is not the same as being racially aware and having the intellectual wherewithal to articulate a rational argument about the existence of different races. Racial awareness began during the sixteenth century as Europeans were coming into contact with peoples in the Americas, Africa, and Asia with very different bodily attributes and customs. It was during the Enlightenment, however, that Europeans began to develop a scientific theory of race.

kampf.jpgThe same philosophers who announced that human nature was uniform everywhere, and united mankind as a subject capable of enlightenment, argued “in text after text . . . in the works of Hume, Diderot, Montesquieu, Kant, and many lesser lights” that men “are not uniform but are divided up into sexes, races, national characters . . . and many other categories,” so observes Aaron Garret in a book chapter titled “Human Nature” in The Cambridge History of Eighteenth-Century Philosophy [5] (2006). Eighteenth century talk about “human nature” and the “unity of mankind” was less a political program for a universal civilization than a scientific program for the study of man in a way that was systematic in intent and universal in scope. Enlightenment thinkers were not calling for the unity of humanity, the sameness of races, other than for a “federation of the peoples of Europe.” Garrett is stereotypically liberal and thus writes of “the eighteenth century’s dubious contributions to the discussion of race,” but what matters is that Enlightenment thinkers did engage in the scientific study of races in light of the evidence and the knowledge at the time. Most Enlightenment thinkers rejected polygenecism and asserted the fundamental (species) equality of humankind, but they also came to the conclusion that humanity was divided into different races with very different biological traits, behavioral dispositions and mental aptitudes.

One cannot speak of the suicide of Europeans in a racial way without the very “rationalism” Krebs condemns, which is presupposed in the scientific study of races. The Greeks were not yet rational in their understanding of races. Their concept of civic membership did presuppose membership of traditional kinship or tribal groupings, but it did not presuppose racial membership.The Greeks developed a Pan-Hellenic identity during the first century BC in the course of the Persian Wars (490-479 BC), but this was a cultural identity, easily fractured in the years ahead by the endemic wars between the city-states.

By contrast, in the nineteenth century, the age of full-blown individualization, universalization, and massification, the field of racial studies emerged, and it was in light of these studies that the United States, Australia, and Canada instituted in the twentieth century “white only” immigration policies. These policies were implemented in liberal democratic societies and accepted by the majority of citizens.

Pierre Krebs:

“[I]n the American-style ‘carnival’ multiculturalism, it is in fact the naturally aristocratic soul of Europe, its deeply individualist style, its essentially rebellious, Faustian and Promethean spirit that the globalist vulgate is in the process of attacking. Behind its multicultural alibi, Europe is invited to change its mentality — and so its skin — so that its lively identity may be silenced.” (p. 24)

RD:
Americans have been pushing multiculturalism and immigration in Europe for decades, and if the term “Western Civilization” is taken to mean that European nations should become as the US and Canada were in the 1960s, with multiple European ethnicities converging as members of one nation, then I am opposed to it. But the settler nations of America, Canada, and Australia (and New Zealand) are European creations and altogether they should be viewed as members of a Pan-European world we can conveniently label “Western Civilization” as a way of identifying common traits and common historical experiences in and outside Europe in North America and Australia, in contrast to that of other civilizations.

My book Uniqueness of Western Civilization emphasizes the roots of this civilization in the aristocratic culture of Indo-Europeans and the Faustian personality of Europeans. But it seems to me Krebs is making a mistake in assuming that the Faustian soul of the West was gradually eroded with the adoption of what he calls “the monster of Judaeo-Christianity” (p. 22). As I briefly argued in a prior essay [6], citing Spengler’s words:

Christianity, too, became a thoroughly Faustian moral ethic. “It was not Christianity that transformed Faustian man, but Faustian man who transformed Christianity — and he not only made it a new religion but also gave it a new moral direction.”

I will address in Part II Krebs’ erroneous understanding of Christianity. The point I like to make now is that the forces pushing for multiracialism inside the West are still imbued with a Faustian moral imperative, even as they seek to destroy this soul and are themselves already intermixed, in this late hour, with alien morals. The words cited about from Spengler come from Chapter X, “Soul-Image and Life-Feeling: Buddhism, Stoicism, Socialism.” I may write an essay exclusively on this magnificent chapter in the future. In it, Spengler specifically addresses the “morale” of Faustian man in the last stage of the West when it is about to exhaust itself, but before writing about this stage in particular, he notes that, for the Faustian morale in general,

everything is direction, claim to power, will to affect the distant. Here Luther is completely at one with Nietzsche, Popes with Darwinians, Socialists with Jesuits; for one and all, the beginning of morale is a claim to general and permanent validity. It is a necessity of the Faustian soul that this should be so. He who thinks or teaches “otherwise” is sinful, a backslider, a foe, and he is fought down without mercy. You “shall,” the State “shall,” society “shall — this form of morale is to us self-evident, it represents the only real meaning that we can attach to the word. (p. 341)

On the surface, or perhaps in a way that requires disentanglement, the socialists of Spengler’s day appeared to have rejected the Faustian aggressive will for overcoming all resistances when they spoke softly at conferences and at the ballot box about

the ideals of ‘welfare,’ ‘freedom,’ ‘humanity,’ the doctrine of the ‘greatest happiness of the greatest number’.

But

[i]t is a shallow judgment, and one incapable of inwardly understanding history, that cannot distinguish the literary chatter of popular social-moralists and humanity-apostles from the deep ethical instincts of the West-European Civilization. (p. 351)

metapo.jpgKrebs has an inverted understanding of the Faustian soul. He grasps the aggressive moral certainty of globalists against the heterogeneity of cultures and ethnicities, but attributes this drive to Judeo-Christianity, mainly on the basis of its monotheism and egalitarian impulses, while picturing the Faustian morality of Europeans as if it were inherently inclined toward a life without directionality, repetitive cycles, co-existence with other morals in the world, ecological harmony, and polytheism. Krebs misreads the Faustian will to power of the West; he wants Europeans to “return” to their pre-Christian pagan past. But the problem is, first, that our Indo-European ancestors were a uniquely expansionary and directional people exhibiting a glorious expansive drive since prehistoric times across the Old World, spreading their “Kurgan [7]” lifestyle across Asia and Europe, leading eventually to a situation in which Indo-European languages are spoken today by almost 3 billion native speakers, the largest number of any language family. The problem is also that the immense creativity of the ancient Greeks, Romans, Catholics, Protestants, and Moderns I have written about in previous essays was driven by this Faustian energy — before and after Christianity.

We are facing an enemy — both the Neocon assimilationists and the Left multiculturalists –possessed by a Faustian morale (intermixed with alien demonic motifs) dedicated to the destruction of European ethnic identity “without mercy” and in complete conviction of its ideals. We should not be surprised by this. But just because the proponents of European ethnic dissolution are Faustian it does not follow that this is what the West was always (since the inception of Christianity) inclined to do. The Faustian soul has expressed itself in multiple, conflicting ways throughout history. Europeans have been the most bellicose people in human history. They almost self-destructed in two world wars. Many other alternative outlooks were defeated or unable to gather sufficient support. Now we have a huge conflict opening up. In the Western world “life means struggling, overcoming, winning through” (343), and waging a successful political war against the prevailing Faustian ethic can only be accomplished with a Faustian ethnocentric morale.

Pierre Krebs:

Once the dangers have been perceived and the choices have been offered, we must then move to action, first refusing ‘compromise, weakness, and indulgence towards everything which, being derived from the Judaeo-Christian root, has infected our blood and our intelligence. Then secondly, return to our pagan Indo-European tradition without which ‘there will be no liberation and no true restoration, and conversion to the true values of spirit, power, hierarchy, and empire will not be possible.’ (p. 29)

RD:
The words cited by Krebs are from Julius Evola. Krebs sees how we are facing an ideology with which there can be no compromises, and yet he speaks of a “return to our pagan Indo-European tradition” without considering that this tradition welcomes the struggle for existence, overcoming limitations, mastering nature. Evola has a mythological understanding of European history, a preference for traditional cultures combined with an immense dislike for Western modernity. He writes of the “order of things” in traditional cultures without realizing that Faustian man refuses to be bounded by orders other than those he has subjected to rational investigation. I learned much from Evola’s Revolt Against the Modern World [8]; it offers fascinating ideas about the “higher world” of ancient cultures, how rulers, institutions, and laws were seen as divine in origin and how this divinity ensured spiritual stability with a clear sense of the proper ranking of classes and human activities, higher spiritual functions versus lower materialistic functions, giving purpose and meaning to life, uplifting everyone in the direction of the higher “invisible reality” and conferring a sacred dignity to leadership roles, rituals, and beliefs. His understanding of the meaning of “tradition” surpasses that of any sociologist.

But Evola is not a practical thinker in tune with the actualities of Western history, what is possible today in the modern world. Just as Spengler called for German conservatives to liberate themselves from Romantic, unrealistic goals based on “dead” programs, the New Right needs to accept and adapt to the realities of international finance, genetic engineering, and robotics. It must not let go of the Faustian ethos:

the Faustian technics, which with the full passion of the third dimension and, to sure, from the earliest days of the Gothic era thrusts itself upon Nature in order to hold sway over her (cited in Farrenkopf, p. 72).

Pierre Krebs:

. . . Judaeo-Christianity and its modern avatars, egalitarian democracy . . . and the mercantile ideologies of the Homo oeconomicus and all their variations. In fact, once the assumption that Europe and the West are synonymous, which was previously believed to be self-evident, has been turned on its head, the opposite idea becomes the rule: the West is then moved to the opposite pole as something absolutely alien, with the radical, exogenous character of a civilisation that must henceforth be perceived on the basis of the natural incompatibilities that separate it forever from the authentic European culture considered in all its aspects: ethnic, mental, and spiritual [ . . . ] Europe will be able to find itself, return to an obedience to its gods, purify the conscience of its being which has been adulterated for so long, and recreate in its liberated soul the vibrations of a forgotten transcendence and origin. (p. 39)

RD:
Homo oeconomicus was a unique creation of Europeans, authentic to them. Europeans were the first to develop a science of economics and to discover the laws behind the production and distribution of wealth. The first to separate analytically “economic man” and thereby understand the activities of this man without confounding these activities with religious and political motivations, and, in doing so, to apprehend the reality that a nation’s power is more efficiently sustained when a nation creates its own wealth through work rather that through conquest. This was another major step in redirecting the Faustian energies of European man into less destructive endeavors. This does not mean that one has to accept the principles of free market economics since there are other schools including the much neglected German school associated with the economics of Friedrich List’s National System of Political Economy (1841), which accepted the wealth-creating nature of capitalism based on the economic history and economic reality of nations.

The West is not alien to Europe but a creation of Europe’s incredible extension across the Atlantic in the modern era. Seeking a “return” to an “authentic” Europe of pagan gods, “transcendence and origin,” is Utopian. This Europe is nowhere to be found in the classical Greece Krebs cherishes. The ancient Greeks reinterpreted or limited the sphere of influence of their gods as they became self-conscious as distinctive personalities in possession of a faculty they called “mind” (in contradistinction to other bodily attributes and psychological drives) capable of self-grounding its own principles and criteria for truthful statements. The first step in the origins of self-awareness, or awareness of awareness, thinking about thinking, rather than thinking in terms of prescribed norms and mandated religious ordinances, came with the uniquely Indo-European fight to the death for the sake of pure prestige by aristocratic peers in the state of nature. I write about this in Chapter Eight of Uniqueness.

The liberation of Europe has to be grounded in its peculiar history rather than in some static “origin” disconnected from what came after.

Dans la bataille contre l’hégémonie des Etats-Unis, la Chine mène le combat sur tous les fronts. Ici elle s’attaque à l’un des aspects de cette hégémonie, la capacité des Etats-Unis a disposer de plusieurs voies à l’ONU, via les îles du pacifique qui n’ont été crées en tant qu’états qu’à cette seule fin.

NADI (Fidji), 22 novembre (Xinhua) — La Chine et huit pays insulaires du Pacifique ont convenu samedi d’établir un partenariat stratégique en mettant l’accent sur le respect mutuel et le développement commun.

Cet accord a été annoncé lors d’une réunion entre le président chinois Xi Jinping, en visite aux Fidji, et les dirigeants des huit pays, à savoir le président de la Micronésie Emanuel Mori, les Premier ministres Josaia Voreqe Bainimarama des Fidji, Tuilaepa Sailele Malielegaoi Lupesoliai des Samoa, Peter O ‘Neill de la Papouasie-Nouvelle-Guinée, Joe Natuman du Vanuatu, Henry Puna des îles Cook, Siale’ataonga Tu’ivakano des îles Tonga et Toke Talagi de Niue.

Ces huit pays ont établi des relations diplomatiques avec la Chine depuis les années 1970.

Dans un discours prononcé lors de cette réunion, le président Xi a expliqué la politique et les mesures que la Chine a adoptées pour renforcer ses relations avec les pays insulaires du Pacifique dans une nouvelle ère, en soulignant que la Chine est un ami sincère et un partenaire de ces pays.

Rappelant les intérêts communs croissants de la Chine et des pays insulaires du Pacifique, le président Xi a affirmé que leur coopération amicale est entrée dans une voie rapide de développement.

« La Chine va accorder davantage d’importance à ses relations avec les pays insulaires », a-t-il déclaré.

M. Xi a affirmé que la Chine respecte les systèmes sociaux et les voies de développement que ces pays ont choisis eux-mêmes conformément à leurs conditions nationales et soutient leurs efforts pour gérer les affaires régionales à leur manière et participer aux affaires internationales pour sauvegarder leurs droits et intérêts légitimes.

« Nous sommes prêts à élargir les interactions – gouvernement à gouvernement, législature à législature, et parti à parti – avec les pays insulaires du Pacifique, et continuerons à promouvoir le Forum de développement économique et coopération de la Chine et des pays insulaires du Pacifique et d’autres dialogues réguliers », a-t-il dit.

A propos de sa proposition sur la Route de soie maritime du 21e siècle, le président chinois a déclaré que son pays souhaite partager les expériences et les réussites avec les pays insulaires du Pacifique.

La Chine, a-t-il poursuivi, est prête à approfondir sa coopération avec les pays insulaires du Pacifique dans divers secteurs, dont le commerce, l’agriculture et la pêche, l’industrie maritime, l’énergie et les ressources et la construction d’infrastructures, et à supprimer les droits de douane à 97% des produits importés des pays les moins avancés.

La Chine continuera à soutenir les pays insulaires dans les grands projets, la construction d’infrastructures et les projets concernant la vie des peuples.

Le gouvernement chinois va envoyer davantage d’équipes médicales dans les pays insulaires et encourager les Chinois à visiter ces pays, a-t-il ajouté. Le président Xi est arrivé vendredi à Nadi, ville des Fidji, pour une visite d’Etat, en provenance d’Australie et de Nouvelle- Zélande.

L’Europe prendrait-elle ses distances vis-à-vis des États-Unis au sujet de la Russie ?

On a failli attendre, mais mieux vaut tard que jamais : assisterions-nous à un rétropédalage de l’Europe face à l’agressivité des États-Unis envers la Russie ? La visite cette semaine à Moscou du Ministre des affaires étrangères allemand Frank-Walter Steinmeier, qui évoque plutôt à un voyage d’affaires, donne à penser que l’Europe reprend ses esprits et recherche une solution diplomatique à l’escalade des tensions autour de la crise ukrainienne, tensions qui pourraient conduire à une guerre continentale étendue, voire pire.

Steinmeier a rencontré son homologue russe Sergei Lavrov, et tous deux ont insisté sur la nécessité de trouver une issue politique à la violence en Ukraine. Le diplomate allemand, premier envoyé de l’Europe à Moscou depuis plusieurs mois, a également évoqué la normalisation des relations entre son pays et la Russie, ainsi que la nécessité de lever les sanctions économiques que Bruxelles a imposées à Moscou ces derniers mois.

Cette semaine, les ministres de l’UE à Bruxelles ont regimbé à l’idée d’imposer une quatrième série de sanctions, révélant un fossé qui ne cesse de s’élargir entre les politiques des différents gouvernements européens.

Relevons que M. Steinmeier a déclaré que sa visite dans la capitale russe faisait suite à des entretiens constructifs le week-end dernier avec le président Vladimir Poutine, au sommet du G20 en Australie. Le ministre des affaires étrangères allemand a déclaré qu’il s’agissait désormais d’empêcher une nouvelle spirale de la violence en Ukraine.

Sachant que l’Allemagne est la première puissance économique de l’Union Européenne, on peut affirmer sans crainte de se tromper que l’attitude politique de Berlin a de bonnes chances d’influer sur le reste du bloc.

D’ailleurs, le contraste entre l’attitude européenne incarnée cette semaine par M. Steinmeier et celle de Washington ne saurait être plus tranché.

Le Congrès, dominé par les Républicains, a fait adopter une résolution qui renforcera notablement le soutien militaire au régime de Kiev. La kabbale d’extrême-droite, malgré son revers électoral du mois dernier, n’a clairement manifesté aucun intérêt pour l’application du cessez-le-feu conclu le 5 septembre à Minsk, la capitale de la Biélorussie. Le nombre de victimes civiles ne cesse d’augmenter dans la population russophone de Donetsk et Lougansk, les forces militaires de Kiev poursuivant leurs bombardements aveugles de villes et de villages au moyen d’armes interdites telles que les bombes à fragmentation et les missiles balistiques non guidés.

Faisant fi des violations de l’accord de Minsk, l’offensive meurtrière de Kiev se traduit par une multitude de crimes de guerre.

Pourtant, cela ne désarme pas le Congrès américain qui, en fait, se prépare à légaliser une aide militaire massive à ce régime dont les dirigeants, notamment le président en titre Petro Porochenko, sont de plus en plus déchaînés, allant cette semaine jusqu’à déclarer « ne pas craindre une guerre totale avec la Russie ».

Le député Républicain Michael Burgess, auteur du manifeste au titre provocateur de Soutien à la loi Liberté pour l’Ukraine, a déclaré cette semaine : « L’Ukraine [sic] a besoin d’armes, de munitions, de gilets pare-balles et de moyens de communication. Certes, une aide financière est importante, mais pas autant que des armes et des munitions pour repousser les troupes russes qui ont envahi un pays souverain. »

Notez l’aplomb avec lequel il parle d’invasion russe sans se sentir la moindre obligation d’étayer son propos. Il a probablement entendu cela sur Fox News ou CNN et se sent libre de le régurgiter comme s’il s’agissait d’un fait indiscutable.

Le militarisme téméraire du régime de Kiev depuis sept mois a mis l’économie ukrainienne à genoux. Sa monnaie s’effondre et sa dette étrangère explose, le principal créancier étant justement la Russie. Pourtant, Washington considère que la priorité n’est pas tant une aide financière qu’un militarisme accru pour exacerber l’agressivité envers la Russie.

Suite à la victoire des Républicains à l’élection de mi-mandat au début du mois, il y a fort à parier que cette motion sera adoptée par le Congrès. Le gouvernement étatsunien aura ainsi les coudées franches pour fournir ouvertement du matériel de guerre, tel que des systèmes de défense antichars et aérienne, des lance-grenades, des mitrailleuses et des fusils pour tireurs d’élite. Cela constitue une escalade dangereuse de l’intervention militaire de Washington en Ukraine, qui a prétendu jusqu’ici apporter au régime de Kiev une « assistance pacifique ».

Et c’est précisément ce que les Républicains réclamaient à cor et à cri. La semaine dernière, un sénateur John McCain halluciné a déclaré : « Nous voulons donner aux Ukrainiens [sic] des armes pour se défendre contre les Russes, qui sont en train de démembrer leur pays. » McCain, encore un politicien qui répète comme un perroquet ce que dit Fox News, faisait partie des principaux sponsors internationaux des troupes de choc néo-nazies qui ont pris le pouvoir à Kiev au début de l’année et diabolisent aujourd’hui ouvertement leurs compatriotes ukrainiens dans les régions orientales, les traitant de « sous-hommes et de Moskals ».

Jusqu’à une date récente, Washington et Bruxelles ont entonné le même hymne de propagande que le régime de Kiev, qu’ils ont contribué à mettre au pouvoir en février dernier lors d’un coup d’état contre le gouvernement ukrainien élu. Dans une inversion stupéfiante des rôles, l’axe US-EU accuse la Russie d’avoir envahi et renversé l’Ukraine. Aucune preuve n’est apportée à ces allégations et le discours de Kiev, criminel, ouvertement hostile et haineux vis-à-vis des Russes, est considéré comme parole d’évangile.

Pour le moment, Bruxelles est sur la ligne de Washington, qui consiste à imposer des sanctions à la Russie pour avoir prétendument violé la souveraineté et l’intégrité territoriale de l’Ukraine. Le vote libre et massif du peuple de Crimée en faveur de la séparation vis-à-vis du régime de Kiev installé par l’Occident pour rejoindre la Fédération russe, suivi par des référendums similaires sur l’autonomie des régions orientales de Donetsk et de Lougansk, est attribué dans ce modèle de double langage à l’intervention de Moscou.

Cependant, suite aux sanctions occidentales et aux contre-sanctions russes qui frappent principalement une Europe déjà en pleine récession, la suspicion face à des mesures contre Moscou présentées comme la panacée est appelée à se développer. Pour Washington, tenir un discours ferme ne coûte pas cher, et peut même rapporter. Ce n’est pas le cas pour les Européens.

« Les exportations allemandes en Russie s’écroulent » titrait le Financial Times à la fin du mois dernier, par suite des distances prises avec Moscou, qui constituent la pire rupture dans les relations entre les deux pays depuis la fin officielle de la Guerre Froide il y a plus de vingt ans. Ailleurs, on signale que les industriels et les entreprises allemands se livrent à un lobbying fiévreux à Berlin en vue de revenir sur la politique de sanctions, qui menace des milliers d’emplois en Allemagne ainsi que le plus gros partenariat commercial bilatéral entre l’Europe et la Russie.

S’agissant de la locomotive économique de l’Europe, ce qui est mauvais pour l’Allemagne l’est automatiquement pour le reste de l’Europe.

La nouvelle responsable de la politique étrangère de l’UE Frederica Morgherini, précédemment ministre en Italie, a fait part dernièrement de ses doutes quant à l’efficacité des sanctions. Mme Morgherini a repris le poste de la Britannique Catherine Ashton, qui a joué un rôle déterminant dans le changement de régime à Kiev sous les auspices de l’Occident et affiché une servilité pitoyable vis-à-vis de Washington.

D’autres États européens se montrent également de plus en plus critiques envers de ce qu’ils considèrent comme une hostilité insensée et suicidaire envers la Russie.

« La Hongrie s’interroge sur les sanctions de l’UE à l’encontre de la Russie », signale le Financial Times le 16 octobre. La Slovaquie, la République Tchèque, la Roumanie, la Bulgarie et l’Autriche l’ont rejointe pour interroger la position officielle de l’axe Washington-Bruxelles, qui vise à isoler la Russie.

Le Premier Ministre de Serbie, Aleksandar Vucic, a déclaré hardiment que son pays n’appliquerait pas les sanctions de Bruxelles contre la Russie, faisant état de liens historiques et culturels solides avec Moscou, même si Belgrade a actuellement le statut de candidat à l’entrée dans l’UE. À cela s’ajoutent de fortes relations économiques et d’investissement entre la Russie et la Serbie.

Tous ces pays dissidents ont autant intérêt à voir se concrétiser le projet South Stream de pipeline de gaz géant en provenance de Russie qu’à entretenir des relations de bon voisinage, même de façade. Pour eux, les sanctions contre la Russie équivalent à se couper un bras.

Le discours de Vladimir Poutine et d’autres dirigeants russes commence peut-être à porter ses fruits en appelant à la raison et à l’évidence empirique, ou à son absence. Au Club de Valdaï à Sotchi, fin octobre, l’un des principaux éléments à retenir du discours de Poutine était que la politique US vise à enfoncer un coin entre l’Europe et la Russie pour défendre des intérêts américains égoïstes. La domination de l’énorme marché européen de l’énergie est un objectif évident, de même que la subordination de la politique économique européenne à Wall Street et à la Réserve Fédérale américaine. En bref, la subordination de l’Europe à l’hégémonie capitaliste américaine.

Le chef de cabinet du Kremlin Sergei Ivanov a déclaré récemment que le principal motif de l’hostilité américaine vis-à-vis de Moscou était le fait que « la Russie osait avoir une opinion » sur l’orientation future de l’évolution mondiale. Cette indépendance se manifeste, par exemple, dans la promotion par la Russie d’un système bancaire international alternatif au FMI dominé par Washington, ou dans un marché eurasiatique de l’énergie emblématique, où les paiements sont effectués dans les devises des pays signataires plutôt qu’en dollars.

Quiconque est doté d’un peu de bon sens peut voir que la politique russe est entièrement légitime, voire souhaitable pour une économie et une politique mondiales plus équilibrées. L’arrogante nation américaine, autoproclamée exceptionnelle, se couvre de ridicule en criminalisant la Russie pour de telles raisons. C’est d’ailleurs ce qui a incité Washington à exploiter la crise ukrainienne comme couverture pour des visées impérialistes inacceptables.

Les gouvernements européens seraient bien inspirés de réfléchir aux propos auto-accusateurs du vice-président étatsunien Joe Biden. Lors d’une réunion à l’université de Harvard le mois dernier, il a déclaré que les états européens étaient initialement réticents à adopter les sanctions américaines contre la Russie. « Le président Obama a dû pousser les dirigeants européens dans leurs retranchements », a-t-il déclaré avec une satisfaction à peine dissimulée quant à la capacité de Washington à rudoyer l’Europe. N’est-ce pas atroce ?

Washington a en effet tout à gagner en plongeant ses soi-disant alliés européens dans une nouvelle Guerre Froide avec la Russie. Et l’Europe a tout à y perdre.

Pourtant, il semble que des groupes de pression européens s’éveillent enfin pour se dresser contre la folie imposée à quelque 500 millions de citoyens par des marionnettes pro-américaines telles que Herman van Rompuy, José Manuel Barroso, David Cameron et Catherine Ashton. La chancelière allemande Angela Merkel ou le président français François Hollande auront-ils le courage de suivre la voie diplomatique défendue par plusieurs courageux états-membres dissidents de l’UE ?

Espérons que l’Europe prenne ses distances vis-à-vis des orientations US concernant la Russie, qui ne font que conduire au désastre.

Il ne fait aucun doute que le monde politique américain est le plus contrôlé par les grandes entreprises, celui où le lavage de cerveau est le plus flagrant, le plus creux intellectuellement et le plus dangereux que le monde ait jamais connu. L’achat des dernières élections au Congrès, financées à hauteur de 4 Md$ en fonds de campagne (autrement dit, en pots-de-vin) par les grandes entreprises, atteste que les États-Unis ne sont pas une démocratie, mais une ploutocratie. S’il reste aux Européens un soupçon d’indépendance démocratique et de pensée éclairée, ils doivent le retrouver et l’affirmer de toute urgence. L’Europe et la Russie sont des alliés beaucoup plus naturels que les dirigeants américains va-t-en-guerre le seront jamais.
